Chapter 1: Introduction
The Axon Fleet solution is a camera system incorporating an audio and video recording
device with a vehicular windshield mount. This camera is designed for use in tough
environmental conditions encountered in law enforcement, corrections, military, and
security activities. The Axon Fleet camera is designed to record events for secure
storage, retrieval, and analysis via Evidence.com services. The recorded events can be
transferred wirelessly to the Evidence.com website through 4G LTE and Wi-Fi
technology.
Axon Fleet is a video solution that connects police vehicles to an intelligent, cloud-
based evidence ecosystem. Axon Fleet allows agencies to access and analyze in-car
video. The cameras are mounted in the car, where they can be activated via Axon Signal
technology, through the in-car computer using the Axon View XL program via
Bluetooth, or manually with the on camera toggle. They then communicate with the
Axon View XL program, and can offload video wirelessly through 4G LTE, or Wi-Fi
technology to the Evidence.com website
The Axon Fleet system consists of the Axon Fleet camera, the Axon Fleet camera
mount, and the Axon Fleet power unit. The Axon Fleet power unit is an inline power
supply for the camera. During normal operation, the camera is powered by the vehicle;
however, if the ignition is shut off and the camera is still recording, the Axon Fleet
power unit is designed to supply the camera with enough energy to continue recording
for approximately 4 hours.
The Axon Fleet system has Axon Signal Vehicle unit technology integrated into the
camera solution. The Axon Signal Vehicle unit is part of a communications platform
that sends a signal when certain conditions are met; this signal can be recognized by
Axon equipment. For example, the Axon Signal Vehicle unit can be set up to work with
an emergency vehicle’s light bar. When the light bar activates, all properly equipped
Axon systems within range can begin recording. Currently, Axon Signal technology is
built into Axon Fleet, Axon Body 2, Axon Flex (with an Axon Flex controller equipped
with Axon Signal technology) and Axon Flex 2 systems. See the associated product
user manuals for more information. Ultimately, this enables a fully integrated Axon
camera system, that comes together to form a coordinated car, body camera, and
smart weapon environment.

Read and follow all instructions included with the Axon Fleet products, accessories,
and parts, including any supplemental instructions.
Failure to follow the instructions in this manual or as provided with any Axon Fleet
products, accessories or parts may result in Axon Fleet or Axon Signal not working
properly or cause damage to the to the products or the vehicle. Save all instructions.
The technician who installs the Axon Fleet components and the Axon Signal Vehicle
unit must be qualified to work with automotive electronics.
When installing Axon Fleet and the Axon Signal Vehicle unit, ensure that drilling will
not damage the emergency vehicle's equipment or surface. Remove all burrs and
debris after drilling.
Ensure there is a good electrical ground to the vehicle chassis.
Do not install Axon Fleet components or the Axon Signal Vehicle unit anywhere that
will interfere with airbag deployment.
Do not install any part of the Axon Fleet system or the Axon Signal Vehicle unit in the
vehicle's engine compartment.
Do not install any part of the Axon Fleet system or the Axon Signal Vehicle unit on the
exterior of the vehicle.
The Axon Fleet system and Axon Signal Vehicle unit are not waterproof.

One Bluetooth Dongle – SKU 74027
This dongle is plugged in to a USB port on the vehicle's mobile data terminal (MDT), the
in-vehicle Windows laptop computer. The dongle is provided by Axon and enables the
MDT to have Bluetooth low-energy (BLE) capabilities. This is required for the MDT to
communicate with the Axon Fleet cameras
Wiring Harness Assemblies
Two power unit to mount cables
These cables are 18 feet (5.5 m) in length and contain the following wires
• 18 AWG – White
• 18 AWG – Gray
• 24 AWG – Green
• 24 AWG – Violet
Two power unit to vehicle cables
These cables are 10 feet (3 m) in length and contain the following wires
• 18 AWG – Orange – 2 amp fuse
• 18 AWG – Black
• 18 AWG – Red – 2 amp fuse

Additional Items
In addition to the standard Axon Fleet hardware, the agency will need to have a laptop
computer, with Axon View XL software installed.
Also, a wireless router is required for Wi-Fi or LTE connectivity.
Axon recommends and sells a Cradlepoint IBR1100 router. For other options speak to
an Axon Sales Engineer.

Chapter 2: Installation
Tools
The following is a list of required tools to install the Axon Fleet camera system.

Step 1: Determine the Mounting Locations
Axon Fleet Power Unit and Axon Signal Vehicle Unit
Axon Fleet is installed in typically three different locations. It is important to note the
location of the power units, for future reference, in the event the agency needs to
locate equipment.
• Zone A
◊Tray or in the rear of the car
• Zone B
◊Behind the passenger seat
• Zone C
◊Center Console
Axon Fleet Power Unit
The choice of which location is based on the availability of wires. Installer should be
able to access the car wires outlined below. It is the installers discretion as to location
chosen. But should follow the Zone A, Zone B, Zone C model.
1. Active Power
2. Ground
3. Ignition/ accessory
The power unit should be located in a way that the 18-foot (5.5 m) wiring harness can
reach the camera.

