The MSTweb data management centre is the successor product to the
MST-NT. The main innovation is the way in which the various data acquisition
centres are networked, which makes for considerable time and cost savings and
eliminates errors.
Another major innovation is that the software is installed centrally, and not
with the operator, which means the operator is able to make full use of the
provider’s services. It also means that he can work via the internet/intranet,
regardless of his location and operating system.
MUTATION PROCEDURE
The data management leader (person within the organisation responsible
for mutations) sends a mutation order using the easy-to-operate user interface
placed at his disposal (via the internet).
The order appears in a basket at the centralised data management centre.
The operator at the centralised data management centre is able to verify, accept
or reject the mutation order.
In the case of an *SMT switch mutation the connection type is checked
automatically when the phone number is entered. The SMT sub-switching centre
assigned to the phone number is displayed automatically.
The responses are implemented with both the data management centre
and the data management leader having the possibility at any time to view the
current status of the mobilisations.

SYSTEM STRUCTURE
MSTweb is based on Ascoms openTAS software platform.
The application logic of MSTweb is installed on Swisscom’s ES
Portal. (1)
Basically MSTweb differentiates between two clients with
different rights:
• Data management leader (2):
The client for the person within the organisation responsible
for mutations, with authorisation for his own organisation.
•Datamanagementcentre(3):
The client for the person responsible for mutations on the
installation (e.g. cantonal installation), with authorisation for
his own installation.
All accesses are secure and data transmission is encoded.
Interfaces:
•Interface to Terco for queries concerning the connection type
and assignment to SMT sub-switching centres of the phone
number to be switched.
•Option:A defined interface is made available as a web
service for the data management leader so that third-party
HR management programs (e.g. WinFAP) can assume the
function of the data management leader via a defined web
interface.

SCOPE OF FUNCTIONS
Data management leader
Data management leaders responsible for the acquisition
of their organisational units do so via the internet.
The data management leader is able to view the current
status of his organisational units at any time. He can print out
his own command documents, which means he no longer has to
request them from the centralised data management centre.
Data management centre
The data management centre, which is responsible for the
acquisition and management of contingency plans, operations
plans, contingency codes, etc., detects new mutation orders and
is able to verify and activate them accordingly, or reject them
where necessary. It means it no longer has to re-enter the data
itself, which in turn eliminates time-consuming queries.
Online access to the Swisscom Terco System is available for
*SMT (see explanation on page 1) switching orders. This system
is used to check whether the phone number to be switched is an
analogue connection and, if so, to which SMT sub-switching
centre the call number is assigned.
Additional functions such as archiving and statistics
functions provide the basis for accounting and billing.
