Safety Instrucon
Laws and Regulaons
Use of the product must be in strict compliance with the local laws and regulaons. Please shut
down the device in prohibited area.
Power Supply
• Use of the product must be in strict compliance with the local electrical safety regulaons.
• Use the power adapter provided by qualied manufacturer. Refer to the product specicaon for
detailed power requirements.
• It is recommended to provide independent power adapter for each device as adapter overload
may cause over-heang or a re hazard.
• Make sure that the power has been disconnected before you wire, install, or disassemble the
device.
• DO NOT directly touch exposed contacts and components once the device is powered up to
avoid electric shock.
• DO NOT use damaged power supply devices (e.g., cable, power adapter, etc.) to avoid electric
shock, re hazard, and explosion.
• DO NOT directly cut the power supply to shut down the device. Please shut down the device
normally and then unplug the power cord to avoid data loss.
• DO NOT block the power supply equipment to plug and unplug conveniently.
• Make sure the power supply has been disconnected if the power adapter is idle.
• Make sure the device is connected to the ground rmly.
Transportaon, Use, and Storage
• To avoid heat accumulaon, good venlaon is required for a proper operang environment.
• Store the device in dry, well-venlated, corrosive-gas-free, no direct sunlight, and no heang
source environment.
• Avoid re, water, and explosive environment when using the device.
• Avoid lightning strike for device installaon. Install a lightning arrester if necessary.
• Keep the device away from magnec interference.
• Avoid device installaon on vibratory surface or places, and avoid equipment installaon on
vibratory surface or places subject to shock (ignorance may cause device damage).
• DO NOT touch the heat dissipaon component to avoid burns.
• DO NOT expose the device to extremely hot, cold, or humidity environments. For temperature
and humidity requirements, see device specicaon.

Maintenance
• If smoke, odor, or noise arises from the device, immediately turn o the power, unplug the
power cable, and contact the service center.
• If the device is abnormal, contact the store you purchased it or the nearest service center. DO
NOT disassemble or modify the device in any way (For the problems caused by unauthorized
modicaon or maintenance, the company shall not take any responsibility).
• Keep all wrappers aer unpacking them for future use. In case of any failure occurred, you need
to return the device to the factory with the original wrapper. Transportaon without the original
wrapper may result in damage to the device and the company shall not take any responsibility.
Network
• Please enforce the protecon for the personal informaon and the data security as the device
may be confronted with the network security problems when it is connected to the Internet.
Please contact us when the device might exist network security risks.
• Please understand that you have the responsibility to congure all the passwords and other
security sengs about the device, and keep your user name and password.
Screen
• Clean the screen with so and dry cloth or other substutes to wipe the interior and exterior
surface. DO NOT use alkaline detergents. Protect the screen from scratches.
• DO NOT install the device in the posion obstrucng the driver's sight to prevent it from
aecng the normal driving of the vehicle.
Data
DO NOT disconnect the power during formang, uploading, and downloading. Or les may be

Chapter 1 Product Introducon
1.1 Introducon
Mobile enforcement system (hereinaer referred to as system) mainly consists of mobile
enforcement video recorder (hereinaer referred to as recorder), posioning system lite, manual
controller, and LCD monitor. The recorder adopts mulple key technology, including local video
storage, 3G/4G dialing, wireless network transmission, satellite posioning, remote control, and
light supplement, meeng the demand of all-day enforcement.
The system is widely applied to police vans, special vehicles, emergency scenes, etc. It provides a
complete soluon for trac violaon enforcement, security protecon, emergency commanding,
and other surveillance projects.
1.2 Key Feature
• H.265 video compression for main stream and sub-stream.
• Pluggable 3G/4G module and Wi-Fi module providing exible data transmission soluons.
• Pluggable dummy HDD adopts HDD/SSD vibraon damping technology.
• IR and white light illuminaon help to capture high-quality images in dim light environment.
• Name overlay to record the geographical informaon of video evidence.
• Operates menu and controls posioning system lite via single and mul-touch features.
•Power-o protecon prevents key data from loss.
• Dummy HDD provides smart temperature-control module and USB data exportaon interface.
• Built-in GPS (Global Posioning System) module precisely posions the vehicle via the satellite
and records the locaon informaon in the video stream.
•Aviaon plug design to ensure signal stability.
• Wide-range power input.
• Aluminum die-cast chassis with no-fan design well adaptable to working environment.

Chapter 2 Acvaon
For the rst-me access, you need to acvate the device by seng an admin password. No
operaon is allowed before acvaon. The device supports mulple acvaon methods.
Note
Refer to the user manual of client soware for the acvaon via client soware.
2.1 Default Informaon
Device default IP address and user name are as follows.
• Default IP address: 192.168.1.64
• Default user name: admin.
2.2 Acvate via Local Menu
You can acvate the recorder via the local menu when it's connected to an external monitor.
Steps
1. Enter Password.
2. Conrm the password.
Note
We highly recommend you to create a strong password of your own choosing (using a minimum
of 8 characters, including at least three kinds of following categories: upper case leers, lower
case leers, numbers, and special characters) in order to increase the security of your product.
And we recommend you reset your password regularly, especially in the high security system,
reseng the password monthly or weekly can beer protect your product.
3. Select OK.
2.3 Acvate via SADP
SADP soware is used for detecng the online devices, acvang the devices, and reseng the
password.
Before You Start
• Get the SADP soware from the ocial website, and install it according to the prompts.
• Ensure your computer and the device are in the same network segment.
Steps
1. Run the SADP soware.