Mount/Camera
The Axon Fleet mount draws power from the Axon Fleet power unit, and therefore they
must be wired together using the 18-foot (5.5 m) wiring harness. Do not mount any of
the hardware on the exterior of the vehicle or inside the engine compartment.
1With the Axon Fleet camera properly secured to the Axon Fleet mount, without
permanently affixing the mount, determine the appropriate location to affix the
mount upon the interior of the windshield.
The camera is inserted directly up into the mount. There should be an audible
click when the camera seats properly.

Do not install the camera anywhere that will interfere with airbag deployment
or adversely obstruct the driver’s view.
It is recommended that the forward looking camera mount on the center part of the
windshield, approximately 1-1/2″(3.8 cm) from the headliner.
Notes:
• The camera mount does not have a rotation feature, so for the straightest picture,
the mount needs to be as close to the center of the window as possible, without
interfering with the rearview mirror, or equipment attached to the windshield.
• Installer can wait to affix the mount to the window until the system is installed,
then use the live view feature to help align the camera and mount
• Fit the camera and mount prior to installation. Incorrect installation can interfere
with visibility, the ability to move the rearview mirror, or sun visors.

For the rear camera, the installer should find a proper location, based on the particular
installation.
• For the rear camera, Installer can use Axon View XL to find the location that best
views the cage area.
• For proper adhesion, ensure the rear camera is mounted on a flat surface.
Axon Signal Vehicle Unit
For information on installing the Axon Signal Vehicle unit, refer to the Axon Signal
Vehicle Installation Manual.
Step 2: Wiring the Axon Fleet Mount/Camera Unit
The Axon Fleet camera is a mounted camera that draws power from the Axon Fleet
power unit, and therefore they must be wired together.
1Unscrew the outside shell of the Axon Fleet camera mount.
2Use a small screwdriver to unscrew and raise the screws in the green camera
unit connector.
3Locate the 18-foot (5.5 m) wiring harness.
Do not strip more than 0.25′′ (6.35 mm) of insulation from the wires.
4Confirm the exposed part of the wires are not nicked.
5Place the stripped wire ends into the connections in the correct slots.
• White – A
• Violet – C
• Green – D
• Gray – E
6Tighten the appropriate screws to clamp down on the exposed wire ends.
7Inspect the connector to confirm that:
• The wires are attached securely to the Fleet connector.
• No frayed wire strands are outside the cage clamps.

8Secure the harness in the groove leading out of the mount.
9Screw the metal clamp plate into place.
10 Ensure the wires are not covering the standoff that the cover screw goes into.
11 Place the outer plastic shell back onto the camera to cover the connections.
12 Screw the outer shell back in.
13 Install the #4 half-inch (12.7 mm) screw to secure the back cover.
Locate the Vehicle’s Electronics
The next step to installing the Axon Fleet system is locating the wiring for the vehicle.
The vehicle make and model will dictate where wiring is found. The installer will need to
locate the following wires:
1. Active Power
2. Ground
3. Ignition/ accessory
To easily access wiring, it may be helpful to remove the weather-stripping and door
seals near the wiring harness. It may also be helpful to remove any plastic interior that
easily snaps on and off below the A-pillar.
Running the Wiring Harness
Run the wiring harness to the Axon Fleet power unit the safest, most direct way.
Do not interfere with any lifesaving equipment.
Step 3: Wiring the Power Unit
Be sure to observe appropriate safety protocols while working with vehicle electronics.

1Confirm the mounting location.

2Locate the 10’ (3 m) power wiring harness and appropriately route the wires
from the mount and the wires from the vehicle to the location of the power unit.
Notes:
• It is not necessary to affix the power unit at this point. Depending on
mounting location, affixing the unit prematurely may make it difficult to
attach wires.
• Vehicle power sources should be accessed as determined by the vehicle
manufacturer.
After the wiring harness is tied into the vehicles electrical system, proceed to
step 3, using the opposite end of the harness.
3Once the appropriate power wires have been run to the power unit mounting
location strip no more than 0.25″(6.35 mm) of insulation from each of the wires.
4On the Axon Fleet power unit end, remove the male end of the connector.
5Unscrew the small set screws.
6Strip no more than 0.25″(6.35 mm) of insulation from each of the wires.
7Insert the stripped wires into the appropriate slot on the power unit.
• Orange – 3
• Black – 2
• Red - 1
8Tighten down the set screws.
Axon Fleet Power Unit to Camera Mount
1Once the Wiring harness has been run to the desired location of the power unit,
strip no more than 0.25″(6.35 mm) of insulation from each of the wires.
2Unscrew the small set screws.

3Insert the stripped wires into the appropriate slot on the power unit.
• White – 12
• Violet – 9
• Green – 8
• Gray – 7
4Tighten down the set screws.
5Reconnect the male connector to the power unit.
6Secure the male connector using the small set screws on either end of the
connector.
Note: When all 7 wires are installed, the power unit should look like this:
Step 4: Affix the mount
Choose the Appropriate Location.
The mount should be placed approximately 1-1/2” – 2” (3.8–5 cm) from the head liner.

