Activation
All TARKAN end users are required to register with their
passport copy and their home address, to initially activate
their device.
Please do the following:
1) Make a photo of your passport
2) Write the last 6 digits of your device serial number
on a paper and hold it under your face like this:
You can find the serial number on the bottom from
your TARKAN
Please do 2 separate pictures. Your ID must be readable.
3) Send both by email to: and[email protected]
please do not forget to send us also your full address
of permanent residency.
4) You will receive feedback within 24 hours from us.
The registration is performed one time. For security and in
order to protect your own identity, please inform us in
case you want to resell the device onwards. In that case we
will remove your identity registered to your device.
Level421 will register the device to your name and your
provided home address in an encrypted way for data
security purpose. After doing so, we will delete all public
provided information. Including your e-mail.

In case you are not using your TARKAN device not any more
for a longer period of time, please mind the following
timeframes for your passes to expire, after your last PASS
has been spent:
STANDARD - 90 days
EXECUTIVE - 180 days
PREMIUM - 180 days
In case your TARKAN device is not getting used for longer
then 12 months (360 days), your device will get disabled for
security reasons. For re-activation it might be required, that
you physically send us your device. A one time reactivation
fee will apply.
It also might be the case, that TARKAN cannot be re-enabled,
but has to be replaced.
How To Use
1. Registration OK?
Make sure your TARKAN is registered to your identity and
activated. Make sure you have provided your registry infos.
We do confirm the reception of every e-mail.

In case you own a TARKAN EXECUTIVE or PREMIUM
Model please decide, if you plan to shop our PAY as you GO
prepaid passes - or prefer to book a fix 24 month
subscription. You will find them here:

Note:
With every purchase, do enter the last six digits of your
TARKAN serial number, so we can assign the passes to your
device properly. Please allow up to 24 hours for passes to be
loaded to your device. In case you are in hurry, please do
contact our support.
4. Start TARKAN
Press the POWER button 3 seconds, until TARKAN boots up.
It might take 5 min to connect after TARKAN has assessed all
providers. It can take up to 15 minutes, if you boot up
TARKAN for the first time, after you changed the country.
In case your device was offline for longer time period, it might
boot multiple times to perform software updates. Do not un-
power the device during this process.
Tip: TARKAN might require significantly longer to connect, in
case you do walk, drive in a car or a train, as due to the
fluctuating signal quality.

5. Connect your device to TARKAN by WiFi:
Search under the WiFi settings of your
smartphone or tablet the Level421 SSID
and the serial of your device. In order to
connect, please, enter the passcode you
do find in your configuration screen.
6. Activate PASS (“PAY as you GO“ only)
In case you have decided to buy „PAY as you GO“ passes,
the display shows you the following message:
Please authorize a pass whenever you
need. It automatically gets deducted from
your account.
In case you have decided to buy a 24 month subscription, you
can use the device right away, after you enabled the first
PASS of the 24 loaded to your device.

Good to Know
What are PRIME countries ?
Level421 has selected a group of PRIME countries, where we
can offer you large data volumes at low prices, or even can
offer you unlimited FLAT RATES. PRIME countries can get
used by TARKAN EXECUTIVE and PREMIUM devices only.
What are countries group A and B?
Level421 has selected a group of countries, which is different
to PRIME countries and who can get used by TARKAN
Standard devices. While countries of group A do provide 500
MB, countries of group B do provide 250 MB per day pass.
What is the difference between POST PAID 24 month
subscription and a PRE PAID 30 Day pass?
POST PAID 24 Month Subscription
- give you unlimited 4G service in all our PRIME countries !
- loads 24 month passes to your device.
- Automatically activated every month one pass
- deducts monthly the subscription fee from your credit card.
Pre Paid 30 Day Pass
- provides EXECUTIVE customers 5 GB data volume and
PREMIUM customers 15 GB data volume in all PRIME
countries per 30 days
- loads as many 30 day passes to your device, as you did buy
- makes sure a pass only gets activated, when the user
authorities this by pushing the activation button and is in need
of connectivity
- passes not get activated automatically, but only when you do
authorize them manually.

Good To Know
My TARKAN takes long to connect:
Indeed it can take up to 15 minutes for TARKAN to detect and
register to the network, when you boot it up the first time in a
country. This results from TARKAN to scan the available
networks and its qualities on its first boot up very intensively.
The connect procedure also takes longer, if you are moving
with TARKAN in a train or a vehicle, as the procedure to check
the carrier quality needs to be run multiple times with the
changing signals.
My TARKAN does not connect at all:
It is possible, that no supported carrier in the location of your
connect attempt is found. The STANDARD version of TARKAN
supports more then 170 carriers in more then 120 countries.
While the EXECUTIVE supports more 400 in more then 160
and the PREMIUM, more then 500 carriers in more then
180 countries.Certainly more supported carriers mean also a
higher chance to get connected.
My TARKAN turns out to be slow:
The TARKAN device performs at its reboot a scan of all
available networks and checks the quality of the network it
connects to. This scanned result might not be actual any
more, in case you change your location, or use TARKAN
while you are moving.
In extreme cases it might be necessary to reboot TARKAN.
If this not helps, please keep your TARKAN
switched off for minimum 30 minutes, so it will run the full
network acquisition algorith and re- verificate the best
networ. The 30 minute period will result TARKAN to forget
previous results.
The three different Versions of TARKAN are using different
Algorithms, to qualify the network access. The probability to
get connected with the PRIME Version is the highest. 9

