Chapter 1
OVERVIEW
This document describes how to install and administer the CommPower
ACP-145 Gateway (ACP-145). The ACP-145 is designed to run in the
Windows 2008 Server R2 operating environment and features user-friendly
menus and dialogs that let you configure, monitor, and control ACP-145
operations.
1.1
PRODUCT OVERVIEW
Throughout the world, e-mail based Military Messaging services have
become an integral component of a modern Defense Command and Control
infrastructure, providing the means through which commanders at all levels
can effectively and securely communicate orders, instructions, and strategies.
Unfortunately, true globalization of such services has not and probably
cannot be realized due to differences in national implementations and the
lack of a common end-to-end security policy. The CCEB (Combined
Communications Electronics Board) has recognized this shortcoming and in
response, has drafted a standard (ACP145) that details the requirements and
functions of a nation-to-nation Military Messaging Gateway based on
ACP123/X.400 technology and S/MIME-ESS security services. In turn,
CommPower has taken this standard from paper to practice with the
introduction of its CP-145 Gateway product.
The CP-145 Gateway consists of two subsystems, or "Elements", one for
handling JANAP-128 messages and one handling SMIME-ESS P772
messages. The Local Element provides connectivity to a local JANAP-128

messaging host via a dedicated Mode I serial connection, whereas the
Foreign Element connects to the external network of the foreign nation.
Messages received/transmitted on each network interface are processed in
full per the security policy that governs the domain represented by the CP-
145 Element.
•Supported Security Standards: The security standards supported within the
Gateway include: S/MIME-ESS (Extended Security Services).
•Security Policy Definition: Security Policy Information Files (SPIFs) can be
created for each security domain that define the security policy in effect and
enforce access control. Multiple policies can be supported for each security
domain.
•Security Label Translation: User configurable Security Policy Translation
Tables (SPTTs) are used within the Gateway that defines the security label
translation rules between differing security policies. These tables are loaded
from a configurable location on disk.
Message flow within the Gateway between the discrete Elements is
accomplished via XML services that promote standardization, commerciality,
and extensibility within the product. Core features of the CP-145 include the
following:
•Virus Checking: Third party anti-virus products can be invoked by the CP-
145 to scan in-transit messages and their attachments for malicious content.
•Message Services: As with all CommPower Military Messaging products,
the CP-145 offers full protection, accountability, and recovery for all
messages within the Gateway.
•Third Party Services: Third party capabilities such as profilers can be
installed "in line" to perform additional processing on the XML message as
it passes through the Gateway.
•Extensibility: Because of the Gateway's modular architecture, a host of
configurations can be realized to allow connectivity to one or more nations,
each with a separate security translation policy.
The CommPower CP-145 Gateway product was selected by the U.S.
Department of Defense as the sole provider of ACP145 Gateway services
for its Defense Message System (DMS) program.

DOCUMENT OVERVIEW
This document describes the installation and administration of the CP-145 in
the following chapters and appendices:
Chapter 1, Overview: This chapter provides an overview description of the
CP-145 and this document.
Chapter 2, Software Installation/Removal: This chapter describes how to
install the Message Transfer Agent (MTA) software, and the CP-145
software. It also describes how to remove (or “un-install”) the CP-145
software.
Chapter 3, Basic MTA/CP-145 Configuration: This chapter describes how
to perform basic configuration of the MTA and the CP-145 software.

troubleshooting procedures that can be used to recover from problem
conditions and some general tips that can be used to help maintain the CP-
145 system.
Appendix D, Symantec Anti Virus Scanning: This appendix describes the
setup procedures for enabling virus scanning.
Appendix E, Message Recovery: This appendix describes the procedures
for using the Message Recovery Utility.
Appendix F, Cache Utility:This appendix describes how to startup and
operate the CP-145 Cache Utility. This utility provides the administrator the
capability of performing the following CP-145 cache database related
functions.

