INTRODUCTION
Thank you for purchasing your new HLA Hydraulic Rotary Broom. Your Broom is designed primarily for road
construction cleanup, parking lot cleanup, etc. Other uses may be considered contrary to the intended use. This
product has been designed and manufactured to give you many years of dependable service. You or any other
person, who will be assembling, operating, maintaining or working with this product, are required to read and
completely understand the information and instructions contained in this manual. If anyone does not fully
understand every part of this manual, please obtain further assistance by contacting the dealer from which this
product was purchased or by contacting HLA at the telephone number or address listed on the previous page of
this manual. Keep this manual available for reference whenever this product is being handled or used. Provide this
manual to any new owners and/or operators.
This manual covers models: BRB72, BRB84 & BRB96.
GENERAL INFORMATION
The purpose of this manual is to assist you in safely assembling, mounting, operating and maintaining your Broom.
Read this manual carefully to obtain valuable information and instructions that will help you achieve safe and
dependable service. The illustrations and data used in this manual were current at the time of printing, but due to
possible engineering and/or production changes, this product may vary slightly in detail. HLA reserves the right to
redesign and/or change components as necessary without notification.
Throughout this manual, references may be made to:
Power Unit The engine-driven machine to which this product must be attached.
Right, Left, Front,
Rear Directions which are determined in relation to the operator of the equipment when seated in the
normal operating position.
IMPORTANT Precautions that must be followed to prevent damage to equipment.
NOTICE Precautions that must be followed to prevent substandard performance.

SAFETY
DEFINITION OF SAFETY TERMS AND SYMBOLS
Throughout this manual, the terms DANGER, WARNING and CAUTION are used to indicate the degree of hazard to
personnel if proper safety procedures are not followed. These words will be used in conjunction with the Safety Alert
Symbol: a dark triangle containing a white exclamation mark.
The safety information given in this manual does not replace any safety codes, insurance needs, federal, state and local
laws.
The Safety Alert Symbol means:

your dealer ask that YOU be that careful, responsible
equipment operator.
Pay attention to the job at hand. Do not let your mind
lose concentration on what you are doing. No accident
prevention program can be successful without the
wholehearted cooperation of the person who is directly
responsible for the operation of the equipment.
If accidents are to be prevented (and accidents can be
prevented), that prevention will come from equipment
operators who accept their complete responsibility and
anticipate the results of their actions.
The designer, the manufacturer, and the safety engineer
all help create a safe product, but their combined eorts
can be wiped out with a single careless act by the
operator of that product.
Do not attempt to operate this equipment under the
inuence of drugs or alcohol.
YOU ARE THE KEY TO SAFETY BECAUSE:
YOU are responsible for the SAFE operation and
maintenance of YOUR rotary broom.
YOU are responsible to familiarize yourself, and anyone
else who will assemble, operate, maintain, or work around
this product, with the safety information contained in this
manual.
YOU are responsible to read ALL information contained
in this manual to any operators or maintenance personnel
who are not fully able to read the written English language.
Whether YOU read the manual as written or translate it
into another language, YOU must make certain that all
operators and maintenance personnel have complete
understanding of the full and exact contents of this
manual.
YOU can reduce the risk of injury or death by following all
safety precautions and by using good safety practices.

SAFETY SIGN LOCATIONS
INSTRUCTIONS
Keep all safety signs clean and legible.
Replace all missing, illegible or damaged safety signs.
Replacement parts for parts with safety signs attached
must also have safety signs attached.
Safety signs are available free of charge from your
dealer or from HLA.
PLACEMENT OR REPLACEMENT OF SAFETY
SIGNS
1. Clean the area of application with non-flammable
solvent, then, wash the same area with soap and water.
2. Allow the surface to fully dry.
3. Remove the backing from the safety sign, exposing the
adhesive surface.
4. Apply the safety sign to the position shown in the
diagram above and smooth out any bubbles.

and of the power unit and the quick-attach to which this

this type of equipment.
•Is not under the influence of drugs or alcohol.
• Is carefully supervised from a safe distance, especially if
such person is inexperienced.
• Wears personal protective equipment (i.e. hardhat, safety
glasses, work gloves, protective shoes, respirator, ear
protection, etc.)
•Does not wear loose fitting clothes, loose or uncovered
hair or any accessories (jewelry, necktie, scarf, wrist
watch, etc.) that can catch and entangle on moving parts.
• Has annually reviewed all safety instructions.
•Know and follow good work practices when assembling,
mounting, maintaining, repairing, removing and storing this
product:
• Work on a level surface in a well lit area.
• Keep the area clean and dry.
• Use properly grounded electrical outlets and tools.
• Use the right tool for the job at hand.
• Make sure your tools are in good condition for performing
the desired function.
• When using tools, wear the protective equipment specified
by the tool manufacturer (i.e. hardhat, safety glasses,
work gloves, protective shoes, etc.).

