Dummy Bags
Dummy Bags were designed to provide the functionality and reliability you expect from
Surly products.
Read these instructions completely before beginning installation of this product.
Have your local professional bicycle mechanic perform the installation if you lack the
knowledge or tools to perform installation correctly.
WARNING: Cycling can be dangerous. Bicycle products should be installed and
serviced by a professional mechanic. Never modify your bicycle or accessories.
Read and follow all product instructions and warnings including information
on the manufacturer’s website. Inspect your bicycle before every ride. Always
wear a helmet.
•Entanglement of cargo or straps in your wheel could stop the rotation of the
wheel, causing a loss of control or crash that could lead to serious injury.
•Check with your bicycle’s manufacturer to verify proper fit, mounting points,
bicycle cargo load capacity, and compatibility for carrying cargo. Do not exceed
the bicycle manufacturer permissible load.
Dummy Bags Compatibility & Intended Use
RETAILER: These instructions MUST BE provided to the end user.
NOTE: Never exceed ASTM Use Condition 2 when transporting passengers.
INTENDED USE: CONDITION 2
For off-road riding and jumps less than 12" (30cm) This is a set of conditions
for the operation of a bicycle that includes Condition 1 as well as unpaved
and gravel roads and trails with moderate grades. In this set of conditions,
contact with irregular terrain and loss of tire contact with the ground may
occur. Drops are intended to be limited to 15cm (6") or less. Please see link

condition descriptions.
Consult long-tail cargo complete bike and frameset specifications for ASTM Use Conditions
for general use and cargo transportation.
NOTE: Be mindful of your surroundings and path or trail conditions. When conditions
exceed what is safe for a passenger, have your passenger dismount from the cargo bike.

Installation
1. Install Surly Dummy Rails according to the instructions.
2. Install the included
FreeLoader hardware kit
using the threaded bosses
located on your Big Dummy
frame (Figs 1, 2).
3. Fasten the bag-to-rail
attachment straps to the
Dummy Rails. The gap
between the top of the bag
and bottom of the rail tube
should be approximately
25mm (Figs. 3–6).
4. Attach the Lower Tensioning
Strap Assemblies to the
FreeLoader hardware on
the frame and tension
the straps (Figs. 7, 8).
5. Older frames without
FreeLoader hardware
will use the Snap Hook
Strap Assemblies to tension
the bags to the frame
(Figs. 9, 10).

6. Install the Bag Closure
Buckle and Strap Assemblies
on the Dummy Rails—female
buckles on the drive side,
male buckles on the disc
side (Fig. 11).
7. Install the D-ring straps
on the Big Dummy frame
(Figs. 12, 13).
Become familiar with the main panel flaps and the Jump Straps. Flaps and straps connect
together to create a very modular cargo system (Fig. 14). Buckles on the drive-side bag
connect to those on the disc-side bag, so you can connect flaps/straps over the deck, if
desired (Fig. 15).
Unroll the rain flap and connect the main panel flap to the Dummy Rail, routing the
middle buckle through the slot in the flap (Fig. 16).
Connect the Rain Flap Hook to the frame-mounted D-ring (adjust the length of the Hook
Shock Cord accordingly) (Fig. 17).

Unclip the Rain Flap Hook, disconnect the main flap buckle, neatly roll up the rain flap,
and secure it using the hook-and-loop straps (Fig. 18).
Connect the hook-and-loop flaps, located inside the pocket, to create a divider (Fig. 19).
The hook-and-loop loop pull, located on the side panel cinch cord, will adhere to the
hook-and-loop on the bag exterior (Fig. 20). This keeps the cord out of your spokes
and drivetrain.
Ongoing Maintenance
Genuine replacement hardware is available from your local bicycle retailer.
Check straps regularly, and re-tension as needed. Loose bags may catch and tear.
Worn/broken straps and hardware should be replaced or repaired immediately.
Remove heavy dirt build-up with a soft-bristle brush. Hand-wash bags with
a mild soap and water solution. Harsh chemicals and detergents will shorten
the life of a bag. Machine-washing is not recommended.

Safety
WARNING: FAILURE TO READ AND FOLLOW ANY OF THESE SAFETY WARNINGS
COULD CAUSE A CRASH AND SERIOUS INJURY
• The maximum load weight for the Dummy Cargo System is 200 lb (90 kg). 75 lb
per bag plus 50 lb max load for the deck. Check with other manufacturer’s systems
to determine if they are compatible with the Dummy Cargo System maximum load
weight
• What you load and how you load it makes a big difference in how a bike like this
handles! Use caution with unusually heavy, long, or large cargo
• Distribute load weight evenly on both sides and secure your load
• Do not modify the luggage carrier in anyway. Hardware included with the rack and
bags must be used. Do not use hardware included on your bike or other accessories
• Position reflectors and lights so that they are not obstructed when the bags are
installed
• The bicycle may behave differently (particularly with regard to steering and
braking) when loaded
• Make sure your load is evenly balanced and secure before every ride; always secure
loose straps or cords or anything else

Limited Warranty
This Surly product is warranted against defects in materials and workmanship for one
year from the date of retail purchase of the product, subject to the limitations detailed
below. Save your dated receipt for proof of purchase.
This warranty does NOT cover the following:
• Damage due to improper assembly or follow-up maintenance or lack of skill,
competence or experience of the user or assembler
• Products that have been modified, neglected, used in competition or for commercial
purposes, misused or abused, involved in accidents or anything other than normal use
• Installation of components, parts or accessories not originally intended for or
compatible with Surly product as sold
• Damage or deterioration to the paint, surface finish, aesthetics or appearance
of the product
• Normal wear and tear
• Labor required to remove and/or refit and re-adjust the product within the
bicycle assembly
This limited warranty is expressly limited to the repair or replacement of a defective
product, at the option of Surly, and is the sole remedy of the warranty. This limited
warranty applies only to the original purchaser of the Surly product and is not
transferable. This warranty applies only to products purchased through an authorized
dealer or distributor. In no event shall Surly be liable for any loss, inconvenience or
damage, whether direct, incidental, consequential, or otherwise resulting from breach of
any express or implied warranty or condition, of merchantability, fitness for a particular
purpose, or otherwise with respect to our products except as set forth herein.
This limited warranty gives the consumer specific legal rights, and those rights and
other rights may vary from place to place. This limited warranty does not affect your
statutory rights.
TO THE EXTENT NOT PROHIBITED BY LAW, THESE WARRANTIES ARE EXCLUSIVE
