Important Safeguards
1. Read Instructions
All the safety and operating instructions should be read before the
appliance is operated.
2. Retain Instructions
The safety and operating instructions should be retained for future
reference.
3. Cleaning
Unplug this equipment from the power source before cleaning it. Do not
use liquid aerosol cleaners. Use a damp soft cloth for cleaning.
4. Attachments
Never add any attachments and/or equipment without the approval of
the manufactureras suchadditions may result in the risk of fire, electric
shock or other personal injury.
5. Power Sources
This equipment should be operated only from the type of power source
indicated on the marking label. If you are not sure of the type of power,
please consult your equipment dealer or local power company.
6. Power Cords
Operator or installer must remove power and other connections before
handling the equipment.
7. Lightning
For added protection for this equipment during a lightning storm, or when
it is left
unattended
and unused for long periods of time, unplug it fromthe
power source and disconnect the antenna or cable system. This will
prevent damage to the equipment due to lightning and power-line
surges.
8. Objects and Liquids
Never push objects of any kind through openings of this equipment as they
may touchdangerous voltage points or short out parts that could result in a
fire or electric shock. Never spill liquid of any kind on the equipment.
9. Servicing
Do not attempt to service this equipment yourself. Refer all servicing to
qualified service personnel.
10. Damage requiring Service
Unplug this equipment from the power source and refer servicing to
qualified service personnel under the following conditions:
A. When the power cabling has been damaged.
B. If liquid is spilled, or objects have fallen into the equipment.
C. If the electronic components have been exposed to rain or water.
D. If the equipment does not operate normally by following the operating
instructions, adjust only those controls that are covered by the operating
instructions as an improper adjustment of other controls may result in
damage and may require extensive work by a qualified technician to
restore the equipment to its normal operation.
E. If the equipment has been dropped or damaged.
F. When the equipment exhibits a distinct change in performance ─this
indicates a need for service.
11. Replacement Parts
When replacement parts are required, be sure the service technician has
used replacement parts specified by the manufacturer. Unauthorized
substitutions mayresult in fire, electric shock or other hazards.
12. Safety Check
Upon completion
ofanyservice or repairs to this equipment,askthe service
technician to performsafety checks to determine that the equipment is in
proper operating condition.
13. Field Installation
This installation should be made by a qualified service person and
should conform to all local codes.
14. Elevated Operating Ambient Temperature
If installed in anenclosedspace, the
operating
ambient temperature of the
environment may be greater than room ambient. Therefore, consideration
should be givento installing the equipment in anenvironmentcompatible
with the maximum rated ambient temperature.
15. Reduced Air Flow
Installation of the equipment should be such that the amount of airflow
required for safe operationof the equipment is not compromised.
16. Mechanical Loading
Mounting of the equipment in the rack should be such that a hazardous
condition is not caused by uneven mechanical loading.
17. Circuit Overloading
Considerationshould be given to connection of the equipment to supply
circuit and the effect that
overloading
of circuits might have on over current
protection and supply wiring. Appropriate consideration of equipment
nameplate ratings should be used when addressing this concern.
18. Reliable Grounding
Reliable grounding of equipment should be maintained.

Avoid installing inareas where water or moisture mayaccumulate (with
the exception of exterior-mounted cameras as resistance to exterior
moisture is part of its intended use).

Chapter 1 —Introduction
The Apollo Video Rapid Deployment Kit is a derivative of the RoadRunner HD™ High Definition Mobile
Recorder System packaged as a portable vehicle recording system within a commercial aircraft carry-on
sized Pelican case. It has been designed to meet the needs of the primary customer, the U.S.
Department of State. It is intended for temporary install in DoS vehicles that do not have recording
equipment, and for rental vehicles. The Rapid Deployment Kit is designed for mobile applications and
operates using 9 to 36 volts DC, which makes it compatible with the typical 12 VDCand 24 VDC power
systems found on vehicles. As the Rapid Deployment Kit is designed for temporary installation in vehicles,
it includes a Cigarette Lighter Adapter (CLA) power cord within the case along with Cameras and other
accessories to create a complete recording system.

Chapter 2 —Contents and Configuration
The Rapid Deployment Kit contains everything needed to rapidly deploy a video recording system in any
vehicle. The Pelican case has a VelcroTM loop attached to the lid to facilitate convenient storage and
secure transport of the contents of the case. The case includes eight ruggedized zipper pouches:
Four small pouches each including a 2 camera module, and 25’ extension cable
One large pouch with antenna with 15’ cable, and an Event Button with 25’ cable
One large pouch with antenna with 15’ cable, and a GPS with 25’ cable.
One large pouch containing 4 RAM Mounts for the cameras.
One larger pouch containing the 25’ power cable.
Note: An Ethernet cable is not provided within the Rapid Deployment Kit. It is available as a separate accessory from Apollo.