• Before leaving the operator’s station or before beginning any
type of work on this product, lower this product to the
ground, apply your power unit’s parking brake, stop the
engine, remove the starter key, wait for all moving parts
to stop and then relieve all pressure in the hydraulic lines.
Refer to your power unit’s operator’s manual for instructions
on how to relieve hydraulic pressure in lines.
• Know your loader’s safe lifting and operating capacity and
the weight of this product. See the specifications in this
manual for the weight of this product and refer to your power
unit’s and loader’s operator’s manuals for safe operating
limits. Lift capacity may be reduced if using a quick-attach.
• Never allow anyone, except the operator, to be around the
power unit or this product when either is in motion.
• Do not start up unless others are clear of the work area.
• Do not allow riders on this product or the power unit.
• Do not stand or climb on this product when raised.
• Do not place any part of your body under any part of this
product unless this product is securely resting on adequate
blocking or on the ground.
• Do not use blocking made of concrete blocks, logs, buckets,
barrels or any other material that could suddenly collapse or
shift positions. Do not use wood or steel blocking that shows
any signs of material decay, and that is warped, twisted or
tapered.
Never operate controls from the ground. Operate the controls
only from the operator’s station.
Never leave equipment unattended with the engine running or
with this product raised on the loader.
Be aware of the added weight and width of this product. Reduce
travel speeds accordingly, especially when traveling over rough
ground.
Keep this product close to the ground and under control when
transporting.
When transporting, be sure broom does not block view of
vehicle lights or road.
WHEN YOUR POWER UNIT IS USED DURING ANY TYPE
OF ASSEMBLY, OPERATION, MAINTENANCE OR OTHER
WORK ON OR NEAR THIS PRODUCT:

•Hydraulic uid under pressure can penetrate the skin
and cause serious injury or death. Hydraulic leaks under
pressure may not be visible!
•If any uid penetrates the skin, GET IMMEDIATE MEDICAL
ATTENTION!!
• Wear safety glasses, protective clothing and use a sound
piece of cardboard or wood when searching for hydraulic
leaks. DO NOT USE YOUR HANDS.
• Before connecting or disconnecting hydraulic hoses, read
your tractor or power unit’s operator’s manual for detailed
instructions on connecting and disconnecting hydraulic
attachments.
•Make certain all parts meet the specications for this product
when installing or replacing hydraulic hoses or ttings.
• After connecting hydraulic lines:
• Slowly and carefully raise the loader and cycle the
rollback / dump cylinders to check hose clearances and
to check for any interference.
• Operate the hydraulics on this product to check hose
clearances and to check for any interference.
• Make certain the hoses cannot interfere with or actuate
the quick-attach mechanism.
• Make certain hoses will not be pinched, or get tangled,
in any equipment.
• Refer to your power unit’s operator’s manual and this
manual for procedures and intervals, then inspect and
maintain the entire hydraulic system to insure that the fluid
remains clean, that all devices function properly and that
there are no fluid leaks.
WHEN MOUNTING THIS PRODUCT TO YOUR POWER UNIT:
• Refer to the operator’s manuals of your power unit, your loader
and your quick-attach for special or detailed mounting
instructions.
•This product should fit onto the quick-attach or loader arms of
your power unit the same as the original products that were
designed by your loader / quick-attach manufacturer.
•If this product does not fit properly, contact HLA before
operating.
•Never place your finger into the mounting plate or 3-point hitch
or loader holes. A slight movement of the power unit or this
product could cause serious injury.

