In order to operate The E-Band or E-Vest, you must be trained and qualified on this tool. See your agency’s
instructor for training and qualification or contact Compliant Technologies for more information.
Once qualified and certified on The E-Band / E-Vest, an individual’s certification is good for two years. All
individuals will have to go through re-certification or instructor level courses by the end of their second
year. Failure to complete the bi-annual training will disqualify you from using the device until you recertify.

3GENERAL OVERVIEW,SPECIFICATIONS AND COMPONENTS
3.1 PRODUCT CONFIGURATIONS
The Compliant Technologies’ CD3 devices are available in three physical configurations: arm/ankle (CT-
SFEBA/CT-MFEBA), thigh (CT-EBL), or vest (CT-EBV) configurations. The EBA and EBV are pictured below.

3.2 SINGLE FREQUENCY CONFIGURATION (MODEL CT-SFEBR)
Products may be ordered individually as a single-unit configuration. In this case, a single remote/device
pair is provided and it is not capable of activating stimulation of other CD3 devices from other sets. See
Section 5 for detailed information on the use of single-frequency products.
3.3 MULTI FREQUENCY (MODEL CT-MFEBR)
Products may alternatively be ordered in sets of three or five. When ordered in a set, each device is
paired individually with its own remote; however, each remote may also activate any other device
within the same set. See Section 5 for detailed information on the use of multi-frequency products.
Each device within the set has a unique remote pairing frequency, and all sets of devices are unique and
distinct from any other manufactured set (IE a remote from one set will never activate a device from a
different set).
3.4 INCLUDED ACCESSORIES
Each purchased product (whether as a single-frequency individual unit or as a set of products) is shipped
with the device itself, two remote controls, one charging cord, one charging cube wall plug, two
magnetic keys and two identifying arm bands (for identifying the device number associated with the
subject wearing it).

4PRE-OPERATIONAL CHECKS
All Compliant Technologies’ CD3 devices, including E-Bands / E-Vests should be inspected for overall
condition prior to going on duty, anticipated uses, or any training use. The pre-operational inspections
should include a check of at least the following items:
•Velcro adherence
•Tears or frays in materials inside and out
•General condition of contact pad
•Loose components
•Stains or contaminates
•Remote control condition, switch and light activation
•On/Off Activation
•Operational “tap test” – Optional (See Section 5.6)
•Visually inspect charger and cable for frayed wiring or poor condition
•Check audio warning/stimulation function
•Check battery charge level for the EBR and remote controls
•Verify correct data capture by checking EBR usage with the software
Events are recorded based on the remote sending a signal to the E-Band. Thus, an event will be recorded
regardless if the E-Band itself is actually being worn or not. Note that this behavior is different from
Compliant Technologies’ G.L.O.V.E. product: The G.L.O.V.E. registers the start of an event when it senses
that skin has been touched.

5E-BAND/E-VEST USE AND OPERATION
5.1 CHARGING
5.1.1 Charging the remote
To charge the remote internal battery, simply connect the USB charging cable to the USB-C port on the
bottom of the remote and to a plugged-in wall charger cube or a computer’s USB port. When the LCD
display shows 100% battery percentage, the remote is fully charged and ready for use.
5.1.2 Charging the E-Band / E-Vest
To charge the E-Band / E-Vest, simply connect the USB charging cable to the USB-C port on the device.
When charging, the blue indicator LEDs will cycle in a repeating pattern. Once fully charged, all 4 blue
LEDs will remain constantly illuminated.
5.2 POWERING ON/OFF
Ensure that the remote is powered on by actuating the slide switch (on side of remote) “up” to the “ON”
position. The remote will visually display its charge level (%) on its LCD screen.
To power on the device, hold the magnetic key next to the device for 2-3 seconds. Some or all of the
blue LEDs will illuminate, indicating that the device has successfully powered on to STANDBY mode and
is ready for use. The number of illuminated LEDs indicates the level of battery charge (1 LED illuminated
= battery ~25% charged, 4 LEDs illuminated = battery ~100% charged).
To power off the device, hold the magnetic key next to the device for 2-3 seconds. The blue LEDs will
turn off, indicating the device has successfully powered off.
When turning on the devices, a self test is conducted which causes current to momentarily cross the pads
prior to entering STANDBY mode. Turn the device on before attaching to the body.

