BASIC BOATING RULES
(Rules of the road)
Just as th r ar rul s which apply wh n
you ar driving on str ts and high ways,
th r ar wat rway rul s which apply wh n
you ar driving your boat. Th s rul s ar
us d int rnationally, and ar also nforc d
by th Unit d Stat s Coast Guard and local
ag nci s. You should b awar of th s
rul s, and follow th m wh n v r you
ncount r anoth r v ss l on th wat r.
S v ral s ts of rul s pr vail according to
g ographic location, but ar all basically th
sam as th Int rnational Rul s of th
Road. Th rul s pr s nt d h r in your
Own r’s Manual ar cond ns d, and hav
b n provid d for your conv ni nc only.
Consult your local U.S. Coast Guard
Auxiliary or D partm nt of Motor V hicl s
for a compl t s t of rul s gov rning th
wat rs in which you will b using your boat.
STEERING AND SAILING RULES
AND SOUND SIGNALS
Wh n v r two v ss ls on th wat r m t
on anoth r, on v ss l has th right-of-
way; it is call d th “stand-on” v ss l. Th
v ss l which do s not hav th right-of-way
is call d th “giv -way” or “burd n d” v s-
s l. Th s rul s d t rmin which v ss l has
th right-of-way, and what ach v ss l
should do.
Stand-on vessel
Th v ss l with th right-of-way has th
duty to continu its cours and sp d,
xc pt to avoid an imm diat collision.
Wh n you maintain your dir ction and
sp d, th oth r v ss l will b abl to d t r-
min how b st to avoid you.
G ve-way vessel
Th v ss l which do s not hav th right-
of-way has th duty to tak positiv and
tim ly action to stay out of th way of th
Stand-On v ss l. Normally, you should not
cross in front of th v ss l with th right-of-
way. You should slow down or chang dir c-
tions bri fly and pass b hind th oth r v s-
s l. You should always mov in such a way
that th op rator of th oth r v ss l can s
what you ar doing.
“The general prudent al rule”
This rul is call d Rul 2 in th Int rnational
Rul s and says,
‘In ob ying and construing th s rul s
du r gard shall b had to all dang rs
of navigation and collision, and to any
sp cial circumstanc s, which may r n-
d r a d partur from th abov rul s
n c ssary in ord r to avoid imm diat
dang r.’
In oth r words, follow th standard rul s
xc pt wh n a collision will occur unl ss
both v ss ls try to avoid ach oth r. If that

RULES WHEN ENCOUNTERING
VESSELS
Th r ar thr main situations which you
may ncount r with oth r v ss ls which
could l ad to a collision unl ss th St ring
Rul s ar follow d:
Meet ng (you ar approaching anoth r v s-
s l h ad-on)
Cross ng (you ar trav ling across th
oth r v ss l’s path)
Overtak ng (you ar passing or b ing
pass d by anoth r v ss l)
In th following illustration, your boat is in
th c nt r. You should giv th right-of-way
to any v ss ls shown in whit ar a (you ar
th Giv -Way v ss l). Any v ss ls in th
shad d ar a must yi ld to you (th y ar th
Giv -Way v ss ls). Both you and th m t-
ing v ss l must alt r cours to avoid ach
oth r.
Meet ng
If you ar m ting anoth r pow r v ss l
h ad on, and ar clos nough to run th
risk of collision, n ith r of you has th right-
of-way! Both of you should alt r cours to
avoid an accid nt. You should k p th
oth r v ss l on your port (l ft) sid . This
rul do sn’t apply if both of you will cl ar
on anoth r if you continu on your s t
cours and sp d.
Cross ng
Wh n two pow r driv n v ss ls ar cross-
ing ach oth r’s path clos nough to run
th risk of collision, th v ss l which has
th oth r on th starboard (right) sid must
k p out of th way of th oth r. If th oth r
v ss l is on your right, you must k p out of
its way; you ar th Giv -Way v ss l. If th
oth r v ss l is on your port (l ft) sid ,
r m mb r that you should maintain cours
and dir ction, provid d th oth r v ss l
giv s you th right-of-way as it should.
Overtak ng
If you ar passing anoth r v ss l, you ar
th “Giv -Way” v ss l. This m ans that th
oth r v ss l is xp ct d to maintain its
cours and sp d. You must stay out of its

way until you ar cl ar of it. Lik wis , if
anoth r v ss l is passing you, you should
maintain your sp d and dir ction so that
th oth r v ss l can st r its lf around you.
OTHER SPECIAL SITUATIONS
Th r ar thr oth r rul s you should b
awar of wh n driving your boat around
oth r v ss ls.
Narrow channels and bends
Wh n navigating in narrow chann ls, you
should k p to th right wh n it is saf and
practical to do so. If th op rator of a pow r-
driv n v ss l is pr paring to go around a
b nd that may obstruct th vi w of oth r
wat r v ss ls, th op rator should sound a
prolong d blast on th whistl (4 to 6 s c-
onds). If anoth r v ss l is around th b nd,
it too should sound th whistl . Ev n if no
r ply is h ard, how v r, th v ss l should
still proc d around th b nd with caution. If
you navigat such wat rs with your boat,
you will n d to carry a portabl air horn,
availabl from local marin supply stor s.
F sh ng vessel r ght-of-way
All v ss ls which ar fishing with n ts, lin s
or trawls ar consid r d to b “fishing v s-
s ls” und r th Int rnational Rul s. V ss ls
with trolling lin s ar not consid r d fishing
v ss ls. Fishing v ss ls hav th right-of-
way r gardl ss of position. Fishing v ss ls
cannot, how v r, imp d th passag of
oth r v ss ls in narrow chann ls.
Sa l ng vessel r ght-of-way
Sailing v ss ls should normally b giv n
th right-of-way. Th xc ptions to this ar :
1. Wh n th sailing v ss l is ov rtaking
th pow r-driv n v ss l, th pow r-dri-
v n v ss l has th right-of-way.
2. Sailing v ss ls should k p cl ar of
any fishing v ss l.
3. In a narrow chann l, a sailing v ss l
should not hamp r th saf passag of
a pow r-driv n v ss l which can navi-
gat only in such a chann l.
Read ng buoys and other markers
Th wat rs of th Unit d stat s ar mark d
for saf navigation by th lat ral syst m of
buoyag . Simply put, buoys and mark rs
hav an arrang m nt of shap s, colors,
numb rs and lights to show which sid of
th buoy a boat r should pass on wh n
navigating in a particular dir ction. Th
markings on th s buoys ar ori nt d from
th p rsp ctiv of b ing nt r d from s a-
ward (th boat r is going towards th port).
This m ans that r d buoys ar pass d on
th starboard (right) sid wh n proc ding
from op n wat r into port, and black buoys
ar to port (l ft) sid . Wh n navigating out
of port, your position with r sp ct to th
buoys should b r v rs d; r d buoys should
b to port and black buoys to starboard.
Many bodi s of wat r us d by boat rs ar
ntir ly within th boundari s of a particular
stat . Th Uniform Stat Wat rway Marking
Syst m has b n d vis d for th s wat rs.
This syst m us s buoys and signs with dis-
tinctiv shap s and colors to show r gulato-
ry or advisory information. Th s mark rs
ar whit with black l tt rs and orang
board rs. Th y signify sp d zon s, r strict-
d ar as, dang r ar as, and g n ral infor-
mation.
