SCISSORSAFE ANCHOR TOOL
The Work at Height Regulations places duties on
employers and other duty holders concerned with
managing or carrying out work at height.
There are also requirements in BS EN 865:2002 and
BS 8437 which contain information on Periodic
Detailed Inspection’s of fall protection equipment.
Please refer to page 4 of this manual for more
information.
FOR YOUR SAFETY
User’s of the Scissorsafe Anchorage Tool should be
trained in its use and pre-use inspection
requirements
Refuse to work at height if they have medical
conditions which could affect their ability to work in
a safe manner.
Not make any alterations or repairs to damages
components.
Ensure that the component is not used improperly
or for any unintended purpose.
Ensure that it is serviceable and operates as
intended before using.
Withdraw it immediately if it has been involved in a
fall or if there is doubt about its ability to function.
The component should only be re-instated upon
receipt of written confirmation from a qualified
inspector.

CORRECT USE OF THIS COMPONENT
The Scissorsafe anchorage tool (SCS003) is a Single
user anchorage device and should only be used on a
personal issue basis.
This is a single-user Anchorage device unless used as
part of a multi-user Work restraint system. In this
application please refer to the Scissorsafe Work
Restraint Instruction Manual .
This Anchorage device must only used for Fall
protection it is not designed for lifting and should not
be used for any purpose other than intended.
RISK ASSESSMENT
A detailed risk assessment must be carried out for the
type of work to be carried out, taking into account,
Fall hazards, Anchor points, Work Restraint distances,
restrictions and rescue methods.
A task specific rescue plan must be prepared and
specialist rescue equipment must be available to the
user.
These instructions must be kept on file and available
for user reference at all times.
STORAGE
Please ensure that safety equipment is stored in a
clean area, out of direct sunlight or subject free
from airborne contaminates or harmful chemicals,
ideally in the bag it was supplied in.

PERIODIC DETAILED INSPECTION
Scissorsafe Anchorage Tools have an affixed “next
inspection date”. We will post a reminder prior to this
date at which point if it has not been rejected for other
reasons it should undergo a Periodic Detailed Inspection
including a load test to 6kN.
Please refer to the next page for Pre-Use Inspection
Information.

COMPONENT DESCRIPTION
The Scissorsafe anchorage tool is a portable
and reusable fall arrest and work restraint
anchorage device which has been designed for
use during the construction of concrete
structures.
A two part plastic insert is cast into the
concrete wall or deck, secured by nail or screw
to the formwork face, which when removed
from the concrete presents the user with an
inverted anchorage point.
The anchorage is rated at 22kN based upon
concrete that has cured to a strength of 25kN
minimum.
EQUIPMENT FOR WORK RESTRAINT, FALL ARREST
& WORKING AT HEIGHT RESCUE.
Should be used only by trained personnel who must
be conversant with pre-use inspection requirements
and can ensure that the components are in a
serviceable condition.
Must not be altered, repaired or have additional
components added without agreement by the
Manufacturer or Distributor.
Must not be used outside their limitations or for any
purpose for which it is not intended.
Must be used only with compatible components
when used as part of a Work restraint or Fall arrest
system ensuring that added components do not
interfere with the safe function of any other
components.
Always refer to the Instructions issued with other
components.

PRE-USE INSPECTION
A User Record Card is supplied with each component
which should be stored in a dry place, accessible to
the user.
Pre-Use Inspections should be made each time the
component is to be used to ensure that it’s condition
meets the required standard.
Periodic Detailed Inspections should be carried out
by a qualified inspector at intervals determined by
the level of use of the component and the materials
it is manufactured from.
A Periodic Detailed Inspection must be made at least
every twelve months regardless of usage.
The Record Card lists the specific parts and functions of
the component that should be working correctly before
it can be used.
Upon receipt of the component, please add the date of
first use in the appropriate box.
If the serial number is lost or becomes illegible, or of
Used record cards are lost, please send a request to
Scissorsafe Ltd. and a replacement will be made
available to you.

Identify cast-in anchor points
These will have been cast into the concrete
ceilings as single user points or in pairs for multi-
user temporary horizontal lifelines
Insert Scissorsafe anchor tool until
fully engaged into the ceiling void
Align the blades of the Scissorsafe Tool
and push it into the Anchorage Insert
until its shoulders are flush to the
concrete face.Tap gently on the side
edge of the Tool shoulders to align the
two holes.
Only when the holes are perfectly
aligned will the Anchorage Tool accept
the 10mm diameter oval karabiner
connector.
Once the connector is locked, tug
sharply to ensure that the Anchorage
is locked.

System Description
The Scissorsafe Anchorage tool is inserted into void’s cast-into concrete by fixing
plastic moulds onto formwork which upon removal will expose the anchor point.
An instruction manual is supplied with the Two-part Void Former (SCS002) and a
layout plan is usually prepared beforehand.
Before inserting a Scissorsafe anchor into the anchor point,
ensure that there are no cracks in the concrete around its immediate area.
The concrete must achieve a strength of 25 kN/m3

Only connect to the Scissorsafe Anchorage Tool
using a 25mm Oval Karabiner. This has a locking
effect on the Anchorage action.
Do not try to force a larger diameter connector
into the Anchor.
A smaller diameter connector may allow the
Anchor to exit the void.
These connection methods are to be used only in a Rescue

Fall arrest is the term used for when
somebody 'falls from height' and
their fall is 'arrested’. A Fall Arrest system consists if three components.
Anchor point

Full body safety harness.
The connecting device will be a webbing or rope lanyard
with an energy absorbing pack attached or for greater
movement a self–retracting fall arrestor
A connecting device should be connected directly to the
anchor point and the wearer’s harness without additional
components.
The Anchor point should be above the users head allowing
him to work in an area no more than thirty degrees
horizontally from the anchor point to avoid a potential
swing fall hazard or pendulum swing in the event of him
falling.
Always refer to the instruction manuals supplied with Fall
Arrest components.
Fall restraint is the term used for when
somebody is restricted from reaching
the fall hazard, thus restrained. A Temporary Work Restraint System will provide a high
level of safety for workers when operating in areas with
unprotected fall hazards and leading edges.
When installed the Work Restraint system provides a
high level of safety and where four user’s can operate in
a safe working zone.
SINGLE POINT ANCHORAGE FOR WORK RESTRAINT
Apersonal protection equipment system for a single
anchorage point will comprise a Scissorsafe Anchorage
Tool, a Full Body Harness preferably with front and rear
anchorage points and a connecting component with will
be determined by the distance from the anchorage
point to the work area.

Horizontal Lifelines