Chapter 2
Software Installation/Removal
This chapter describes how to install the DCL MTA software, and the CP-
145 Gateway software. It also describes how to remove (or “un-install”) the
CP-145 Gateway software.
NOTE: When installing the software, you must load the MTA before
loading the CP-145(F) (see “Software Installation” below). Also, if installing
a new release of the CP-145 Gateway software, remove the old release prior
to loading the new one (see “Software Removal” below).
2.1
SOFTWARE INSTALLATION
Perform software installation in the order described below and under the
local system administrator account:
1. DCL MTA - consists of three components, each installed separately
2. Microsoft XML Core services
3. dot Net Framework
4. CP-145 Gateway software
NOTE: Always restart the system when instructed to make certain
that configuration data is read or to start services that are required. Log on
after each restart under the local system administrator account.
This document assumes an installation on the C: drive. Please note,
however, that the CP-145 Gateway can be installed on any drive.

DCL MTA Installation
2.1.1.1
DCL MTA Pre-Installation Requirements
1. WINDOWS 2008 Server R2 is loaded on the system targeted for
software installation.
2. Logged onto the system under an account with local administrator
privileges.
3. All Windows applications are closed.
4. CP-145 Gateway is NOT loaded on the system.
5. Check that both DNS lookups and reverse DNS lookups work on the
network.

DCL MTA Installation Instructions
2.1.1.2.1
DC Directory Installation
The DC Directory is required to provide a directory service to support the
DCL MTA. To install DC Directory, perform the following steps:
1. Log onto the system under an account with local administrator privileges.
2. Insert the CP-145 Gateway CD if it was removed following the Fortezza
Card Reader Driver installation and double click on DCL MTA
3.0\dcdsrvr\setup.exe. The Welcome window is displayed.
3. Select the Next button in the Welcome window. The CD Key window
is displayed.
4. Enter the CD Key as 013-9704-97251 and then select the Next button
on the CD Key window. The Select Components window is displayed.
5. Confirm all component check boxes are selected. Select any that is not
checked.
6. Select Browse to display the Choose Folder window. Enter the Path as
D:\dcdsrvr (where D: represents the drive letter for the largest drive
available on the system) and select OK.
7. If prompted to create this folder, select Yes on the Setup window. The
Select Components window is displayed.
8. Select Next and the Enter Admin Node window is displayed.
9. Select Normal if not selected and enter a country value of U.S. Leave
the remaining fields blank. Select Next to display the Specify Server
Name window.
10. If the Server Name value is not correct, enter the correct value as seen
in the site’s Detail Design document. Enter a Port Number of 104
(Note: be sure to change this from the default value of 102).
11. Select Next to display the Enter Organization Name window.
12. Enter the site’s organization name and select Next. The Enter
Password window is displayed.
13. Enter the password of the logged on user in the Enter Password
window and select Next. The Select Program Folder window is
displayed.
14. Select Next on the Select Program Folder window. The Customize
DC Directory Server Configuration? Window.
15. Make sure the Customization option is NOT checked and select Next
on the Customize DC Directory Server Configuration? Window and
the Enter Password window is displayed.

16. Enter the domain\username in the Username field and select the Next
on the Enter Password window. The Start Copying Files window is
displayed.
17. Select Next on the Start Copying Files window. Software installation
begins. Installation progress is displayed via a progress bar in the Setup
window. When the installation has completed, and the Restart System
window is displayed.
18. Select OK on the Restart System window. The Restart System
window is closed and the installation is complete.

Administrative Directory User Agent (ADUA) Installation
To install the ADUA perform the following steps:
1. Log onto the system under an account with local administrator privileges.
This must be the same account that was used during the DC
Directory installation.
2. Insert the installation CD. Via a Windows Explorer, navigate to and
double-click on DCL MTA\ADUA\ADUA.msi. The Welcome
window is displayed.
3. Select Next and the Select Installation Folder window is displayed.
4. Select Browse and enter the Path: as D:\Program Files\Data
Connection\DC Directory Admin on the Choose Folder (where D:
represents the drive letter for the largest drive available on the system)
window and then select OK. If asked to create the folder, select Yes on
the Setup window.
5. The Select Installation Folder window is displayed. Select Next and
the Active Directory Group Permissions Window is displayed.
6. Select Next and the Confirm Installation Window is displayed.
7. Select Next to install the software. Installation progress is displayed via a
progress bar in the Setup window.
8. Select Close on the Installation Complete window to complete the
installation.
9. Manually restart the system. The DC Directory Service will start
automatically following restart of the system.
NOTE: After restarting the system, check the Services to determine if
the DC Directory Service started. If it did not start, re-enter the password for
this Service using the Services window and then manually restart the DC
Directory Service.