Rapid Deployment Kit Specific Configuration:
There are two configuration switches that are specific to the Rapid Deployment Kit: 1. SmartStart
ON/OFF –the power mode switch, 2. Wireless ON/OFF –the Cradlepoint™Wireless Router power
switch.
SmartStart ON/OFF switch
The Rapid Deployment Kit can be used in a wide range of vehicles that provide power to their Cigarette
Lighter Adapters (CLA) differently. Some vehicles, notably GM, provide power to the CLA continuously,
without regard to the ignition key position; other vehicles power the CLA only when the ignition key is in
the ACC or ON position.
To turn on the DVR only when the vehicle engine is running the DVR monitors the input voltage to the
DVR, this is the SmartStart ON mode of operating. If the vehicle automatically disconnects power to the
CLA when the ignition key is turned off, the DVR will power down, this is the SmartStart OFF power
mode.
The power mode switch may only be used when the system is powered down with no front panel LED
activity. Manipulating the switch while the system is operating may result in unpredictable operating
results, it will not damage the system.
The SmartStart power mode switch will be labeled “SmartStart”and has ON and OFF positions. On is up.
Wireless ON/OFF - Cradlepoint™ Wireless Router power switch
When Cellular Data is not required the Cradlepoint™Wireless Routers may be turned off. A separate
switch labeled “Router” has ON and OFF positions. ON is up.
The Cradlepoint™ Wireless Router may only be switched when the system is powered down with no
front panel LED activity.
Additional SmartStart considerations.
When a vehicle’s engine is running, the alternator(s) put out considerably more than 12 or 12.5v; one can
expect to find 13.5v or more being output to the vehicle from the alternator. When the engine stops
running, the actual battery voltage can be measured, which will be about 12.5v. The SmartStart feature
takes advantage of this drop in voltage when the engine is turned off to power down the DVR. This
protects the battery of vehicles that permanently power the CLA, or even vehicles that are frequently set
to the ignition ACC position or ON position without running the engine.

How SmartStart works
When power is applied to the DVR it will fully power up. The SmartStart code then maintains a running
average of the input voltage as a Baseline Voltage. If the voltage goes up, a new Baseline Voltage is
recorded. If at any point the voltage drops by 0.5v, the SmartStart code signals a shutdown. The timers
of the DVR will then allow the system to shut down. When the system is off and then a voltage jump up to
the Baseline Voltage is detected, the system will restart.
The SmartStart code will remember the Baseline Voltage until the system is fully powered down, and
power is removed from the DVR system.
SmartStart Usage Scenarios
If the user has a vehicle that is routinely left with the ignition in the ACC on, and the engine off,
and wants the system to power down so the batteries don’t run down, select SmartStart ON.
This applies to both vehicles that maintain power to the CLA when ignition is off, and those that
power down the CLA when ignition is off.
If the user would like to use a vehicle and get the maximum recording time, without protecting
the battery, select SmartStart OFF.
If the Rapid Deployment Kit is used with an alternative power source, like a wall adapter, or
battery bank, select SmartStart OFF.
If a system is Operating with SmartStart ON, and the user would like to record after the engine
is turned off: turn off the engine, remove the power cable from the CLA, allow the system to
completely power down with no panel LED activity for 15 seconds, then plug in the CLA. The
system will power on and resume recording, then it will shut off after the battery voltage drops
0.5v. This will protect the battery and allow recording to happen without the engine running.
When SmartStart is on, and the system recognizes the engine is off, internal timers that cause a
long shutdown delay may cause the battery voltage to drop more than 0.5v, and could cause
the vehicle to not be able to start. Internal Power-Down timers should only be used when
considering the specific vehicle capabilities.
If the User would like to switch SmartStart modes, remove power from the CLA, toggle the
SmartStart switch, allow the system to completely power down with no panel LED activity for 15
seconds, then restore power to the unit. It will operate in the new power mode.

Power Port
CAUTION: Make sure the power supply meets the requirement (9 ~ 36VDC,
30A) during operation.
The Rapid Deployment Kit operates on a wide range of vehicles. It accepts
power inputs ranging from 9 to 36 VDC. This allows it to operate on both 12
and 24 volt systems. The Cigarette Lighter Adapter of the provided power
cable includes a 15 AMP fuse to protect the vehicle and Rapid Deployment
Kit from hardware failures.
Network Port
The Recorder can be connected to a network using the 1000Mb Ethernet
connector. Connect an industrial Ethernet cable with an M12 connector to the
Recorder connector. The Recorder can be networked with a computer for
remote monitoring, searching, configuration and software upgrades.

