Foreword
This Manual is a very important tool and shall
be kept with the equipment all the time.
The purpose of this Manual is to provide the
necessary safety notices and operational
procedures for the owner, user, operator, lessor
and lessee to ensure the safety and proper
operation of the equipment within the range of
application.
Because of the continuous improvement of
products of Hunan Sinoboom Intelligent
Equipment Co.，Ltd, the necessary changes to
the technical specifications will be made at
any time without further notice. For
information about the update, please contact
Hunan Sinoboom Intelligent Equipment Co.，
Ltd.
Safety alert symbol and safetysigns
This is the safety alert symbol—used to alert
you to potential personal injury hazard. Obey
all safety messages that follow the symbol to
avoid possible personal injury or death.
It indicates a currently existing hazardous
situation which, if not avoided, will lead to
serious personal injury and death. This
kind of sign uses red color as the
background.
It indicates a potentially hazardous
situation which, if not avoided, could lead
to serious personal injury and death. This

Chapter 1 Safety Precautions
1.1 Overview
This chapter introduces the precautions
necessary for the safe operation and
maintenance of the equipment. In order to use
the equipment correctly, it is necessary to
establish a routine maintenance plan according
to the contents of this Manual. In addition, the
information contained in this Manual and the
Service Manual must be used by qualified
personnel to develop and implement the
maintenance plan so that the equipment can be
operated safely.
Before independently operating the equipment,
the owner/user/operator/lessor/lessee of the
equipment should read this Manual, go
through the training, and complete various
kinds of operations of the equipment under the
supervision of an experienced and qualified
operator.
Should you have any questions regarding
safety, training, inspection, maintenance,
application and operation, please contact
SINOBOOM.
Failure to follow the safety precautions
listed in this Manual may result in
equipment damages, property damages and
personal injuries or deaths.
1.2 Pre-operation preparation
Operator Training and Knowledge
Before operating the equipment, the
operator shall read and understand the
contents of this Manual.
Upon completion of the training provided
by the authorized personnel, the
equipment can be operated.
Only authorized personnel can operate
the equipment.
All the "Danger", "Warning" and
"Notice" signs and their operation
instructions indicated on the equipment
and the manual must be read, understood
and followed.
The equipment shall be used within the
application range specified by
SINOBOOM.
All operators must be familiar with the
equipment emergency control unit and
emergency operation method specified in
this Manual.
Read, understand and comply with all
applicable laws and regulations relating
to the operation of the equipment from all
employers, local authorities and
government.
Workplace Inspection
Before operating the equipment, the
operator shall take safety measures so as
to avoid all dangers that may occur in the
workplace.
When the operating platform is located
on the truck, trailer, rail car, floating boat,
scaffolding or other equipment, the
platform cannot be operated or lifted
without the written permission of
SINOBOOM.

The equipment cannot be operated in
hazardous situation unless it is permitted
by SINOBOOM.
Ensure that the ground condition can bear
the maximum load indicated on the
equipment label.
Equipment Inspection
Prior to the operation of the equipment, it
is necessary to carry out inspection and
functional testing. Please refer to the
detailed description in the second chapter
of this Manual.
Unless the repair and maintenance work
are completed according to the provisions
in the Service Manual, the equipment
cannot be operated.
Ensure that the foot switch and all other
safety devices are working properly.
Alteration of these devices will violate
the safety regulations.
Only after obtaining the written permission
from the manufacturer can the working
platform be altered or modified.
Do not operate any equipment without
safety or operating signs or labels.
Avoid any debris being piled up on the
floor of work platform. Do not leave the
sludge, oil stain, lubricating grease and
other slippery materials inside the work
shoes and on the floor of work platform.
1.3 Operation
General
Do not use the equipment for any other
purposes other than transporting
personnel and tools as necessary.
Do not operate equipment which cannot
work properly. If a fault occurs, the
equipment must be shut down.
Do not forcibly pull the control switch or
the operating handle over the neutral gear,
directly to the opposite direction. Before
the switch is shifted to other function,
switch to the neutral position or turn off
the machine. Operate the control handle
with gentle and uniform force.
The hydraulic cylinder cannot be kept in
a fully extended state before shutdown or
nonuse for a long time.
Unless the situation is urgent, if there is
someone on the work platform, the
personnel cannot adjust or operate the
equipment from the ground.
Do not transport items directly on the
rails of work platform. Please contact
SINOBOOM for the approved materials
to ship accessories.
When there are two or more personnel on
the work platform, the operator must be
responsible for all the operations of the
equipment.
Ensure that the power tool has been
correctly stored at any time. Do not use
the cord to hang the power tool within
the reach of the work platform ;
Without the approval of SINOBOOM,
the consumables or tools cannot be
extended outside of the work platform.
When the equipment is travelling, the
basic boom and the folding boom shall be
placed at the top of the rear fixed
outriggers along the forward direction.
Note that if the boom is at the top of the
front fixed outriggers, the steering and
driving directions will be reversed.
Do not free the equipment that is stuck or
unable to move by pushing, pulling, or
using boom function. The equipment can
only be pulled from the binding lug on
the chassis.