5.3 ATTACHING TO SUBJECT’S BODY
The E-Band / E-Vests are easy to attach to the subject’s body using adjustable straps and Velcro. The
webbing straps are equipped with a 3-digit combination lock to discourage unauthorized removal. See
the important note below for attachment recommendations.
The device must come in contact with the subject’s skin.
The device is not affective through clothing or hair and can be degraded on individuals who are extremely
hairy.
The user and other officers can touch the person the device is applied to without fear of being shocked.
The device can get wet but can’t be submerged in water. The effectiveness of the device does not change
or diminish when the subject or user are wet.
Although testing has demonstrated CT CD3 technologies do not produce enough current to ignite
flammable materials, Compliant Technologies’ devices should not be operated around flammable
substances.

5.4 AUDIBLE WARNING
It may be desired to issue an audible warning prior to electrical stimulation of the E-Band / E-Vest
device. The instructions below provide the sequence required to initiate a warning. The audible warning
functionality may also be used for locating a device or confirming which device within a set is attached
to a given subject.
5.4.1 Single Frequency Device (CT-SFEBA, CT-SFEBL, CT-SFEBV)
5.4.1.1 Initiating Audible Warning
To initiate an audible warning for a single-frequency device (only one device/remote pair; no other
devices within a set), perform the following on the remote:
1. Press the 4 button then OK –this causes the device to enter audible warning mode. The speaker
will sound. No electrical stimulation will occur. The Audible Warning will continue until stopped.
5.4.1.2 Stopping Audible Warning
To stop an Audible Warning:
1. Press the 3 button –this ceases Audible Warning mode. The button can also be used to stop
the audible warning.
5.4.2 Multi Frequency Devices (CT-MFEBA, CT-MFEBL, CT-MFEBV)
5.4.2.1 Initiating Audible Warning
To initiate an audible warning for a multi-frequency device (multiple remotes/devices within a set):
DOUBLE-Press the button corresponding to the Device # within the set (buttons 1 –5) and then press
OK. For example, to start Audible Warning on Device #2, DOUBLE-press 2 button then press OK. To
cause Audible Warning on ALL devices within the set, DOUBLE-Press 6 button then press OK.
Note that any remote in the set may be used to cause an Audible Warning for any E-Band within the set.
During an Audible Warning, the speaker will sound but no electrical stimulation will occur.
5.4.2.2 Stopping Audible Warnings
2. Press the button –this ceases Audible Warning mode for all devices commanded by the
user’s remote

5.5 STIMULATION
Once started, stimulation will occur until stimulation is stopped using the remote as described below. In
the event that stimulation does not cease when commanded or the user is unable to command the
stopping of electrical stimulation, the user may switch the remote “OFF” using the slide switch. This will
cause stimulation to stop and may be used as a “backup” or “fail safe” method to stopping stimulation.
5.5.1 Single Frequency Device (CT-SFEBA, CT-SFEBL, CT-SFEBV)
5.5.1.1 Initiating Stimulation
To initiate a stimulation event for a single-frequency device (only one device/remote pair; no other
devices within a set), perform the following on the remote:
1. Press the 1 button –this arms the device for activation
2. Press the 2 button –this begins the stimulation event. In addition to stimulating, the speaker
will sound. The stimulation and speaker will continue until stopped.
5.5.1.2 Stopping Stimulation
To stop a stimulation event:
1. Press the 3 button –this ceases stimulation and stops the audible speaker. The button can
also be used to cease stimulation and stop the audible speaker.
5.5.2 Multi Frequency Devices (CT-MFEBA, CT-MFEBL, CT-MFEBV)
5.5.2.1 Initiating stimulation
To initiate a stimulation event for a multi-frequency device (multiple remotes/devices within a set),
perform the following on a remote. Any remote in the set may be used to cause stimulation for any
device within the set:
1. SINGLE-Press the button corresponding to the Device # within the set (buttons 1 –5). For
example, for Device #2, SINGLE-Press 2 button. To cause stimulation on ALL devices within the
set, SINGLE-Press 0 button.
2. Press OK button - this begins the stimulation event. In addition to stimulating, the speaker will
sound. The stimulation and speaker will continue until stopped.
5.5.2.2 Stopping Stimulations
1. Press the button –this ceases stimulation and the audible speaker for all devices being
commanded by the user’s remote