GPS Port
One RS232 port is provided to connect an external GPS receiver. This receiver
is included within one of the Antenna heavy duty zippered pouches.
Event Port
ConnecttheEventbuttontotherecorderusingthisport.The Event button generates
alarms on the recorded video for easy searching. This button is also used for
controlling the lights on the RR-HDCL200 camera. A red LED lights to indicate
the lights are active. The red light will also indicate a recorder fault. The Event
button includes with a magnetic mount and is included within one of the Antenna
heavy duty zippered pouches.
WiFi/Cell Connectors
The Rapid Deployment Kit includes two antenna modules in separate heavy duty
zippered pouches. Ports are provided for two antennas for two separate
Cradlepoint wireless routers. Two WiFi wireless antenna ports are disabled for
the shipping version of the Rapid Deployment Kit.
Camera Port
The Rapid Deployment Kit includes four camera modules (two cameras
each), including 25 foot extension cables, in separate heavy duty
zippered pouches. The cameras can be connected using these ports.

Front Panel Control
Door Lock
The door lock opens the door for access to the smart storage modules. The system should be
allowed to completely power down if the door is opened to remove or check on drive status. The
user should remove the main power connector from the vehicle CLA if the door is opened. The unit
will remain powered down until the door is closed, and power is restored. If the door is opened
while the vehicle engine is running, while the system is operating in SmartStart mode, the power
plug must be removed from vehicle power before resuming SmartStart operations.
WARNING: DO NOT TOUCH THE BOTTOM OR TOP OF THE REMOVABLE DRIVE WHEN REMOVING
IT AFTER THE HEATER HAS BEEN OPERATING IN LOW TEMPERATURES. DURING
OPERATION OF THE HEATER, THE TEMPERATURE OF THE DRIVE MAY INCREASE
CAUSING INJURY.
Drive Assembly
Two removable Smart Storage Modules can be inserted into the Drive Assembly. The Storage
Module can be removed to view the video on the personal computer or utilized in another Recorder.
The door must be open and the power LED must be off with the power plug removed from the CLA
before removing the drive.
Rapid Deployment Kit USB Port
A USB port is provided for updating firmware and modifying the Camera configurations.
LED
POWER: The POWER LED is lit when the unit is On
RECORD: The RECORD LED blinks when the Recorder is recording video.
Mounting the Cameras
Four Ram Mount suction mounting brackets are included within a heavy duty zippered pouch. The
cameras can be attached to the Ram Mounts using the included mounting nut.

Mounting the Rapid Deployment Kit
The Rapid Deployment Kit is included within the Pelican case and is intended for storage on the floor or
cargo area of a vehicle. If there are any concern of the box shifting in the event of an accident, the box
should be strapped in place. Mounting straps are not included within the Rapid Deployment Kit.

NOTE: The Recorder should be completely installed before proceeding. Refer to Chapter 2 —
Installation.
Turning on the Power
The Recorder can be turned on by inserting the power cable with the drive door
closed. The Recorder is operational in approximately 60 seconds. The Power LED on
the front panel will illuminate and this action signifies the Recorder has been turned
on properly.
NOTE: The recorder will delay powering the system until the Smart Storage Modules have heated to above 18°C,
this could take up to 20 minutes when temperatures are below -20°C.
WARNING: DO NOT TOUCH THE BOTTOM OR TOP OF THE REMOVABLE DRIVE WHEN REMOVING
IT AFTER THE HEATER HAS BEEN OPERATING IN LOW TEMPERATURES. DURING
OPERATION OF THE HEATER, THE TEMPERATURE OF THE DRIVE MAY INCREASE
CAUSING INJURY.
Initial Unit Setup
Before using the Recorder for the first time, establish the initial settings. Install the RsM Software Program
(RoadRunner Secure Management SoftwareTM) on a PC and connect to the Recorder remotely.
The RsM program is provided with the product for remote operation. The Recorder can be accessed,
configured and managed by using RsM. The recording system is connected remotely via network
connection. The RsM Program allows set up of the Recorder, to monitor video of the Recorder and play
back video recorded on the system.
NOTE: Refer to the RsM Software manual for instructions on how to install the program and connect the
Recorder remotely.

Check power cable connections.
Confirm that there is power at the connection terminals.

Check camera video cable and connections.
Confirm that the camera has power.
Check camera lens settings.
The Recorder has
stopped recording
If hard disk drive is full, delete video or set the Recorder to the Overwrite
Mode. If there is a hard disk error, swap the hard disk.
While upgrading the
system, the Recorder
keeps rebooting and the
upgrade fails.
If the current system version is higher than the upgrade package file
version, reset the Recorder first using the Factory Reset. When using the
Factory Reset, saved settings are lost.
