FOREWORD
Ships, training activities, supply points, depots, Naval Shipyards and Supervisors of
Shipbuilding are requested to arrange for the maximum practical use and evaluation of
NAVSEA technical manuals. All errors, omissions, discrepancies, and suggestions for
improvement to NAVSEA technical manuals shall be reported to the Naval Surface
Warfare Center (NAVSURFWARCEN) Port Hueneme Division (Naval Sea Data
Support Activity (NSDSA)) via the generation of a Technical Manual
Deficiency/Evaluation Report (TMDER).
The most expedient and preferred method of TMDER submission for unclassified
technical manuals is via the NSDSA web site (https://nsdsa.nmci.navy.mil) utilizing the
Generate TMDER selection option and the instructions provided.
Unclassified TMDERs may also be submitted via the Technical Data Management
Information System (TDMIS) database (https://mercury.tdmis.navy.mil) for users with a
TDMIS account.
TMDERs may also be submitted via hardcopy on Form NAVSEA 4160/1. This form is
located in the back of most unclassified technical manuals or can be obtained from the
NSDSA web site under TMMP, Reference Documents, Forms. The completed hardcopy
Form NAVSEA 4160/1, and any accompanying attachments, can be submitted to
NSDSA by mail or FAX.