1Ensure the camera is looking straight ahead, the mount does not have a
rotation feature.
Note: Once the mount and power units are installed in the car, you may use the
live view feature in the Axon View XL software to assist with this process.
2Ensure the mount is level.
Notes:
• If the mount is not level the video, from the camera, will have a tilt.
• Take into account the curvature of the windshield when positioning the
mount.
3Prepare the windshield by cleaning the area for the mount.
• Use 3M Silane Glass Treatment AP 115 for maximum adhesion.
• Wipe off excess Silane glass treatment with a paper towel before it is
allowed to dry.
4Peel the top protective layer from the adhesive strip and affix the mount to the
windshield.
5Hold the mount in place for 10 seconds to ensure adhesion.
6Repeat steps 1–5 for the rear camera.
• For the rear camera, the installer can use Axon View XL to find the location
that best views the cage area.
• For proper adhesion ensure the rear camera is mounted on a flat surface.
Step 5: Affixing the Power Unit
1Tuck all wires and the power unit safely away.
Note: Do not crimp or pinch any wiring.
2After ensuring all wires are securely attached, affix the power unit to the
predetermined mounting location.
3Secure the power unit in its location by using robust adhesive (such as 3M VHB
tape), 3M Dual Lock re-closeable fasteners, double-sided Velcro straps, or bolts.
4Repeat steps 1–3 for a second power unit as necessary.

Step 6: Testing the System
1Mount an Axon Fleet camera into each installed mount and switch the power
on.

2Turn on the vehicle ignition.
The LED indicator on the back of each camera should blink green, indicating the
camera is in BUFFERING mode.
Rear of Axon Fleet system, not installed in a mount
The red LED on the Axon Fleet power unit should blink several times and then
be solid red after a few seconds. If the red LED continues to blink, there is an
error with the power unit.

3Once each camera is in BUFFERING mode, test the Axon Signal Vehicle unit, to
ensure the desired triggers properly activate the system.
For more information, see the Axon Signal Vehicle Unit Installation Manual.
• If there are any errors, go to Chapter 3: Troubleshooting.
• If no errors are noted, continue to Step 7: Completion.
Step 7: Completion
1Ensure all wiring is appropriately dressed and tucked away.
Use extreme caution to not to expose wiring to any place where it would likely
be damaged. Keep in mind, if vehicle trim was removed, special care will be
necessary to replace trim without damaging the Axon Fleet system.
2Replace vehicle trim and body pieces as necessary.
3Repeat testing procedures to ensure the system is fully functional.

Chapter 3: Troubleshooting
If the instructions in this chapter do not resolve the issue with your Axon Fleet system,
contact customer service at US: 1-800-978-2737 or online at
https://www.axon.com/support.
Camera will not connect to the Axon View XL program:
1Ensure the camera is on and in BUFFERING mode.
2Ensure each camera has a solid, magenta light at top center (indicating a Wi-Fi
connection).
• If not, ensure the router is properly booted.
• If the router is properly booted, ensure the Wi-Fi configuration is correct in
the vehicle configuration on the Evidence.com website.
3Ensure the user is logged in to the correct vehicle number.
4Ensure the correct Axon Fleet power unit serial number is applied in
Evidence.com.
Camera will not activate with Axon Signal Vehicle unit:
Note: Axon Fleet cameras use Axon Signal Vehicle unit filtering, which prevents them
from activating with signals from other vehicles. These steps only address
activations from the Axon Signal Vehicle unit installed in the same unit as the
Axon Fleet cameras.
1Ensure the Axon Signal Vehicle unit is powered on.
2Ensure external triggers are properly supplied to the Axon Signal Vehicle unit.
3Ensure the Axon Signal Vehicle unit serial number is properly listed in the
vehicle configuration in Evidence.com.
4Ensure the Signal Configuration is properly configured in Evidence.com.
Camera will not power on:
1Ensure the camera’s power switch is in the ON position.
2Ensure vehicle ignition is set to “on” or “run.”
3Ensure the Axon Fleet’s power unit is displaying a solid red light.
• If the light does not display, there may be a problem with the power or
ignition fuses.
• Ensure fuses are good and that approximately +12 VDC is available at the
Axon Fleet power unit in both pins 1 and 3.

4Ensure the camera is properly seated in the mount.
Note: In rare cases, the Axon Fleet power unit may be substantially drained and may
take 15–20 minutes to charge with the vehicle “on.” The camera should boot
when sufficient charge is regained.
Cannot login to Axon View XL and receive “Cannot reach evidence.com” message:
• Ensure the computer is connected to the Internet.
Videos will not upload via the Axon View XL program:
1Ensure the computer is connected to the Internet.
2Ensure “Wireless Offload” is enabled under Section 3 “Wi-Fi” of the vehicle
configuration on the Evidence.com website.
Camera will not boot, but has a 1-second beep every 10 seconds:
In this case, the camera may be above its allowable operating temperature.
1Remove the camera from its mount.
2Allow the camera to cool.