Good To Know
Can I manually choose the network
my TARKAN connects to?
No. The technical factors your TARKAN connects to a GSM
network are complex and should not get manually influenced.
We constantly do optimise the algorithm, as our customer
base grows.
The more of your friends like TARKAN, the better the results
will be for the whole community.
When does my TARKAN support 'chat only'?
There are few countries, or certain GSM networks, where
network connectivity is very limited. These are on our list
of concern. Nevertheless we do not want to leave our
customers stranded.
PREMIUM TARKAN users are receiving the ability to
connect in these countries at least with chat applications,
such as: WhatsApp, telegram, Facebook Messenger,
WeChat and line.
However they cannot pass rich media content, such as
pictures, or perform voice or video calls.
What network standard my TARKAN connects to ?
We connect our users primarily to 4G network standard and
in case not available to 3G as fallback. We do not connect
to 2G turtle mode, unless for some few countries, who are
on our list of concern. In these countries 'chat only' is
available to not frustrate your experience with TARKAN.
Are 'chat only' countries also supported on 2G standard
Yes. Chat only countries do support 2G network standard
as fallback, in case 3G and 4 G do not work.

Good To Know
My TARKAN remains slow or connection intermediate,
although I rebooted my TARKAN.
Sorry for that. Yes indeed sometimes radio towers of GSM
operators are faulty or do provide unstable, or intermediate
connectivity. Or your TARKAN cannot pick up any proper
GSM carrier at all.
We do understand, that GSM network operators have to invest
billions in network upgrades within the next years and we try
to support them in this challenge, as best as we can.
However please do consider to use one of our HYBRID GSM
and SATCOM devices, in order to receive also a proper
connection in those locations, where GSM connectivity is
unstable or not available. Contact us, to learn more about
our possibilities.

Kbps limited TURTLE MODE, until your pass has expired.

Data Security
Level421 takes your data security concerns very serious.
For this reasons we have committed to follow European
basic data security act guidelines (DSGVO) for all our
customers worldwide.
Personal relevant data gets stored:
A) independent
B) separate access protected
C) and offline to our technical online systems.
All personal relevant data gets stored exclusively by level421
and within the European Union. We do not use 3rd parties for
storing your personal data.
We do not store any personal data electronically, and delete
all informations about personal related data immediately, after
it has been processed and safely offline stored.
Excluded from this are Modules of Payment Transction
Providers, we are using to settle your payment to us.
We do have agreements whith those who do layout the
compliance to use your personal data. Please do select
a payment way of your own conveniance.
The relation between your identity and your technical device
only can be reconstructed by authorisation of our data security
officer, who follows independently data security laws and
guidelines valid within the European Union. He not underlies
in this responsibility the management of level421.
Level421 Sales staff or any outside 3rd party does not have
access to your personal data. Unless you authorise yourself
the relation between your device serial number and your
identity.

Precautions
Please read the following precautions before using:
1) Handle with care, device should be kept cleanly.
2) Keep the device in aircrafts switched off.
3) Do not put in place with wet, water or other liquids.
4) Do not put in place of extremely high or low temperatures.
5) Do not put near flame or lit tobacco.
6) Do not drop, throw, bend or demolish.
7) Do not put or install on top of car airbags.
8) Altitude: ≦ 2000 meters, the power adapter determines
the applicable altitudes for using.
9) Ambient temperature: device can be normally used at the
temperature of -10 ℃ ~ 60 ℃.

Battery
Battery capacity: High-capacity battery with 5000mAh
Charging voltage: DC 5V 1A
Full charging: 6 hours required
Battery life: up to 17 hour useage
Note 1: The ambient temperature should be 0 °C - 45 °C; 20% battery
capacity will be lost after one year of permanent useage. After two years
of permanent useage, the battery should be replaced. This is possible
at a fix environmental friendly rate.
Note 2: It is recommended to charge the device all two months, when it
is not used.
Note 3: Do not permanently charge your TARKAN, even in case it is
switched on, as this may severely damage and bloat the battery. In case
occurred, immediately disconnect TARKAN from the charger and do not
use it an more. Please pack it into a hermetic closed plastic bag and send
it to Level421 for repair.