Event recording is done within the remote. However, an event will only be recorded if the remote is able
to successfully establish radio communication with the E-Band / E-Vest. If the E-Band / E-Vest was ‘OFF’
then no event would be recorded in the remote’s memory.
5.6 TAP TEST (OPTIONAL)
To confirm that the device is operating as desired, an optional “Tap Test” may be performed as follows:
1. Start a stimulation on a selected E-Band / E-Vest
2. Quickly tap the device’s electrode on the user’s hand or forearm.
3. A slight electrical charge will be perceived by the user, confirming the device is functioning.
4. Hit the to stop the stimulation / tap test.
6MEDICAL,PHYSIOLOGICAL EFFECTS AND EXDS
Any use of force, including CD3 deployment, may cause or contribute to death or serious injury. Follow
your agency’s guidance and policies when dealing with medically compromised persons.
Various Agencies are called upon daily to deal with the general public. Sometimes the response is to
individuals in various states or mind, or emotion and often times under the influence of some form of
drug or alcohol. These individuals may also have underlying medical conditions that may or may not be
easily discernable with casual observation and thus may be susceptible to an arrest-related death.
Make sure to follow your agency’s polices, TTPs and other related protocols when dealing with suicidal
individuals or those individuals suspected to be experiencing Excited Delerium Syndrome (ExDS).
6.1 MEDICAL CONSIDERATIONS
CD3 technology stimulates the sensory portion of the Peripheral Nervous Systems which inhibits/
distracts the subject from performing coordinated muscle movement, thus achieving neuro-peripheral
interference (NPI).
Many medical and research studies have been conducted over past decades. The vast majority of these
findings conclude that, when used properly and within legal limits, agency policy and along with sound
TTPs, these devices pose no immediate threat or significant health risk to the general population.

However, Compliant Technologies recommends to avoid using these devices on the following higher risk
portions of the population:
•The elderly
•Small children
•Pregnant women
•The severely handicapped

6.2 PHYSIOLOGICAL CONSIDERATIONS
CD3 devices may increase the affects that can cause sudden death including physiological changes with:
•Increase in blood pressure
•Changes in blood chemistry
•Increase in respiration and heart rates
•Changes in heart rhythm
•Increase in adrenaline
•The longer the CD3 exposure, the greater the potential risk
6.3 EXDS (EXCITED DELIRIUM SYNDROME)AND SUICIDAL CONSIDERATIONS
Compliant Technologies does not prescribe any particular protocol for using a CD3 device in a situation
involving ExDS or suicidal people. It is the responsibility of the officer or agent utilizing the CD3 device to
deal with these cases according to their agencies’protocols and TTPs .

7TACTICAL CONSIDERATIONS FOR USE OF FORCE
Agencies will set their own TTPs and training policies incorporating the E-Band / E-Vest usage.
“CD3”stands for Conductive Distraction and De-escalation Device(s). Compliant Technologies does not
consider CD3 Technology to be a weapon due to the low electrical current deployed. Compliant
Technologies' products will not stimulate through clothing, hair, metal, plastics or fur, but only
stimulates human skin exclusively on the epidermis. CD3 devices function by over-stimulating the sense
of touch within the Peripheral Nervous System which effects Neuro Peripheral Interference or NPI. CD3
technology delivers a pain stimulus strictly to the area of the epidermis contacted by the CD3. Compliant
Technologies does not stipulate where CD3 technology fits into Use of Force or Response to Aggression
protocols; however, most agencies fit CD3 technology into their soft empty hand control protocols.
When considering Use of Force, operators will take into consideration the following:
•The user’s experience level, and comfort level with their agency’s equipment, TTPs, and the
individual(s) situational awareness at that time, and available back-up
•The subject(s) actions/behaviors during the course of the interaction with the officer(s)
•The risk/benefit associated with any given level of force utilized during the encounter
When dealing with anyone, always give the subject(s) a reasonable opportunity to comply before force
is used. When the decision to use force is made, use only that minimum amount of force necessary to
accomplish lawful objectives within the scope of the agency’s policies and TTPs.
It is recommended to have an additional officer on scene to cuff/restrain while the E-band / E-Vest is
being deployed. Always advise other officers of device deployment by saying, “Band or Vest On!”
Users should radio in CD3 deployment use and call in a post event status report.
No weapon or tool used by officers is ever operational or effective 100% of the time, so an individual’s
situational awareness, knowledge of agency policies, TTPs, training and experience is key! Users should
be ready to deploy other force options, or disengage if practical.
Due to the E-Band / E-Vest stimulation technology, the user and other officers may safely handle and
handcuff the subject without fear of receiving any stimulation energy themselves.
The E-Band / E-Vest SHALL NOT be deployed for any of the following:
•Verbal defiance or belligerence
•Punishment
•Torture
•Horse play