Do not press the boom or work platform
against any building to stabilize the work
platform or support the building.
Before leaving the equipment, retract the
boom group and cut off all power supply.
Fall Hazard
During operation, the personnel on the
work platform must wear a safety belt
which is fixed onto an approved
anchorage point with a hook. Each
anchorage point can only be connected to
a hook.
Ensure that all doors are closed and fixed
in the correct position before operating
the equipment.
Always stand firmly on the floor of work
platform. Do not use ladders, boxes, steps,
wooden boards or similar items on the
work platform to extend the range.
Do not step on the boom to get into or
out of the work platform.
Take extreme care when entering or
leaving the work platform. Ensure that
the lifting boom is completely put down.
The boom, if needed, may be extended
out to get the work platform closer to the
ground in order to facilitate access. When
entering or leaving the equipment, the
operator shall face towards the equipment.
Both hands and one foot, or both feet and
one hand shall be kept in "three-point
contact"with the equipment.
Electrocution Hazard
The equipment is not insulated and it
cannot provide insulation protection of
contacting or being close to electrical
current.
Keep a distance from the power line,
electrical equipment, or any live
(exposed or insulated electrical)
component according to the "minimum
approach distance" as shown in Table
1-1.
The factors of equipment movement and
wire swing shall be considered.

At least a 3m/9.8ft distance shall be kept,
for any part of the equipment, the
personnel and their tools and outfits on
the equipment, from any power line or
electrical equipment with the maximum
voltage of 50 kV. When the voltage
increases by 30 kV or less each time, a
distance of 0.3m shall be added.
If installed with rated insulating separator
that meets the power line voltage, the
minimum distance can be reduced. The
insulating separator cannot be used as
part of the equipment or fixed on the
equipment. The minimum approach
distance will be reduced to the design
application range of the insulating
separator. This decision must be made by
a qualified person according to the laws
and regulations about working near live
equipment from the employer, the local
competent authorities or the government.
Do not operate the equipment or transport
personnel in the prohibited area. Unless it is
known that there is no electricity, it must be
assumed that the electrical components and
wires are electrically charged.
Tip-over Hazard
The operator must be familiar with the
road conditions before driving. During
driving, the allowable side slope and the
slope ratings cannot be exceeded.
On the slope, uneven or soft road, do not
raise the work platform or drive the
equipment with the work platform raised.
Before driving on the ground, bridge,
truck, and other surfaces, the weight
capacity of these surfaces shall be
checked and determined.
Do not exceed the maximum load
capacity of the working platform. The
load shall be evenly distributed on the
bottom plate of the working table.
Unless the equipment is placed on the
solid, level and flat road surface, it is not
allowed to raise the working platform or
drive the equipment with the work
platform raised.
At a minimum a distance of 0.6m shall be
kept from the equipment chassis to the
caves, bumps, sinks, obstructions, debris,
hidden caves and other potentially
hazardous objects on the floor/road
surface.

