You will need the manual for the safety warnings and precautions, assembly instructions,
operating and maintenance procedures, parts list and diagram. Keep your invoice with this
manual. Write the invoice number on the inside of the front cover. Keep the manual and
invoice in a safe and dry place for future reference.
Safety Warnings and Precautions
WARNING: When using tool, basic safety precautions should always be followed to
reduce the risk of personal injury and damage to equipment.
Read all instructions before using this tool!
1. Keep work area clean. Cluttered areas invite injuries.
2. Observe work area conditions. Don’t expose to rain. Keep work area well lighted.
Do not use electrically powered tools in the presence of flammable gases or liquids.
Be alert to potential electrical shock hazards when working with water and wet
surfaces; always connect power cord to an GFCI electrical outlet and use water proof
UL approved extension cords.
3. Keep children away. Children must never be allowed in the work area. Do not let
them handle machines, tools, or extension cords.
4. Store idle equipment. When not in use, tools must be stored in a dry location to
inhibit rust. Always lock up tools and keep out of reach of children.
5. Use the right tool for the job. Do not attempt to force a small tool or attachment to
do the work of a larger industrial tool. There are certain applications for which this tool
was designed. It will do the job better and more safely at the rate for which it was
intended. Do not modify this tool and do not use this tool for a purpose for which it
was not intended.
6. Dress properly. Do not wear loose clothing or jewelry as they can be caught in
moving parts. Protective, electrically non-conductive clothes and non-skid footwear
are recommended when working. Wear restrictive hair covering to contain long hair.

7. Use eye and ear protection. Always wear ANSI approved impact safety goggles.
Wear an ANSI approved dust mask or respirator when working around metal, wood,
and chemical dusts and mists.
8. Do not overreach. Keep proper footing and balance at all times. Do not reach over or
across running machines.
9. Maintain tools with care. Keep tools sharp and clean for better and safer
performance. Follow instructions for lubricating and changing accessories. Inspect
tool cords periodically and, if damaged, have them repaired by an authorized
technician. The handles must be kept clean, dry, and free from oil and grease at all
times.
10. Disconnect power. Unplug tool when not in use.
11. Remove adjusting keys and wrenches. Check that keys and adjusting wrenches
are removed from the tool or machine work surface before plugging it in.
12. Avoid unintentional starting. Be sure the switch is in the Off position when not in
use and before plugging in.
13. Stay alert. Watch what you are doing, use common sense. Do not operate any tool
when you are tired.
14. Check for damaged parts. Before using any tool, any part that appears damaged
should be carefully checked to determine that it will operate properly and perform its
intended function. Check for alignment and binding of moving parts; any broken parts
or mounting fixtures; and any other condition that may affect proper operation. Any
part that is damaged should be properly repaired or replaced by a qualified
technician. Do not use the tool if any switch does not turn On and Off properly.
15. Guard against electric shock. Prevent body contact with grounded surfaces such
as pipes, radiators, ranges, and refrigerator enclosures.
16. Replacement parts and accessories. When servicing, use only identical
replacement parts. Use of any other parts will void the warranty. Only use accessories
intended for use with this tool. Approved accessories are available from Harbor
Freight Tools.
17. Do not operate tool if under the influence of alcohol or drugs. Read warning
labels on prescriptions to determine if your judgment or reflexes are impaired while
taking drugs. If there is any doubt, do not operate the tool.
18. Use proper size and type extension cord. If an extension cord is required, it must
be of the proper size and type to supply the correct current to the tool without heating
up. Otherwise, the extension cord could melt and catch fire, or cause electrical
damage to the tool. This tool requires use of an extension cord of 0 to 10 amps
capability (up to 50 feet), with wire size rated at 18 AWG. Longer extension cords
require larger size wire. If you are using the tool outdoors, use an extension cord rated
for outdoor use. (signified by “WA” on the jacket).

