SinocastelOBDDevicecanbeusedonvehiclesequippedwithOBDII system(vehiclesmanufactured
after1996 inUSand after2000inEurope).Thereisa16-PinDLC(Diagnostic LinkConnector)on
vehicleswithOBDII compliant.In general,the16-PinDLCis locatedinthedriverorpassengercabin,
fromtheedgeofdashboardondriversidetotheborderof300mm.Itis easytotouchbysittingin
thedriver'sseat;thepreferredlocationiswithintheareafrom steering posttothevehicle
centerline.

Step 1: SIM Card Access
1. Removethe SIMcardcover.
2. InserttheSIMcard(Micro type)and press gently,aclick will behearduponsuccessfullyplacing
the SIMcardinitsplace,please followthe insertiondirectionmarkedonthe SIM cardcover
3. Put the SIMcardcoverback.
Step 2: Configurenecessaryparametersvia WiFiPCTool
1. PowerOn
Note: Thepowerprovidedto213Lshouldbemorethan13V(14Vasadvised)orconfigurethe
parameters when213L pluggedtothevehicle afterthe engineon.
2. SearchtheSSIDof213LinyourcomputerthroughWiFi, toconnectthedevicetoyourcomputer
by WiFi.
3. Copy WiFiPCTool”tocomputer
WiFiPCToolisfreeinstallation,doubleClick on” ” torun directlyafterthefile
is decompressed
Note: TheWiFishouldbeavailableinyourcomputerbeforeinstalling WiFiPCTool”(Thereisno
driverforthePCTool, youjust needtoinstall yourWiFidriverinyourcomputer)
4. Double click on” ” and clickon ” toconnecttheWiFi PC
Toolto setthemainparameters.

Connecttodevicevia WiFiwithmobilephone,defaultWiFinameand passwordcanbefound onthe
label, loginwebmanagerat http://192.168.225.1,WiFinameand passwordcanbechangedhere,
aftersaveWiFiwill reboot.

Step 4:Parkthecarandmakesureengineisoff
Align theOBDconnectorofthedevicewiththeenginediagnosticportand simplypushinplace,
ensuring that thedevice issecure.
IftheOBDportcovercannotbeclosedbackafterdevicepluggedin,pleaseuse OBDextensioncable
and mountthe device inproperplace.

Some heavydutiesmay need9-Pinor6-Pindeutschwiring harness.
ForvehiclesdonothaveanOBDport,pleaseuse powercabletoconnectvehiclebatteryand
configure the deviceworking withtrackermode.
Startengine,thendevicestartsOBDcommunication,acquiring GPSinfoand 4G/WiFinetwork
connection. Variousstatusescanbeindicatedby lights.
GPSfunction/OBDcommunication (green led):
SolidOn:GPSun-located/OBDcommunicationfailed.
Single blinking (on1s, off 1s): GPSlocated/OBDcommunicationfailed.
Single blinking (on2.5s, off 0.5s): GPSun-located/OBDcommunicationsuccessful.
Doubleblinking (on100ms, off 100ms, on100ms, off 700ms):GPSlocated/OBDcommunication
successful.
Cellularconnection (blue led):TheCellular lightchangeitsstatustoslowblinking (on0.5s, off2.5s)
indicatesregisterednetwork, becomessolidonindicate loggedintotheserver.
Note: Theworkmodelwill beswitchto Tracker”automaticallyiftheengineis notstartedwithin10
minutesafterthe device pluggedthe firsttimeoraftertheworkmodelreset.
Step 5: Loginto www.livetelematics.com to checkreal-timemonitorand tripreports.
