1. Introduction
Measuring instruments which are used for mandatory inspection should have a Dutch manual. The
AREX OBD scanner is suitable to be used for mandatory inspection. This manual is designed to
meet the inspection requirement.
This manual will include how and when the OBD procedure to be applied during mandatory
inspection. This may of course change. Therefore, you should at all times apply the inspection rules
as they are communicated by the legal government body.
2. OBD for inspection
As of 1-4-2012 for vehicles with date of first admission after 31-12-2005, exhaust test for petrol and
diesel engines of passenger cars and commercial vehicles up to 3500 Kg is replaced by the reading
of the OBD system. This also applies to hybrid vehicles. Vehicles equipped with an LPG installation
are not covered here.
If no communication with the OBD system can be established with a scan tool, or Readiness has
not been completed, the emissions have to be measured in the regular manner.
For vehicles with a first registration date of 2006 the emissions test remains unchanged.
3. OBD Procedure
The Arex OBD scanner meets the requirements set by the RDW. The readout of the EOBD is done
through an ISO 15031-3 connector (16-pin plug) and supports the following protocols: ISO 9141-2,
SAE J1850 PWM, SAE J1850 VPW, ISO/DIS 14230-4 KWP, ISO/DIS 15765-4 CAN.
For the inspection the following should be considered:
The fault memory (Mode 3), in ISO 15031-6 coding
The MIL status ( status error code indicator)
The Readiness
If exhaust relevant errors are stored in the error memory, that part of the vehicle inspection is
concerned not approved. However, not all error codes are exhaust relevant. Below the table of error
codes which cause disapproval:
