Safety and Regulatory Information
General information
The E8718A Radar Target Simulator (RTS) is provided with a protective earth
terminal. The protective features of the E8718A may be impaired if it is used in a
manner not specified in the operating instructions.
Environmental Conditions
The E8718A is designed for indoor use only. The table below shows the general
environmental requirements for the E8718A.
WARNING
DO NOT OPERATE IN AN EXPLOSIVE ATMOSPHERE. Do not operate the
E8718A in the presence of flammable gases or flames.
WARNING
The protection provided by the E8718A may be impaired if the E8718A is
used in a manner not specified by Keysight.

Before applying power
Verify that the E8718A is set to match the available line voltage and ensure all
safety precautions are taken. Take note of the external markings on the E8718A as
described in “Safety Symbols” on page 6 and “Regulatory Markings” on page 7.
Ground the system
To minimize shock hazard, the E8718A cover must be connected to an electrical
protective earth ground. The E8718A must be connected to the ac power mains
through a grounded power cable, with the ground wire firmly connected to an
electrical ground (safety ground) at the power outlet. Any interruption of the
protective (grounding) conductor or disconnection of the protective earth terminal
will cause a potential shock hazard that could result in personal injury.
Fuses
Use only fuses with the required rated current, voltage, and specified type (normal
blow, time delay). Do not use repaired fuses or short-circuited fuse holders to
avoid any shock or fire hazard.
NOTE
Mains supply voltage fluctuations are not to exceed 10% of the nominal supply
voltage.
WARNING
In order to avoid any electrical hazard, all system internal fuses must be
replaced by trained and qualified personnel.

Operator safety information
Cables and connectors are considered inaccessible if a tool (e.g., screwdriver,
wrench, socket, etc.) or a key (equipment in a locked cabinet) is required to gain
access to a conductive surface connected to any cable conductor (High, Low, or
Guard).
Verify there are multiple and sufficient protective means (rated for the voltages
you are applying) to ensure the operator will NOT come into contact with any
energized conductor even if one of the protective means fails to work as intended.
For example, the inner side of a case, cabinet, door cover, or panel can be covered
with an insulating material as well as routing the test cables to the front panel
connectors of the module through a non-conductive, flexible conduit such as that
used in electrical power distribution.
The E8718A is equipped with laser module for device under test alignment
purpose. Do not stare at the laser while operating it. Switch off the laser when not
in use.
WARNING
Module connectors and test signal cables connected to them cannot be
operator-accessible.
WARNING
Ensure the equipment-under-test has adequate insulation between the
cable connections and any operator-accessible parts (doors, covers, panel
shields, cases, cabinets, etc.)
WARNING
In order to avoid eye damage, do not stare at the laser.
CAUTION
CLEAN WITH SLIGHTLY DAMPENED CLOTH
Clean the outside of the instrument with a soft, lint-free, slightly dampened
cloth. Do not use detergent, volatile liquids, or chemical solvents.

This chapter describes the ESD precaution along with the steps to inspect and
verify the contents of the E8718A.

Electrostatic Discharge (ESD) Precaution
Electrostatic discharge (ESD) can damage or destroy electronic components. All
work on electronic assemblies should be performed at a static-safe work station.
The following figure shows an example of a static-safe work station using two
types of ESD protection.
CAUTION
The E8718A is shipped in materials which prevent damage from static. The
instrument should only be removed from the packaging in an anti-static area
after ensuring that correct anti-static precautions are taken. Store all
instrument in anti-static envelopes when not in use.

The following ESD symbol indicates areas where ESD caution must be exercised
to prevent test disruption and damage to the E8718A.

Purchase acceptable ESD accessories from your local supplier.
– Conductive table-mat and wrist-strap combination.
– Conductive floor-mat and heel-strap combination.
Both types, when used together, provide a significant level of ESD protection. Of
the two, only the table-mat and wrist-strap combination provides adequate ESD
protection when used alone. To ensure user safety, the static-safe accessories
must provide at least 1 Ωof isolation from ground.
WARNING
These techniques for a static-safe work station should not be used when
working on circuitry with a voltage potential greater than 500 V.

Inspect the Instrument for Damage
After unpacking the E8718A, carefully inspect the unit for any shipping damage.
Report any damage to the shipping agent immediately, as such damage is not
covered by the warranty. The warranty also does not cover:
– Damage from contamination
– Normal wear and tear of mechanical components
– Manuals or fuses

Return the Instrument for Service
Should it become necessary to return the E8718A for repair or service, follow the
steps below:
1Review the warranty information shipped with your product.
2Contact Keysight to obtain a Return Material Authorization (RMA) and return
address. If you need assistance finding Keysight's contact information, go to
www.keysight.com/find/assist (worldwide contact information for repair and
service) or refer to the Support information on the product Web page at
www.keysight.com/find/rts.
3Write the following information on a tag and attach it to the malfunctioning
equipment.
– Name and address of owner. A P.O. box is not acceptable as a return
address.
– Product model number (for example, E8718A).
– Product serial number (for example, MYXXXXXXXX). The serial number
label is located on the side panel of the instrument. The serial number can
also be read from the Soft Front Panel interface, but only after the software
is installed.
– Description of failure or service required.
4Carefully pack the instrument in its original ESD bag and packing carton. If the
original carton is not available, use bubble wrap or packing peanuts and place
the instrument in a sealed container and mark the container "FRAGILE".
5On the shipping label, write "ATTENTION REPAIR DEPARTMENT" and the RMA
number.
NOTE
If any correspondence is required, refer to the product by its serial number and
model number.