Note: unless the employer, the local
authorities or the government has more
stringent regulations, it shall be
implementedin accordance with this rule.

Do not push or pull any objects with the
basic boom.
Do not attempt to use the equipment as a
crane. Do not tie the equipment to any
nearby building.
Do not operate the equipment if the wind
speed exceeds 12.5m/s/28mph. See Table
1-2, Beaufort scale (for reference only).
Do not increase the area or load of the
work platform. Increasing the frontal area
will reduce stability.
Do not increase the size of work platform
by using unauthorized platform extension
or additional devices.
If the lifting frame or the work platform
is in a position that will bring one or
more tires away from the ground, all
personnel must be evacuated before
attempting to stabilize the equipment.
The crane, forklift or other suitable
equipment shall be used to stabilize the
equipment.
Crushing and Collision Hazards
All operators and ground personnel must
wear qualified safety helmets.
In the process of raising or lowering the
work platform and in the course of
traveling, the clearances between the top
and perimeter of the work area and the
bottom of work platform must be
inspected.
During operation, all the parts of the
body shall be kept within the rails of the
work platform.
Use the boom lifting function (instead of
driving) to get the work platform close to
the obstructions.
When the sight is blocked, someone shall
be arranged for lookout during driving.
During driving and turning, the non-staff
must be at least 1.8m/5.9ft away from the
equipment.
The travel speed shall be limited
depending on the ground, traffic,
visibility, slope, location of staff, and
other conditions which may cause
collisions or personnel injuries.
Understand the braking distance at all
kinds of travel speeds. When driving at a
high speed gear, it shall be switched to
the low speed gear before stopping.
When driving on the slope, use only the
low speed gear.
During driving within the limited space
or closed area, or during reverse, the high
speed gear cannot be used.
Always be careful to prevent obstacles
from hitting or interfering with the
operating control unit or staff on the
working table.
Ensure that other operators working at
heights and on the floor operation
equipment are aware of the presence of
the aerial work platform. Warn the staff
not to work, stand or walk under the
raised lifting boom or the work platform.
If necessary, set road barrier on the
ground.
1.4 Traction, Lifting and Hauling
During traction, lifting or hauling, no one
is allowed to stand on the work platform.
Unless an emergency, failure, power loss
or loading/unloading occurs, the traction

of the equipment is prohibited. See the
chapter Emergency Steps in this Manual
for emergency traction steps.
Before traction, lifting or hauling, ensure
that the lifting boom is in a retracted
position, the turntable has been locked,
and the work platform is clear of tools.
When lifting, the equipment can only be
lifted from the specific location. Use the
crane with ample capacity to lift the
equipment.
1.5 Other Hazards/Safety
considerations
Do not use the equipment as grounding.
During welding or metal cutting
operation, be careful to prevent the
splashes caused by welding or metal
cutting from flying directly to the chassis.
When the engine is running, it is not
allowed to add fuel to the equipment.
The electrolyte of the battery is highly
corrosive. Avoid contact with skin and
clothing at any time.
The battery can be charged only in a
well-ventilated place.
Do not operate the equipment if the wind
speedexceeds 12.5m/s

