Introduction
The CelAccess Systems (CAS) CTE 1000 is the only self-contained, cellular telephone entry system on the
market. The heavy gauge, powder-coated transmitter enclosure, mounts directly to a pedestal or can be
surface mounted. No phone lines are needed. The only wires required are power and relay to trigger the
gate or door. (A wireless transmitter for the relay is also available.)
Before Use
BE SURE TO CHECK CELLULAR COVERAGE ON THE WEB SITE PIROR TO INSTALLATION!
Limited use is provided for end to end testing by the installer prior to the account being created (see Installer
Instructions under General Operating Instructions section below).
In order to use the CTE 1000, the owner must first go to the CelAccess web site at www.celaccess.com and
create an account. You will be instructed on how to enter the phone number(s) that you want the device to
call when a visitor presses the “call” button.
How it works
After the phone number(s) to be called are entered into the CelAccess web site, here’s what happens:
•When a visitor presses the call button, the CTE 1000 will call the CelAccess Automated Control System (CACS)
and a reetin will be played.
•The CACS will then call the number(s) specified on the web site. A messa e will be played lettin you know that
you have a visitor at your entrance. NOTE: the messa e will state the location name created in the web site. For
example, the messa e will say “This is CelAccess, you have a visitor at front ate (if that’s the name you ave the
device).
•Press one to be connected.” Whichever number answers and presses 1 first, will be connected to the visitor.
•To open the ate, simply press the * key on the phone.

Important Tips
1. The CTE 1000 unit contains static sensitive components. Use proper grounding techniques during
installation to prevent damage to circuit boards.
2. Additional surge protection is highly recommended to provide extra lightning protection. Electrical
Safety Advisory Notice: CelAccess Systems recommends the installation of an AC surge arrestor in the
AC outlet from which the equipment is powered.
3. Please follow the instructions in this manual carefully to prevent problems during installation and
programming.
Installation
Installation of the CTE is extremely simple. The only wires required are power and the relay to the gate or door.
1. Proper wire size is necessary for a good and trouble-free installation. Follow the tables below for your
installation.

Connect power to the red and black “pig tail” wires with wire nuts. If using DC power, connect positive to red
and negative to black. Connect relay wires to the yellow and blue wires (normally open). If normally closed
relay is needed, connect to terminal block as shown.

Mounting the unit to a pedestal or double height gooseneck.
The CTE 1000 has been designed for use with AAS gooseneck pedestal model 18-001 or the double height
gooseneck model 18-003. To do this, locate the four carriage bolts and four hex nuts found inside the
shipping box. With the keypad face open, place the unit against the pedestal flange, insert the four
carriage bolts from the back of the unit and tighten the hex nuts from the inside. Wrench-tighten the hex
nuts securely. Do not over tighten.
Installation Steps
1. NOTE: MAKE ALL WIRING CONNECTIONS BEFORE TURNING ON THE POWER. (Refer to the Connection
Schematics) A 12VAC adapter is included to power the CTE 1000 gate unit. Use 12 AWG stranded wire
between the 12VAC adapter and the POWER terminal block on the CTE 1000 gate unit.
2. For a solar power installation, connect 12 AWG stranded wire between the battery and the POWER terminal
block on the CTE 1000 gate unit.
3. For gate activation, connect the gate control wires to Relay A, common and normally open. Use stranded
wire of the gauge recommended by the gate operator manufacturer.
4. A second relay (Relay B) is provided for use with the keypad only. The cellular system will NOT trigger Relay
B. Wire secondary equipment (such as a pedestrian gate) to Relay B.
Wiring the Station
5. A 12VAC adapter is included to power the CTE 1000 unit. Use 12 AWG stranded wire between the 12VAC
adapter and the POWER “pig tale” cables or directly to the terminal block on the CTE 1000 unit.
6. NOTE: 12VAC adapters are NOT approved for outdoor use. 12VAC adapters must be installed in a
weatherproof enclosure.
7. When all of the connections are complete, and before you complete the “hard install”, refer to the
Operating Section of this Manual (starting on page 12) and check that the system is working properly.