Bootstrap the DSA
When installed with Access Control enabled, the DSA must be
“Bootstrapped” prior to performing the MTA portion of the install. Follow
the steps listed below to Bootstrap the DSA.
1. Select Start>>All>>Programs DC Directory Administrator and the
Log on to DC Directory Admin – Step 1 of 2 window is displayed.
2. Select Next and the DC Directory Admin – Step 2 of 2 window is
displayed. Enter the Directory Service name as the hostname of the CP-
145(F), set the Auth Level to None and then select Advanced.
3. Set the Port to a value of 104, select OK and the Finish. The DC
Directory Admin window is displayed.
4. Select OK and the DC Directory Admin: Configure First Server –
Step 1 of 3 window is displayed.
5. Enter the logged on user’s password and then select Next. The DC
Directory Admin: Configure First Server – Step 2 of 3 window is
displayed.
6. Select Next and the DC Directory Admin: Configure First Server –
Step 3 of 3 window is displayed.
7. Enter the Administrator Name as mtaadmin and the Password as that
of the logged on domain user.
8. Select Finish to display the DC Directory Admin window.
9. Select File>>Exit to complete the Bootstrap process.

MTA Installation
To install the DCL MTA, perform the following steps:
1. Log onto the system under an account with local administrator privileges.
This must be the same account that was used during the DC
Directory installation.
2. Insert the installation CD. Via a Windows Explorer, navigate to and
double-click on DCL MTA\MTA\setup.exe.
3. The DC IMS User Account window is displayed.
4. Enter a Bind Type of simple, an Account Name of
/c=us/cn=mtaadmin and a Password of as required. Select Next and
the Administrative Point window is displayed.
5. Select Next and the installation begins. When complete the DC IMS is
now ready to run window is displayed.
6. Select OK to complete the installation.
7. Reboot the system.

MTA Configuration Utility Installation
The DCL Configuration Tool is required to complete/change the MTA
configuration and to create/change the MTA routing rules. To install the
DCL Configuration Tool, perform the following steps:
1. Log onto the system under an account with local administrator privileges.
This must be the same account that was used during the DC
Directory installation.
2. Insert the installation CD. Via a Windows Explorer, navigate to and
double-click on DCL MTA\DC Config\setup.exe. The Welcome
window is displayed.
3. Select Next in the Welcome window (No CD Key is required for this
portion of the installation). The Directory Search Node window is
displayed.
4. Select Next in the Directory Search Node window and the Select
Installation Folder window is displayed.
5. Select Browse and enter the Path: as D:\Program Files\Data
Connection\DC Config (where D: represents the drive letter for the
largest drive available on the system) on the Choose Directory window
and then select OK. If asked to create the folder, select Yes on the Setup
window.
6. The Select Installation Folder window is displayed. Select Next and
the Confirm Installation window is displayed.
7. Select Next and the installation begins. The Installation Complete
window is displayed when all software has been installed.
8. Select Close and reboot the system.

DCL MTA Documentation
Please see the manuals provided by DCL for additional MTA installation and
administration information.

Microsoft XML Core Services 4.0
The CP-145 Gateway requires that MSXML 4.0 Core services be installed on
the system. To determine if these services are installed look for the following
files in the C:\WINDOWS\system32\ folder:
msxml4.dll
msxml4.inf
msxml4a.dll
msxml4r.dll
If these files exist, move to the next section. If they do not exist, then install
them following the steps listed below:
1. Via a Windows Explorer, create a folder in C:\temp\ named XML

2. Insert the CP-145 Gateway CD and double click on “XML Core
Services 4.0\msxmlcab.exe. This is a redistributable installation
available from Microsoft.
3. If you agree to the End-User License Agreement select “Yes,” and
browse to the C:\temp\XML folder.
4. Via a Windows Explorer, go to the C:\temp\XML\msxml4.cab\
folder and highlight the following 4 files:
a. msxml4.dll
b. msxml4.inf
c. msxml4a.dll
d. msxml4r.dll
5. Right mouse click over the highlighted files and select extract.
Extract the files to the C:\ WINDOWS \system32\folder.
6. Open a Command Prompt and enter the following commands:
a. cd C:\ WINDOWS \system32
b. regsvr32 msxml4.dll