Chapter 2 User Responsibilities,
Equipment Preparation and
Inspection
2.1 Staff Training
Because the aerial work platform is a kind of
personnel transporting device, it must be
operated and maintained by trained personnel.
The personnel after drinking or taking
medication, with epileptic seizures, dizziness
or physically unable to control cannot operate
the equipment.
Operator’s Training
The operator's training must include:
1. Application and limitations of the control
system, emergency controller and safety
system on the work platform and the ground.
2. Various controller labels, instructions and
warnings on the equipment.
3. Various regulations from the employer and
government.
4. Using the approved anti-falling device.
5. Enough knowledge of equipment operation,
able to identify faults or potential faults.
6. The safest operating method for the
equipment when there are overhead obstacles,
other mobile equipment, obstacles,
depressions, sinks, holes, and ground drop.
7. Method for avoiding dangerous
non-protective electric conductor.
8. Special operation requirements or
equipment application.
Training Supervision
The training must be carried out in the open
field without obstacles under the supervision
of qualified personnel. The training won't be
finished until the trained personnel have the
ability to control and operate the equipment
safely.
Operator's Responsibility
The operator (he/she) must be told that he/she
is responsible and has the right to shut down
the equipment when the equipment fails or
hazardous situation occurs to the worksite.
2.2 Preparation, Inspection and
Maintenance
The following table covers the requirements
for regular inspection and maintenance of
SINOBOOM equipment. Attempt to
understand other local regulatory requirements
for the aerial work platform. When the
equipment is working in harsh or rough
environment, or used at an increased operating
frequency, or in an extreme way, it is
necessary to increase the frequency of
inspection and maintenance. See Table 2-1
Inspection and maintenance.
Only the personnel who have gone through the
maintenance training of SINOBOOM specific
product model will be identified as qualified
maintenance technician.

Inspection before Startup
The inspection before startup must include the
following contents:
1. Cleanliness - Check whether all surfaces
have leakage (oil, fuel or battery
electrolyte) or foreign matters. Report
any leaks to the related maintenance
personnel.
2. Structure - Check whether the
equipment structure has dents, damages,
welding or base metal ruptures or other
defects not meeting the requirements.

3. Decals - Check whether all decals are
clean and clearly visible. Ensure that
there are no missing decals. Ensure that
all decals are clean or those that cannot
be clearly identified are replaced.
4. Walkaroundinspection - see Figure 2-3.
5. Battery - charge as required.
6. Fuel (internal combustion engine
powered equipment) - add a proper
amount of fuel as required.
7. Oil supply - Ensure that the oil is in the
"(Full)" position of oil dipstick, and the
filling cover has been tightened.
8. Hydraulic oil - Check the hydraulic oil
level. Ensure that the hydraulic oil has
been added as required.
9. Accessories/add-on - Refer to the
"operation manual" for each add-on or
accessory installed on the equipment.
Understand the relevant inspection,
operation, and maintenance instructions.
10. Functional inspection - After the
"walkaround inspection", functional
inspection of all systems shall be
performed in a place where there are no
obstacles in the air and on the ground.
Refer to the fourth chapter for more
details.
If the equipment cannot work properly,
shut it down immediately! Report the
problems to the related maintenance
personnel. Do not operate the equipment
until the equipment can run safely.
Functional Inspection
Perform the functional inspection as per the
following steps:
I. When there is no load on the work
platform, the following inspections shall
be performed from the ground control
panel:
1. Check whether all the switch or lock
protection devices are in place;
2. Operate all functions and check the limit
switch of folding boom; if the lower
folding boom has been raised or the basic
boom is located above the horizontal
plane, the driving speed should be
switched to the low speed mode.
3. Check the auxiliary power supply (or
manual descend);
4. Ensure that all functions of the
equipment are disabled when the
"emergency stop button" is activated.
5. When the release function activates the
trigger, ensure that all functions of lifting
boom are stopped.
II. Perform the following inspection from
the platform control panel:
1. Ensure that the control panel is securely

fixed to the proper place.
2. Check whether all the protective devices
of the switch or lock are in place.
3. Operate all functions and check all the
limit and disable switches.
4. Ensure that all functions of the
equipment are disabled when the
"emergency stop button" is activated.
5. Ensure that all functions of the
equipment are stopped after releasing the
foot switch.
III. When the work platform is in
transporting (stowed) position:
1. When the equipment is driven on the
ramp, the slope shall not exceed the slope
rating, and parking brake shall be tested
to ensure the normal braking function.
2. Check whether the tilt indicator is on so
as to ensure the normal operation.

