A WARNING or CAUTION applies each time the related step is repeated. Prior to
starting any task, personnel should review and understand all WARNINGs or
CAUTIONs included in the text for that task in order to ensure personnel and equipment
safety.
KEEP AWAY FROM LIVE CIRCUITS
All personnel must observe safety regulations at all times. Do not replace components
or make adjustments inside the equipment with the equipment‟s power supply turned
on.
Under certain conditions, potential danger may exist when power control is in the off
position, due to charges briefly retained by internal power supply capacitors. To avoid
injuries, always remove power from the main power panel at the installation site, apply
power to the unit to discharge the capacitors, and then ground the unit before beginning
maintenance procedures. Be sure to adhere to all local lock out/tag out requirements.
DO NOT WEAR JEWELRY
Remove rings, watches, and other metallic objects that may cause shock or burn
hazards. Snagged rings have caused many serious injuries. Unless specifically allowed
by shop safety procedures, removal of finger rings during all periods of maintenance
is required.

ELECTROSTATIC DISCHARGE (ESD)
This equipment contains Electrostatic Discharge Sensitive (ESDS) components. Certain
circuit cards and their components may be damaged by undetectable electrostatic
discharges. Care must be exercised during handling and/or repair of these items.
Effective control of ESD is maintained only through continuous strict observance of the
maintenance procedures.
GIVE CLEANERS/CHEMICALS SPECIAL CARE
Keep in approved safety containers and in minimum quantities. Some cleaners/
chemicals can have an adverse effect on skin, eyes and respiratory tract. Observe
manufacturer WARNING labels and current safety directives. Use cleaners/chemicals
only in authorized areas. Discard soiled cloths in safety cans. Unless otherwise
indicated in the text, use as described in this Operator Manual, which should not result
in any immediate health concerns. Consult the local Bioenvironmental Engineer for
specific protective equipment and ventilation requirements.
USE SAFETY-APPROVED EQUIPMENT
When cleaners and primers are being applied, approved explosion-proof lights, blowers
and other equipment shall be used. Ensure that firefighting equipment is readily
available and in working order.
SAFETY SUMMARY
The following safety items apply specifically to the system and appear throughout the
manual prior to the procedure impacted. They are summarized here for review.
The Intermediate Frequency (I/F) Extras control the voltages on the
Transmit (TX) and Receive (RX) connectors. Please confirm that the
attached equipment is capable of operating with DC voltage applied
to its RX and/or TX port prior to applying the I/F extra settings. This
could cause damage to equipment that is attached to the receive
and/or transmit port.

1INTRODUCTION
1.1 Overview
The MPM-1000A Ruggedized IP Modem (hereafter called the Modem) is a software-
defined, Internet Protocol (IP)-based Satellite Modem that implements the Network
Centric Waveform (NCW) specified by MIL-STD-188-EEE. The Modem may also be
configured to implement Single Channel Per Carrier (SCPC) Frequency Division
Multiple Access (FDMA) specified by MIL-STD-188-165A.
The Modem is capable of simultaneously transmitting on up to two (2) TDMA channels
while receiving on up to four (4) TDMA channels. The Modem includes an 802.3
Ethernet interface compatible with 10BASE-T, 100BASE-T and 1000BASE-T. The
Modem supports full duplex communication operations, providing Intermediate
Frequency (I/F) modulation and demodulation, high performance Forward Error
Correction (FEC) encoding and decoding, IP capability, and a variety of input/output
(I/O) interfaces in a compact 1U rack-mountable chassis. All external connections to the
unit are located on the rear panel with the exception of transmit and receive channel
monitor port connectors on the front panel. Because of its small size, it can be installed
in wheeled vehicles as well as fixed sites.
The NCW mode supports Internet Protocol over Satellite (IPoS) connectivity between a
local LAN and a remote LAN using standard 1000 Base-T Ethernet interfaces. NCW
mode also supports a digital voice baseband interface enabling simultaneous,
bi-directional transfer of digitized voice data.
When used in the NCW mode the Modem provides full duplex transmission of Internet
Protocol (IP) data between local and remote LANs via satellite through its Ethernet data
port using Multiple Frequency Time Division Multiple Access (MF-TDMA) operation as
defined in MIL-STD-188-EEE.
SCPC mode provides a full-duplex serial data stream over the satellite using FDMA. It
routes user data through an RS-422/RS-423 baseband interface located on the back
panel of the unit. BPSK modulation is supported from 64 kilo bytes per second (kbps) to
6.0 Mega bytes per second (Mbps) and Quadrature Phase Shift Keying (QPSK)/Offset
Quadrature Phase Shift Keying (OQPSK) modulation from 64 kbps to 8.472 Mbps.
SCPC performance is as specified in MIL-STD-188-165A with the exception of using
Binary Phase Shift Keying (BPSK) modulation from 6.0 Mbps to 6.3 Mbps.
The primary interface for Control, Monitor and Alarm (CMA) of the Modem is a Human-
Computer Interface (HCI) application running on a PC attached via Ethernet cable to the
Modem‟s CDU port. Modem operation is organized into four (4) modes of operation:
MIL-STD-188-165A Waveform: In this mode, the Modem is configured as an
SCPC Modem conforming to MIL-STD-188-165A. See Section 11 for more
detailed information on using this mode.

MPM-1000A Operator Manual 1000-7075 Rev E
1-2
NCW without Secure Voice Orderwire (SVOW): This is the most common mode
of operation and places the Modem in the NCW operation mode. See Section 6
for more detailed information on how to enter terminal parameters. If the Modem
is to be used as a Network Controller (NC), see Section 8 for procedures to
configure the Network Parameters. See Section 9 for how to configure Network
Member (NM) Parameters.
NCW with SVOW: In this mode of operation a 16 kbps SVOW data stream from
J3 kb is dedicated one of the two transmit channels in the Modem and one of the
four receive channels.
Maintenance: Maintenance mode is used for configuring the Modem with the
Wizard, updating Modem Software, and troubleshooting and maintenance. See
Section 14 for procedures on entering Maintenance Mode.
Each network mode utilizes specific physical interfaces, FEC techniques and
modulation schemes within the Modem that are described throughout this manual.
When operating in the NCW Mode, the Modem is capable of operating as a Network
Controller (NC) or an Alternate Network Controller (ANC) as well as a Network Member
(NM). With its ability to be customized and configured for different network modes, the
Modem is designed to be a highly flexible Terminal solution when used with a
compatible Satellite system.