2. Check the device status from the device list, and select the inacve device.
Note
The SADP soware supports acvang devices in batch. Refer to the user manual of SADP
soware for details.
3. Enter Password.
Note
We highly recommend you to create a strong password of your own choosing (using a minimum
of 8 characters, including at least three kinds of following categories: upper case leers, lower
case leers, numbers, and special characters) in order to increase the security of your product.
And we recommend you reset your password regularly, especially in the high security system,
reseng the password monthly or weekly can beer protect your product.
4. Conrm the password.
5. Click Acvate.
2.4 Acvate via Web Browser
You can acvate the device via web browser.
Before You Start
Ensure your device and computer are in the same network segment.
Steps
1. Visit device IP address via web browser.
2. Enter Password.
Note
We highly recommend you to create a strong password of your own choosing (using a minimum
of 8 characters, including at least three kinds of following categories: upper case leers, lower
case leers, numbers, and special characters) in order to increase the security of your product.
And we recommend you reset your password regularly, especially in the high security system,
reseng the password monthly or weekly can beer protect your product.

Chapter 3 Basic Operaon
You can perform the basic operaons once the recorder is connected to an IP camera.
3.1 Manage IP Camera
Aer connecng IP camera(s) or posioning system lite to the device, if no image is displayed on
live view interface, follow the instrucons below to manage IP camera(s) or posioning system lite.
If image can be displayed normally on live view interface, ignore this secon.
Note
The secon is only available for the device supporng IP camera or posioning system lite.
3.1.1 Add IP Camera Automacally
Aer the IP camera is connected, the recorder can add it automacally.
Before You Start
• The recorder supports adding IP camera automacally.
• Connect the IP camera to the corresponding interface of the recorder.
• Make sure the IP camera is inacve or its password is the same as that of the recorder.
Steps
1. Go to Menu → Others → IPC .
2. Check Auto Add.
3. Select OK.
3.1.2 Manage IP Camera Manually
If the connected IP camera has been acvated, but the password is dierent from that of the
recorder, you can manage the IP camera manually.
Acvate IP Camera
Before adding an IP camera, acvate it by seng a password for it.
Before You Start
Connect the IP camera to IP camera interface on the recorder rear panel.
Steps
1. Go to Menu → Others → IPC .
2. Uncheck Auto Add and select Set of Manage IP Camera.

3. Select an inacvated IP camera.
4. Acvate the selected IP camera.
-Select QuickAcve. The IP camera password will be set as same as the recorder password.
-Select ManuAcve. Enter New Password and conrm it.

Add IP Camera
You can add IP camera manually.
Before You Start
• The network segment of the IP camera is the same with that of the recorder.
• The IP camera is acvated.
Steps
1. Go to Menu → Others → IPC .
2. Uncheck Auto Add and select Set of Manage IP Camera.
3. Oponal: Edit camera IP address.
1) Select an IP camera and select Edit.
2) Enter an IP address that is in the same network segment with the recorder.
3) Select OK.
4. Add IP camera.
1) Select ManuAdd.
2) Select IP channel No. for the IP camera.
3) Edit the required informaon.
Note
Select Inner Channel for the camera with mulple channels.
4) Select OK.
5. Select other operaons.
-Select Refresh to refresh the IP camera informaon.
-Select Delete to delete the selected IP camera.
-Select Edit to edit the IP camera informaon.
-Select Reboot to reboot the IP camera.
-Select Factory to restore the IP camera to the factory sengs.

3.2 Enforcement
The recorder can capture pictures and record videos of violaon scenes.
3.2.1 Set Parameters
Set Enforcement Parameters
If you want to record videos or capture pictures of the violaon, you need to congure the
enforcement parameters.
Steps
1. Go to Menu → Enforcement → Man. Enforcement .

2. Check Capture Trac Violaon.
3. Select Record Channel.
4. Set Pre-Record and Post-Record.
Pre-Record
The me you set to record before the recording starts.
Post-Record
The me you set to record aer the recording stops.

Enable Trac
Violaon Type
Check it and select Trac Violaon Type. Then the recorded videos or
pictures will be marked with the congured trac violaon type. Or you
need to select trac violaon type aer recording.
Note
If trac violaon type is not enabled, pictures cannot be composed.
Enable Picture
Composion
Follow the steps to generate trac violaon pictures into one
composion picture.
a. Check Enable Picture Composion.
b. Select Set of Picture Composion.
c. Congure composion picture parameters.
d. Select OK.
Note
If you enable picture composion, when the captured pictures have
reached the set Number of Pictures, the enforcement will stop.
Text Overlay Follow the steps to overlay text on composion picture.
a. Select Set of Text Overlay.
b. Select the informaon to overlay on composion picture.
c. Select OK.
Driving
Direcon
Follow the steps to overlay driving direcon on composion picture.
a. Select Driving Direcon.
b. Select Set of Text Overlay.
c. Select Driving Direcon to overlay it on composion picture.
Note
Only when the recorder supports GPS and GPS posioning succeeds, can
driving direcon informaon be overlaid on composion picture.
6. Select OK.
Set Road Name
You can overlay the road name on the enforcement scene.
Before You Start
• Contact the technical support from our company to get the mobile enforcement system road
name tool.
• Create the road name le according to the user manual of mobile enforcement system road
name tool.

Steps
1. Copy the created road name le to the USB device, and insert the USB device to the recorder.
2. Go to Menu → Enforcement → Road Name .

3. Select Sengs to check the camera(s) to overlay the road name.
4. Select USB Device.
5. Select Conrm of Import by USB to import the road name le to the recorder.
6. Oponal: Check Auto Posioning of Road Name and enter GPS Accuracy.
The recorder can judge the current road name according to the preset GPS accuracy and overlay
the road name automacally.
7. Select OK.

Install a storage media and format it.
Steps
1. Enter live view mode.
2. Hold Record for 2 seconds.
3. Hold OK on the joysck for 2 seconds to start trac violaon recording.
4. Hold OK for 2 seconds to stop trac violaon recording.