19. Maintenance. For your safety, service and maintenance should be performed
regularly by a qualified technician.
20. Pacemaker safety warning. People with pacemakers should consult with their
physician(s) before using this product; operation of equipment in close proximity to a
heart pacemaker could cause interference or failure of the pacemaker.
Note: Performance of this tool may vary depending on variations in local line voltage. Exten-
sion cord usage may also affect tool performance.
Warning: The warnings, cautions, and instructions discussed in this instruction manual
cannot cover all possible conditions and situations that may occur. It must be under-
stood by the operator that common sense and caution are factors which cannot be
built into this product, but must be supplied by the operator.
Additional Safety Precautions for Cement Mixers
1. Never leave the Cement Mixer unattended while running. Turn power off if you have to
leave the mixer.
2. Before each use, check all nuts, bolts, and screws for tightness. Vibration during
mixing may cause these to loosen.
3. Avoid accidental tipping of the Cement Mixer by using it on a flat and stable surface.
4. Remove any tools from inside the mixing drum before turning the Cement Mixer on.
5. Keep extension cord off the ground and away from water.
6. Never place your hands in the mixing drum during operation.
7. Keep a three foot clean area around the Cement Mixer.
8. Always connect the Line Cord to a GFIC protected electrical outlet.
Unpacking
When unpacking, check to make sure that all the parts are included. Refer to the Parts List
and Assembly Drawing at the end of this manual. If any parts are missing or broken, please
call Harbor Freight Tools at the number on the cover of this manual as soon as possible.
Assembly
1. Attach the Support Bracket (27) to the Stand Bracket (26) using Hex. Bolt (8) and
Spring Washer (6). See photo A on the next page. Tighten Securely.
2. Attach the Axle Bracket (28) to the Stand Bracket (26) using Hex. Bolt (19) and Spring
Washer (6). See photo B on the next page. Tighten Securely.
3. Place each Wheel (30) on the Axle Bracket (28) axle and secure by snapping in the
Set Washer (23) over the axle.

4. Set the Lower Drum (9) assembly shafts into the Stand Bracket (26), and attach with
Hex. Bolt (25), Set Washer (21), and Hex. Nut (7). Tighten securely. See photo C.
5. Attach the Drum Adjusting Plate (18) to the Pivot Bracket (17) using Hex. Bolt (19),
Spring Washer (6), and Hex. Nut (7). Tighten securely. See photo D.
6. With the Spring in the bottom of the Adjusting Handle (24), place the locking teeth of
the handle into the top Drum Adjusting Plate (18) notches. Press down until the
Adjusting Handle bracket holes align with the Support Arm (15) holes (It may be
necessary to move the Lower Drum (9). Insert Set Washer (21) and Hex. Bolt (20).
Secure the bolt end with Hex. Nut. (7), only enough to secure it, but allow in-out
movement of the Adjusting Handle. See photo D.
7. Mount the Motor Mount Plate (32) and Motor (33) to the Axle Bracket using Hex. Bolts
(31), Set Washers (21), and Hex. Nuts (22). Tighten Securely. See Assembly Drawing.

8. Attach the Motor Cover (34) to the Motor Mount Plate (32) using Hex. Bolts (35). See
photo E and Assembly Drawing.
9. Attach the Inner Belt Cover (41) to the Pivot Bracket (17) using Hex. Bolt (19), Set
Washer (5), Spring Washer (6), and Hex. Bolt (7). See photo F.
10. Attach the (lower) Inner Belt Cover (41) to the Motor Cover using Hex. Bolt (19), Set
Washer (5), Spring Washer (6), and Hex. Nut (7). Hand tighten. See photo E.
11. Push the Pulley (47) onto the motor shaft. Line up the key slots. See photo E.
Leave a distance of about 3/8 inch between the ball bearing and the Pulley Hub. This
will allow the set screw to properly engage the key. Tap the key into the key slot, then
tighten the set screw.
12. Route the Line Cord end connectors and the motor cord connectors through the hole
in the Inner Belt Cover, up to the Switch (40). See photo E.
Caution: Before making connections to the Switch, verify that the Power Cord is not
connected to an electrical outlet.
13. Plug the Motor line cord connectors into the top tabs of the Switch (white-left; black-
right). Plug the Line Cord connectors into the bottom tabs of the Switch (40).
14. On the Shaft (37), remove the tape and Key (38). Push the Drive Pulley (42) onto the
shaft. Line up the key slots. See photo E.
Leave a distance of about 3/8 inch between the ball bearing and the Pulley Hub. This
will allow the set screw to properly engage the key. Tap the key into the key slot, then
tighten the set screw.
15. Place the Belt (44) onto the Drive pulley (42), then the motor Pulley (47).
16. Since the Motor mount is loose, move the Motor to align both pulleys, eliminating
excess wear on the Belt.