Dot Net Framework Installation
The CP-145 Gateway requires that the Microsoft .NET Framework (English)
v1.1 be installed for all functionality to properly work. To determine if this
software package is installed, look for the following entry in
Start>>Settings>>Control Panel>>Add section /Remove Programs:
Microsoft .NET Framework (English) v1.1
If this entry is found, move to the next. If some other version is installed,
uninstall the current version and follow the steps below listed to install the
required version.
1. Insert the CP-145 Gateway CD and double click on
“dotNetFramework\ dotnetredist.exe”. This is a redistributable
installation available from Microsoft.
2. Select “Yes” if you agree to the terms of the End-User License
Agreement.
3. Via a Windows Explorer, browse to C:\Program Files folder and
select “OK”
4. Select “OK” again and the “dotnetfx.exe” will be extracted to
C:\Program Files\.
5. Via a Windows Explorer, go to C:\Program Files\ and double click
on “dotnetfx.exe”.
6. Select “Yes” if asked to install the .NET Framework Package

7. Select “Yes” if asked to allow an update of the Microsoft Windows
Installer components.
8. Select the Next button on the .NET Framework wizard initial page
to install the .NET components.
9. Select “OK” when installation is complete.
10. Allow the system to automatically re-start. If it does not, then
manually re-start the system.

CP-145 Gateway Installation
2.1.2.1
CP-145 Gateway Pre-Installation Requirements
1. WINDOWS 2008 Server R2 is loaded on the system targeted for
software installation.
2. Logged onto the system as a domain user with local system administrator
privileges.
NOTE: CP-145 Gateway has the capability to run without a Domain
controller (i.e... it can run as a Workgroup). If running as a Workgroup
the sys_flags file must reflect this prior to starting the CP-145 Gateway
(See Appendix A for sys_flags setup). The default configuration in the
sys_flags file is set to run as a domain.
3. All Windows applications are closed.
4. The DCL MTA is loaded on the system.
5. Version 1.1 .Net Framework
6. MSXML4 dll’s
2.1.2.1.1
Microsoft Visual C++ Redistributable Files
The CP-145 Gateway may require that certain Microsoft Visual C++
Redistributable files be installed on the system before the CP-145 Gateway is
installed. Refer to the specific CP-145 Gateway version installation
instructions to determine if any redistributable files are required to be
installed first.
Any redistributable files that are installed can be seen via Add or Remove
Programs under the Control Panel of a Microsoft Server 2008 O.S.

CP-145 Gateway Software Installation
Perform the steps in the following subparagraphs to install the CP-145
Gateway software.
2.1.2.2.1
Required Assignation of User Right Privileges
The login account used for installing the CP-145 Gateway will need to have
the appropriate user rights assigned. These user rights are needed to ensure
that the CP-145 Gateway installation process has access to all system level
assets. Perform the following steps to assign the needed user rights:

1. Logon to the system as a user with local system administrative privileges.
2. From the desktop, select Start >> Programs >> Administrative Tools
>> Local Security Policy. The Local Security Settings window is
displayed.
3. On the left side of the Local Security Settings window select Local
Policies and then User Rights Assignments.
4. On the right side of the Local Security Settings window double click on
“Act as part of the operating system” and the Local Security Policy
Setting window is displayed.
5. Check to see whether the current logged on user account is listed and
that the Local Policy Setting box is checked. If it is, then select the
Cancel button in the Local Security Policy Setting window, exit the
Local Security Settings window, and go to “CP-145 Gateway License File
Installation” below. Otherwise, if it isn’t, select the Add button. The
Select Users or Groups window is displayed.
6. Select the current logged on user account user in the Select Users or
Groups window.
7. Select the Add button, and then select the OK button. The Select Users
or Groups window is closed.
8. Select the OK button in the Local Security Policy Setting window. The
Local Security Policy Setting window is closed.
9. Exit the Local Security Settings window, and then log off and then back
on as the current logged on user account to invoke the user right.