WHEN DEALING WITH HYDRAULICS DURING ANY TYPE
OF ASSEMBLY, OPERATION, MAINTENANCE OR OTHER
WORK ON OR NEAR THIS PRODUCT:
BEFORE EACH USE, THOROUGHLY INSPECT THIS
PRODUCT AND:
• Make certain all safety signs are in place and legible. Refer
to the safety sign page in this manual for the placement of
safety signs for this product.
• Replace all damaged or excessively worn parts and
hardware only with genuine HLA parts or with properly rated
fasteners, hydraulic hoses or ttings.
• Make certain all locking pins, latches and connection
devices are properly installed and secured.
• Make certain all protective guards, canopies, doors, etc. are
in place and secure.
•Make no modifications to your broom.
• When making repairs, use only genuine HLA parts or, for
fasteners, hydraulic hoses or hydraulic fittings, use only
properly rated parts.
• Replacement parts, for parts with safety signs attached,
must also have safety sign attached.

BROOM INSTALLATION & REMOVAL INSTRUCTIONS
INSTALLATION:
1. Place this product on a firm, level surface that is large enough to safely accommodate this product, your power unit and all
workers involved in the mounting process.
2. Enter the power unit.
3. Fasten safety restraints.
4. Start the engine.
5. Disengage the parking brake
6. Align the attachment mechanism with the mounting on the Broom Bucket, attach to power unit. Refer to the operator’s manual(s)
your power unit, loader and quick-attach and follow the mounting instructions contained therein.
7. Engage parking brake and shut down power unit. Be sure to relieve pressure to the auxiliary hydraulic lines.
8. Unfasten safety restraints and exit power unit.
9. Ensure hydraulic quick couplers are clean. Connect hydraulic lines for the Broom to power unit. Twist the collar of the quick
coupler one quarter of a turn in order to secure the hydraulics connections.
10. Attach the chains to a convenient location on the power unit’s loader arms, such as a cross bar or step, taking special
consideration if hydraulic tubes are located along the cross bar. DO NOT install chains in a location where hydraulic lines may
become damaged. Leave chains loose with equal slack on both.
CAUTION: Avoid equipment damage and personal injury. Chains must be ofequal length, and long enough to keep thesweeper level
during dumping. Short chains may cause the sweeper to tip back and damage the sweeper body
11. While the loader arms are lowered, visually inspect the Broom to ensure it is securely mounted.
12. Enter power unit, fasten safety restraints and start the power unit.
13. Carefully raise the loader arms and cycle the tilt cylinders to check clearances and to verify that all mounting procedures have
been successfully completed.
REMOVAL:
Reverse the instructions ABOVE.
➢Ensure hydraulic hose couplings do not fall in dirt and do not become damaged in storage.
BROOM ADJUSTMENTS
Hydraulic Broom
The broom rotation direction is controlled with the auxiliary hydraulics control switch on the power unit. Speed of
rotation is controlled by engine RPM.
NOTE: Broom rotation should always be away from the operator.

Brush Pattern
To check pattern:
1. Move Broom to a dusty flat surface.
2. Set power unit’s parking brake and leave the engine running.
3. Start the Broom at a slow speed; then lower it so bristle tips and castor wheel touch the ground. The heal of the
bucket should be approximately 1 inch off the ground. Run the Broom in a stationary position for 10-30 seconds.
4. Raise the Broom and back away; switch off Broom and engine, remove safety restraints and remove the key. The
brush pattern left in the dust should be 2-4 inches (50-133mm) wide, running the length of the Broom.
5. The castor wheel should just touch the surface, as it is only for leveling purposes.
6. If the brush pattern is not 2"- 4" wide the broom height needs to be adjusted. Remove front bolt from “Broom Mount
Plate” on both ends of broom. Move up or down to achieve proper height, and reinstall bolts.
7. Adjust the front and side flaps to contact the sweeping surface lightly and evenly.
BROOM HYDRAULIC CONNECTION
1. Disconnect the hydraulic hose quick couplers from one another and attach the quick couplers to your power unit as per the
instructions in your power unit’s operator’s manual.
2. Carefully raise the loader arm and cycle the tilt cylinders to check hose clearances and to check any interference.