17. Plug the Cement Mixer Power Cord into an electrical outlet, and turn the Switch on.
Allow the Cement Mixer to operate dry for a few minutes. This should help align the
Motor Pulley and Drive Pulley.
18. Unplug the Power Cord from the electrical outlet.
19. Tighten all Motor mount and Inner Belt Cover nuts and bolts.
20. Place the Outer Belt Cover (45) onto the Inner Belt Cover (41) and secure with the
knob Screw (46).
21. Glue the Drum Seal (48) to the mating surfaces of the Upper Drum (3) and the Lower
Drum (9).
Place enough glue to cover the Drum Seal surface on each Drum. Press the Drum
Seal over the glue. Do not cover the Drum holes with glue. Make a complete circle on
each Drum. Allow 40 minutes for the glue to dry. Cut off excess Drum Seal with a
razor blade. Using a sharp object, punch holes through the Drum Seal where the
mounting holes are located.
22. Raise the Upper Drum (3) and place it on the Lower Drum (9), aligning the mounting
holes. Using Hex. Bolts (2), Spring Washers (6), and Hex. Nuts (7), securely mount
the Upper Drum to the Lower Drum.
Note: Before doing this, make sure that the Mixer Blade (1) mounting holes on the
Upper and Lower Drum are aligned over each other. If they are not, rotate the Upper
Drum.
23. Place the Mixer Blades (1) in the Drum so that the bend in the middle of the blade is
pointing in a clockwise direction. Place the Hex. Bolt (2) through the lower Mixer Blade
hole, and through the Lower Drum. On the outside of the Drum, use a Pater Washer
(4), Set Washer (5), Spring Washer (6), and Hex. Nut (7). Do this with the Mixer Blade
upper mounting hole. Repeat this step for the other two Mixer Blades. See photo G.

Operation
1. Place the Cement Mixer on a solid, even surface.
2. Connect the Power Cord to an GFCI electrical outlet (or properly rated extension
cord) with a third, ground prong.
3. Add material to the Drum.
Typical quantities include: 1 gallon water, 1.5 shovels cement, 7 shovels aggregate
rock using a size 3 shovel. Run mixer until all dry materials are liquified.
Warning: Do not attempt to move the Cement Mixer when it is full and in operation. Per-
sonal injury could occur.
4. Adjust the Drum angle by pulling out on the Adjusting Handle (24), disengaging the
locking pins, and push on Handle until the desired angle is reached. Re-engage the
locking pins.
5. Push the Switch (40) to the (I) or On position.
6. Filling and emptying the Drum is best done with the Drum rotating.
Caution: Never leave the Cement Mixer running while unattended. Do not turn Mixer Off
while full of cement.
7. When finished, flip the Switch to the (O) or Off position, and disconnect the Power
Cord.
8. Turn the Drum angle as far down as possible to drain all fluids from Drum.
Maintenance
1. After use, immediately wash out all debris from the inside and outside of the Cement
Mixer. Make sure the Power Cord is disconnected.
2. Do not apply water in or around the Motor Base Cover.
3. Retighten belt after the first 25 hours of use. The belt should be able to be pressed in
no more that 1/4 inch to indicate correct tension.
4. Add several drops of a light oil to the Pivot Brackets oil hole (at top) during each use,
as the Drum is turning.
5. Periodically recheck all nuts, bolts, and screws for tightness.