Overview
As shown in the figure above, perform the
"walkaround inspection" from the first item.
Check in sequence whether each item is
consistent with the list below.
In order to avoid the possible personal
injuries, ensure that the power supply has
been cut off.
Inspection notices: In addition to other
guidelines mentioned, ensure that all parts are
fixed or in place, and firmly fixed, free of
visible damages, leakage or excessive wear.
1. The work platform assembly and the
door foot switch are working normally,
without being modified, closed or
blocked. The door lever is in the working
state.
2. The switches and levers with work
platform control box and ground control
box are returned to the neutral position.
The labels/decals are firmly fixed and
clearly visible. The control marks are
clearly visible.
3. Work platform rotating device - See
"Inspection notices".
4. Jib (if equipped) - See "Inspection
notices".
5. Drag chain system - See "Inspection
notices".
6. All cylinders - See "Inspection notices".
7. Drive motor, brake and sleeve - See
"Inspection notices".
8. The wheel/tire assembly - It is firmly
installed and the wheel nut is not missing.
Check whether there are tread wear, cut
marks, breaks, or other discrepancies.
Check whether the wheel is damaged and
corroded.
9. Tie rod and steering linkage - See
"Inspection notices".
10. Turntable lock - Operable.
11. Auxiliary power pump - See "Inspection
notices".
12. Turntable rotary motor and brake - See
"Inspection notices".
13. Master control valve - See "Inspection
notices".
14. Rotary support - Properly lubricated.
There is no bolt loose or missing between
the rotary support and the structuralpart.
15. Fuel box - See "Inspection notices".
16. Covering part assembly - See "Inspection
notices".
17. Battery - if adjustable, check whether the
liquid level of electrolyte is adjusted to a
proper level; cable shall be tightened,
free of visible signs of damages or
corrosion.

Before operating the equipment from the
platform, please turn the key switch to the ON
position on the groundcontrol panel, rotate the
ground/platform change-over switch to the
platform position, and ensure that the
emergency stopswitchisnot pushedin.
During the operation of equipment in the
platform, youmust first step onthe footswitch,
then toggle the motion switch or lever, so that
the action will be executed. If the engine is
started via the platform, the foot switch cannot
be steppeddown.
1. Buzzer: When there is
alarm or the main
boom/jib boom is luffing downward, the
buzzer will give out different frequencies
of sound and light alarm.
2. Horn button: Press the
button, the horn will
sound to alert people around.
3. Anti-clamp/Soft Contact Unlocking
Switch (if equipped): This switch enables
the anti-pinching function and disables
soft contact system, restores to work at a
slow speed, thus allowing the operator to
move the work platform away from the
obstacle that leads to equipment
shutdown.
4. Power indicator light: When
the light is on, it indicates that
the control box of the platform
has normal power supply.
5. Steering Mode Switch (if equipped):
Rotate the switch to select the steering
mode among rear wheel steering, front
wheel steering, forward driving, slow
driving and four-wheelsteering.
6. Emergency stop button: Push in the
emergency stop button to the
OFF position to stop all
functions and turn off the
engine. Pull out the
emergency stop button to the ON position
to allow operation of the equipment.
When the equipment is turned off, the
emergency stop button must be in the OFF
position, so as to prevent the battery power
being exhausted.
7. Driving high/low speed
switch: while traveling in
stowed state, press the switch,
the traveling is changed from low speed
to high speed. Press the switch again, the
traveling is changed from high speed
back to low speed, so the cycle is
repeated. Please drive at a low speed
when the machine is tilted.
8. Engine High Speed Indicator
Light: If the engine is at high
speed, the indicator light is
normally on, if otherwise, normally off.
9. System fault indicator light:
When the fuel is low, engine oil
pressure is too low, engine
water temperature is too high, or bus
error alarms, the indicator light will be
on.
10. Engine high/low speed switch:
Repeatedly toggle the switch
to shift between the engine
high/low speeds.
11. Frame tilt indicator light: When
the tilt alarm is set off, the
indicator light will be on.
When the main boom is raised or extended,
if the frame tilt indicator light is on, the
main boom should be retracted and moved
down below the horizontal plane, and then