WARNING
EXPOSURE TO RESPIRABLE CRYSTALLINESILICA ALONG WITH OTHER HAZARDOUS DUSTS MAY
CAUSE SERIOUS OR FATAL RESPIRATORY DISEASE.
Failure to obey the following procedure will result in death or serious injury.
•Use dust suppression, dust collection and personal protective equipment during operation of
Broom.
WARNING
Failure to obey the following procedures could result in death or serious injury.
Never lift this product:
•more than a few feet off the ground OR
•to a height where visibility is obstructed, whichever is lower.
WARNING
AVOID SERIOUS INJURY.
Check for objects that could harm the operators or others if thrown by the Broom.
Remove items before sweeping.
To increase or decrease brush speed, change the power unit's rpm. Use the LOWEST speed that will
complete the job. In general, half throttle provides plenty of engine speed. The front caster wheel feature
allows the broom to follow ground contours.
USAGE:
1. Clear area of all bystanders and engage Broom only from operator’s station.
2. Avoid sweeping toward people, buildings, vehicles or other objects that can be damaged by flying debris.
3. Lower the brush to the ground.
4. Increase power unit’s engine rpm to sweeping speed.
5. Travel forward at 5mph (8kph) or less. Vary brush, engine and travel speeds to match sweeping conditions.
6. During normal sweeping operation, a small pile of material is pushed along in front of the broom. To clean up this pile at the
end of the sweeping pass, throttle down the power unit, drop the bucket cutting edge to the grade surface, and change the
hydraulic flow (operating with broom rotation in reverse), and inch forward. This action (similar to that of a broom and dust
pan), will wisp the small pile of debris into the bucket.
7. Empty the bucket by raising the sweeper above the container, then dump using the power unit tilt controls.
OPERATING TIPS:
•Follow ALL safety precautions outlined in this manual.
•Operate the sweeper on flat, level surfaces only.
•DO NOT engage or disengage the brush at a high engine speed. This damages the sweeper and motor.
•DO NOT scrape with the bucket while sweeping. It is for collection and loading and will wear prematurely if it is used for
scraping. Never operate the sweeper with the bucket less than 1" from the ground.
Dirt & Gravel
➢To keep dust at a minimum, plan sweeping for days when it is overcast and humid or after it has rained. Also, sweep so
the wind blows at your back, not directly in your face.
➢Low brush speeds and moderate travel speeds work best for cleaning debris from hard surfaces. Brush speeds that are
too fast tend to raise dust because of the aggressive brush action.
Heavy Debris
➢Travel slowly –less then 5mph (8kph).
➢Sweep a path less than the full width of the Broom.
➢When stuck-on material is encountered that cannot be removed by the rotating brush alone, the operator may simply back
over the material and lower the bucket edge to the ground and scrape the material loose.

BROOM STORAGE
The following storage procedure will assist you to keep your Broom in top condition.
NOTICE DO NOT STORE BROOM WITH WEIGHT ON THE BRUSH. Weight will deform the bristles,
destroying the sweeping effectiveness. To avoid this problem, place the Broom on blocks or optional
stands.
The polypropylene bristles will deteriorate in sun, high heat or flame. Do not store in direct sunlight for
any extended period of time.
STORAGE:
1. Clean Broom thoroughly; removing all mud, dirt and grease.
2. Inspect for visible signs of wear, breakage or damage. Order any parts required and make necessary repairs, to avoid delays
when starting next season.
3. Tighten all loose nuts, cap screws and hydraulic connections.
4. Lubricate grease fittings.
5. Connect hydraulic couplers together, or install covers, to protect hydraulic system from contaminates.
6. Retouch all unpainted and exposed areas with paint to prevent rust.
7. Replace decals, if damaged or are illegible.
8. Store Broom in a dry, protected place, with a cover, if possible. Leaving attachment outside will materially shorten its life.
REMOVING FROM STORAGE:
1. Remove all protective coverings.
2. Check hydraulic hoses for deterioration and replace if necessary.

BROOM MAINTENANCE
Regular maintenance is the key to long equipment life and safe operation. It is very important that these
maintenance functions be performed as described below.
BEFORE FIRST USE
•Inspect the attachment for shipping damage. If damage does exist, do not operate until the damaged parts have been
replaced or repaired.
BEFORE EACH USE
•Ensure all nuts and bolts are in place and properly tightened.
•Ensure all other fasteners are in place and are performing their specified function.
•Ensure all hydraulic fittings are tightened and there are no leaks in any fittings or hoses.
•Ensure all safety signs are in place, are clean and are legible.
SEE THE SAFETY SIGN SECTION (page 6)
•Replace any damaged parts and excessively worn parts.
•Check sweep pattern.
AFTER EVERY 8 HOURS OF OPERATION
•Check brush pattern; adjust as necessary.
•Check drive shaft. Lubricate universal joints with high quality grease. Tighten universal joint set screws.
MONTHLY OR AFTER EVERY 40 HOURS OF OPERATION
•Check bearings for tightness. Tighten or replace as needed.
•Grease all (3) lubrication points. Each grease point is identified with a label like the one shown below.