CP-145 Gateway DEMO License File Preparation
The DEMO license file, included on diskette, must be edited to include the
actual hostname of the system to make the license file valid. To determine
the actual hostname of the system and to edit the DEMO license file,
perform the following steps:
1. Log onto the system as a domain user with local system administrator
privileges.
2. From the desktop, select Start>>Settings>>Control Panel. The
Control Panel dialog is displayed.
3. Double click the System icon in the Control Panel dialog. The System
Properties dialog is displayed. Select the Properties button on the
Network Identification tab. The actual system name will be displayed
in the Computer name field of the resulting Identification Changes
dialog.
4. Record the value displayed in the Computer Name field.
5. Select the Cancel button on all opened dialogs and then exit the
Control Panel dialog.

6. Insert the diskette containing the license file into the A: drive.
7. From the desktop, select Start>>Programs>>Accessories>>WordPad.
The WordPad main window is displayed.
8. From WordPad, select File>>Open and open A:\license.dat. The first
line of the file will look as follows:
SERVER hostname ANY TCP:7166
9. Change hostname to the Computer Name value recorded above. Do
not change anything else in this file.
10. Save the file and exit WordPad.

CP-145 Gateway Installation

CP-145 Gateway Local Side
1. Exit all Windows programs.
2. Insert the CP-145 Gateway CD and double click on CP145-
Gateway_L.msi. The Welcome window is displayed.
3. Select the Next button in the Welcome window. The License
Agreement window is displayed.
4. If the terms and conditions of the license agreement are acceptable,
select the I Agree radio button in the License Agreement window. When
finished, select the Next button. The Select Installation Drive window
is displayed.
5. Enter the drive letter of the drive to be used for the CP-145(L)
installation. The default drive will be drive “C”. Once the drive has
been entered, select the Next button. The Network Time Protocol
Configuration window is displayed.
6. Enter a Primary and Secondary Host to be used for CP-145(L) time
synchronization and a time interval. The Primary and Secondary Hosts
can be entered as a dot separated IP address or a FQDN. The interval
specifies how often (in minutes) the time synchronization will be
performed. If time synchronization is not desired, delete the default
values from these fields. When finished, select the Next button.
7. The Installing ACP-145 Local Gateway window is displayed and
software installation begins. The License File Options window is
displayed midway through the installation.
8. Confirm that the Use license file radio button is selected and then select
the Yes button in the License File Options window. The Install CP-
145(L) License window is displayed. Select the Browse button and
navigate to the location of the license.lic file in the Browse for Folder
window. Select the OK button when the folder containing the license
file is displayed.

9. Select the Next button in the Install CP-145(L) License window.
Software installation resumes. A status bar window is displayed
indicating installation progress.
10. The CommPower CP-145(L) window is displayed after all software has
been installed. Select the Close button and then Yes to allow the system
to re-boot.

CP-145 Foreign Side
1. Exit all Windows programs.
2. Insert the CP-145 Gateway CD if it was removed following the MTA
installation and double click on CP145-Gateway_F.msi. The Welcome
window is displayed.
3. Select the Next button in the Welcome dialog.
4. The Software License Agreement dialog is displayed.
5. If you agree to the terms and conditions of the license agreement, select
the Yes button in the Software License Agreement dialog. The Select
Destination Drive dialog is displayed.
6. Select the default C: drive or designate another drive and select the Next
button. The Network Time Protocol Configuration dialog is displayed.
7. If time synchronization is desired, enter a primary and secondary host to
be used for CP-145(F) time synchronization. You may also enter a time
interval. This interval specifies how often (in minutes) the time
synchronization will be performed. If time synchronization is not
desired, then delete the default values from these fields. When finished,
select the Next button. The Start Copying Files dialog is displayed.
8. Select the Next button in the Start Copying Files dialog. The CP-
145(F) Licensing dialog is displayed.
9. Select the Yes button in the CP-145(F) Licensing dialog. The Choose
Destination Location dialog is displayed. If the diskette containing the
edited license file (see above) was removed, then reinsert it into the A:
drive.
10. Select the Next button in the Choose Destination Location dialog.
Software installation is commenced at this point, and the software is
copied to the drive designated above in Step 5.
11. The Setup Complete dialog is displayed.
12. Select the Finish button in the Setup Complete dialog to complete the
installation and to allow the system to restart.

CP-145(F) “Add On” Installation
If the CP-145(F) CD contains any files in an “Add On” directory, these files
will need to be copied into the appropriate directory. (Instructions will be

provided as to the correct directory.) If the “Add On” directory does not
exist on the CP-145(F) CD skip to the next section.
