SLSMC Niagara Region (Welland Canal)
Powerhouse Operating and Maintenance (O&M) – Request for
Expression of Contractor Interest
From time to time the SLSMC, Niagara Region hires Contractors to carryout operating
and maintenance tasks for the Lock 4 powerhouse.
Experienced Contractors wishing to be considered for inclusion on a tender list should
complete the pre-qualification forms, Contractor Qualification Statements at:

While these forms are oriented towards construction activates, references to projects shall
be considered to mean the Lock 4 Powerhouse for SLSMC references, and Contractor
facilities and/or systems where services are or were provided.
Contractors who have submitted bids to the SLSMC for work in Niagara during the past
3 years do not need to submit pre-qualification documents, unless their field of expertise,
size of company etc has changed significantly during that time period.
The following is a brief description of the types of work for which tenders may be called.

1 Maintenance of mechanical, electrical, and electronics equipment and
systems
The St.Lawrence Seaway Lock 4 Powerhouse facility is an unattended facility, comprised
of two vertical 5 MVA GE generating units with Francis turbines, originally placed in
service around 1930. It is fed from a 6300 foot long subsurface penstock located with an
intake at lock #7. Governors are North American Hydro modified Woodward originals.
Principal controls are through Quantum/Schneider PLC’s, and main breakers are Alstom.
The powerhouse has undergone a major refit and rehabilitation over the last decade with
most mechanical components rehabilitated and electrical and controls replaced.
Equipment and system specific repairs, replacements and overhauls will be performed by
technically specific outside contractors at the Owner’s expense.
The Contractor, through their experience and expertise, together with current
maintenance practices, will work with the SLSMC to secure the long term viability of the
powerhouse. The work in this Powerhouse Operating and Maintenance Services

Agreement consists generally of all mechanical, electrical and electronic maintenance
work including that set out in a pre-defined maintenance schedule.
2Operating Services
.1 The operation of the Powerhouse shall be under the direction of the
Manager, Power and Water.
.2 The Contractor shall be capable of operating individual pieces of
equipment and the facility as a whole, both manually, through
mechanical, hydraulic, and electrical means, and through existing
electronic or automation systems.
.3 The operation of the facility shall include but not be limited to:
.1 Starting and stopping;
.2 Load point set adjustments;
.3 Isolation and return to service;
.4 When so directed by others, operations shall also include the
operation of Owner 22KV system breakers, through the
Powerhouse HMI.
.5 Controlling Authority as defined by the Electrical Utility Safety
Authority (now IHSA) shall be assumed by the Manager, Power
and Water or their designate. The Contractor shall accept
Controlling Authority responsibilities for task specific situations,
when delegated by the Manager, Power and Water, or their
designate as part of their regular duties.
3Standby
The Contractor shall provide 24 hour per day, 365 day per year standby
service. The Contractor shall be prepared to receive and respond
to calls from the Owner at all times. The Contractor shall respond
to any calls from the Owner within one-half hour when providing
Standby Services. The Owner reserves the right to cancel Standby
Services at any time during the execution of this contract.
Required Qualifications
In order to be considered qualified for consideration, Contractors must:
-Be currently engaged in hydro-electric generating station O&M activities of a
similar nature for similar sized facilities at the time of tender, AND

-Either be their core business activity, OR carry the following Contractor as their
prime sub-contractor.

General Information
The St Lawrence Seaway provides a vital marine transportation link permitting the
passage of ocean going vessels from the Gulf of the St.Lawrence up into the Great Lakes,
the heartland of North America.
The Welland Canal is a vital part of that system; linking Lake Ontario to Lake Erie and
allowing vessels to bypass Niagara Falls, supporting the short sea shipping industry.
