UNPACKING
When unpacking, make sure that the item is intact and undamaged.
If any parts are missing or broken, please call Harbor Freight Tools at
the number shown on the cover of this manual as soon as possible.
OPERATION
Your Cable Winch Puller is designed to be used for dead loads ONLY.
Do not use your Cable Puller for any type of lifting operation.
Inspect the CABLE (9) along its full length for any frays, kinks or damage.1.
Identify the Anchor Point and Load that you will connect your Cable Puller to.2.
Make sure the Anchor Point and Load are within approximately 5’ of each other.
Do not wrap CABLE around the Anchor Point and hook it back on itself.•
Do not operate with CABLE completely unwrapped from the RATCHET (5).•
The RATCHET must have at least 5 full turns of CABLE around Drum at all times.
Connect the Anchor HOOK (1) to the Anchor Point. Make sure the Safety Latch3.
of the Anchor HOOK closes completely after it is attached to the Anchor Point.
Squeeze the STOP PAWL TRIGGER (4) as shown in Figure 1 above.4.
This will allow you to pull the cable out to reach the load.
Release the STOP PAWL.
Connect the LOAD HOOK (12) to the load you will be pulling.5.
Read the following before proceeding to step 6:

Make sure that load is rated within cable puller capacity.•
Make sure Safety Latch on LOAD HOOK closes completely when you•
attach it to the load.

Do not pull the CABLE over or around a corner when connected to a load.•
Do not use an extension, or cheater bar, to lengthen the HANDLE for additional•
leverage.
Swing the HANDLE (10) to the Load Hook Side of the Cable Puller6.

To engage the drive, slide the spring hook to the down position and the Drive Pawl7.
(6) will engage the Ratchet (5) as shown in Figure 3. Begin pulling the HANDLE
toward the Anchor side of the Cable Puller. This will pull the Load.
When loosening the cable, slide the spring to the up position.
Swing handle back and forth until the load has been pulled to the desired position.8.
Secure the load so it will not move when you release the tension on the CABLE.9.
To release the CABLE tension, swing the HANDLE (10) to the Load Hook Side as10.
shown in Figure 2. Slide the spring hook to the UP position. Swing the handle to the
Anchor Hook side and force the spring loaded STOP PAWL pin down, then slowly
raise the handle. This action will allow the cable drum to back off by one cam step.
Repeat this action, as needed, until the tension on the cable eases. Now pull on the
STOP PAWL TRIGGER to release it from the cam and gently pull back on the tool
to get cable slack and free it from the load.
To prevent entangling of the wire rope onto the drum, with the Load Hook (12) still11.
attached to the load, push the spring into its “Down” position. Hold the Anchor hook
in one hand and while gently pulling against the load, swing the Handle (10) back
and forth to rewind the cable. CAUTION: Do not rewind the cable to its end.
Store the Cable Puller in a retracted position and in a safe and dry place.12.
Routinely check the CABLE (9) for frays, kinks or damage. Replace the CABLE before
further use. Do not use your Cable Puller if it has a damaged CABLE.
Routinely check the free movement of the STOP PAWL TRIGGER (4), DRIVE PAWL (6),
LOAD HOOK (12) and HOOK (1). Lubricate the Cable Puller
at the points shown in Figure 4 below.