BROOM SERVICE
•Repair or adjust the Broom in a safe area, away from traffic and other hazards.
•Shut off engine, set parking brake and relieve hydraulic pressure before connecting or disconnecting hydraulic lines. Refer
to your power unit’s manual for instruction on how to relieve hydraulic pressure in lines.
•Before applying pressure to the system, be sure that all connections are tight and be sure there are no damaged hoses,
lines or fittings.
•Wear safety glasses and use metal or wood when searching for leaks. Do not use your hands.
Steam-clean the power unit before any installation is made to the hydraulic system. Remove any attachment from the power unit
and position on a level surface.
TO REPLACE BRISTLES
Wear heavy leather gloves (wire bristles are sharp and will puncture skin).
1. Set the Broom on low blocks or stands. Block the brush core separately.
2. Remove the end cap bolts and remove cover. (Keep all bolts for later reinstallation).
3. Remove bolts which hold motor pot.
4. Motor should slide straight out. The drive plate is not fastened to the rotor and should slide out with the motor.
5. Repeat at other end.
6. Move rotor away from Broom and undo 6 bolts holding end cap on the rotor.
7. Slide old bristles off core. (May need to set rotor on end weight or tie down to the floor and use a hoist to pull bristles off
one row at a time). Take care not to damage the core.
8. To reassemble: slide new bristles on frame. Note: locate drive pins on each side of rotor flat bar. Orient waves on bristle
core so the high sides come together. Bristles alternate, one poly and one steel.
9. Reinstall end plate with the six bolts and tighten.
10. Check drive plates on motor. They should be pushed all the way back on the motor shaft. (They are not set screwed on the
motor shaft)
11. Align the rotor on the sweeper frame and insert motor with the drive plates. Drive pins should enter drive holes in the rotor.
Start the pot mount bolts –do not tighten at this point.
12. Repeat step #11 on other end.
13. Tighten bolt at this time.
14. Replace end cover and bolt securely.
WARNING
Hydraulic fluid under pressure can penetrate skin, resulting in serious injury or death.
Always relieve hydraulic pressure before disconnecting lines.
WARNING
Before servicing the loader, remove the attachment and make certain the lift arms are lowered to their
lowest position or that the arms are supported by the mechanical lock up devices (if the machine is so
equipped).

Check tightness of bolts periodically, replace hardware with the same strength bolt.

This new and unused product is warranted by Horst Welding, to be free from defects in material and workmanship under normal
use and regular service as described in the owner’s manual, for a period of 1 year from the date of delivery, and a commercial
period of 2 years for HLA Snow 3000, 4000, 5000 and 6000 series blades from the date of delivery. Warranty is limited to the repair
of the product and / or replacement of parts.
Customer: If issues develop within the warranty period with the product, contact the local dealer from which you purchased the
unit. Only Horst authorized dealers may make repairs to the product or aect the replacement of defective parts, unless otherwise
approved by Horst.
Distributor / Dealer: must notify Horst Welding of the defect before repair / replacement is made. Recommended repairs / re-
placement and cost are to be discussed with, and agreed on, by an authorized Horst Welding representative. All claims must be
accompanied by a photograph of the defective product.
Defective products may be required to be returned to Horst Welding in Listowel, Ontario at the request of Horst Welding. Repairs
/ Replacement will be done at no charge to the customer within a reasonable time after the receipt of the product.
This warranty does not cover the following items:
1. Normal replacement of service items.
2. Normal maintenance or adjustments.
3. Machines or parts lost or damaged during shipment,
4. Accessory items / parts not supplied by Horst Welding
5. Damages resulting from:
misuse, negligence, accident, theft or re
use of improper or insucient fuel, uids or lubricants
use of after market parts or accessories, unless approved by Horst Welding
modications, alteration, tampering or improper repair
any device or accessories installed other than an authorized dealer.
using incorrect supplies or supplies not specied in the owners manual.
Horst shall not, in any event, be liable for any losses, damages or costs; to include prots, travel, transportation, pick up, delivery,
towing cost, tow vehicle, loss of use, whether special, incidental, consequential or otherwise, in any way. Unit or parts are returned
at the customer’s expense.
There are no warranties, expressed or implied, other than those specied herein. No agent, employee or other person has any
authority to vary any of the foregoing provisions.