General Operating Instructions
Installer Testing
IN ORDER TO TEST THE CTE 1000, FIRST CALL [phone] to set up a temporary number for testing. THIS CAN
BE THE CELL PHONE OF THE INSTALLER OR THE OWNER’S PHONE NUMBER. IT IS IMPORTANT THAT SOMEONE BE
AVAILABLE TO ANSWER THE PHONE FOR TESTING. THIS NUMBER WILL BE USED FOR TWO HOURS ONLY FOR TESTING
AFTER WHICH TIME THE NUMBER WILL BE DELETED. TO CHANGE THE NUMBER CALLED, REPEAT THE PROCESS.
Once the CTE 1000 has been installed and the temporary number established, it can be tested by the
following:
1. When the CTE 1000 is powered on, it will beep three times and the LEDs on the front will light. On the
Cellular Interface Board (inside the CTE 1000), the LED D6 will light indicating power. LED D2 will blink
once, then go dark. Cellular Status D1 will then blink several times, then go dark for about 60 seconds
while the device registers with the cellular network.
2. Once the CTE 1000 is registered on the cellular network, LED D1 will blink slowly indicating the number of
bars of signal strength.
3. Press the call button.
4. The CelAccess automated control center will answer and play a recording. The temporary number will
be called.
5. When the phone is answered, the number 1 must be pressed to connect the phone with the CTE 1000.
6. Carry on a brief conversation to test microphone and speaker volumes. (Note adjusting microphone
volume is rarely needed.)
7. To adjust speaker volume, turn the POT labeled Speaker Volume on the Keypad and Telephone Entry
circuit board (large board). Turn clockwise to increase volume. It is recommended that the
adjustments on the Cellular Interface (small board) not be changed.
Owner Account Set Up
To use the CTE 1000, the owner must first create an account on the CelAccess system.
To do this go to www.celaccess.com and click on the “Create new account” button
in the lower left section of the home page and follow the instructions. The last step
in the process will be to enter the phone number(s) that the owner wants to be called
when a visitor presses the “call” button. Up to three numbers can be called
simultaneously.
Changing Numbers and Viewing History
To change the phone number(s) that the CTE will call or to view all usage, log into the CelAccess system with
the user name and password selected when the account was created. To view usage, click on the Reports
tab at the top of the page. Each use is logged even if there was no answer. The results include:
No Answer – a visitor pressed the call button and the CTE called the CelAccess automated control
system, but no one answered the phone or did not press the 1 key when they did answer
Call Connected – the call was connected to the number indicated and the number 1 was pressed
Device Actuated – the owner pressed the * key on the phone triggering the gate to open.
To edit the numbers called, click the “edit settings” on the device list on the home page or in the Devices tab.
NOTE: be sure to save the changes by clicking on the “Save” button at the bottom of the page.
Business plan customers have a second set of up to three phone numbers that can be called if there is no
answer at the first set of numbers.

Receiving Calls – Allowing Access
Once the account is created and the phone number(s) entered into the web site, the system is ready to use.
A visitor arrives at the gate Transmitter and presses the “Call” button.
The CTE 1000 then calls the CelAccess Automated Control System (CACS) and the visitor hears a
message letting them know that the call is being connected.
The CelAccess automated control system looks up what phone number(s) the owner has entered
into their personal page on the web site, and calls up to three numbers simultaneously.
When the owner answers, a message is played instructing to press the number 1 key to be
connected to the visitor. Whichever number is answered and presses 1 first will be connected.
The call is then connected.
To open the gate, the owner presses the * key on the phone and the CelAccess system transmits the
appropriate code to the CTE 1000.
The call will remain open until the owner hangs up the phone or the time limit has been reached at
which time the call will be disconnected.
KEYPAD USE
Access and Function Codes
The CTE 1000 can be programmed with up to 500 (4-digit) ACCESS codes. ALL CODE PROGRAMMING MUST BE
PERFORMED AT THE KEYPAD. There are two different types of codes, Access Codes and Function Codes.
Although the number of Access Codes may vary, the number of Function Codes is always 4.
FUNCTION CODES
"MASTER CODE" The MASTER CODE is a programmable four-digit
code used for gaining access to the program mode.
It does not activate the control relays. The factory
default MASTER code is 1 2 5 1. It is suggested that
you change the default 1 2 5 1 to one of your
choice. It is the “password” to the unit. Keep the
new MASTER code in a safe place.
"LATCH CODE" The LATCH CODE is a programmable four-digit code
used to toggle relay A. This code will be used to
hold open a device connected to Relay A such as a
gate or door.
"SLEEP CODE" The SLEEP CODE is a programmable four-digit code
which when entered, will disable all codes. When
the "SLEEP CODE" is entered again the unit will be
enabled. An override code is provided.
“ONE SHOT CODE” The ONE SHOT CODE is a programmable four-digit
code that disables itself after one use. The user can
enable this code for reuse using the keypad or
telephone.
