NOTE
This manual contains information and warnings that must be followed to ensure safe operation and
retain the meter in safe condition.
WARNING
READ THE MULTIMETER SAFETY” SHEET BEFORE USING THE METER.
The Dual Display Multimeter is a 5-digit high resolutio mode. The meter is desig ed for be ch-top.

GETTING STARTED
Unpacking and Inspecting the Meter
Carefully remove the meter from its shippi g co tai er a d i spect it for possible damage or missi g
items. If the meter is damaged or somethi g is missi g, co tact the place of purchase immediately.
Save the co tai er a d packi g material i case you have to retur the meter.
Front Panel and Rear Panel
The fro t pa el (show i Figure 2-1) has three mai eleme ts: the i put termi als o the right, the
display a d the pushbutto s. The pushbutto s are used to select major fu ctio s, ra gi g
operatio s, a d fu ctio modifiers. These eleme ts are described i detail i Sectio 3.

ADJUSTING THE HANDLE
For be ch-top use, the ha dle ca be positio ed to provide differe t viewi g a gles. To adjust its
positio , pull the e ds out to a hard stop a d rotate it to a positio . To remove the ha dle, adjust it to
the vertical stop positio a d pull the e ds all the way out.

CAUTION
TO AVOID SHOCK HAZARD, CONNECT THE INSTRUMENT POWER CORD TO A POWER
RECEPTACLE WITH EARTH GROUND.
NOTE
Apply the rated voltage and frequency to the meter as marked on the rear panel of the meter.
TURING THE METER ON
To tur the meter o , press the POWER butto located o the lower-left of the fro t pa el. If you
tur the meter off, you must wait five seco ds before tur i g the meter back o . If you do ot, the
meter will ot power-up.
Whe the meter is tur ed o , the full scree displays light while the i strume t performs a i ter al
self-test of its digital circuitry. These tests check RAM, ROM, A/D, a d the display. The meter has
passed all tests a d is ready for ormal operatio if a error code is ot displayed.
After the meter completes the power-up seque ce, it assumes the power-up measureme t
co figuratio stored i o -volatile memory. The power-up co figuratio set at the factory is show
i Table 3-6. (To cha ge the power-up co figuratio , refer to “CHANGING THE POWER-UP
CONFIGURATION” i Sectio 3.)
USING THE PUSHBUTTONS

SELECTING A MEASUREMENT RANGE
Measureme t ra ges ca be selected automatically by the meter i “autora ge” or ma ually by the user.
I the autora ge mode, the meter selects the appropriate ra ge for the measureme t readi g.
To ma ually select a ra ge, press AUTO to toggle i (a d out) of the ma ual ra gi g mode, or press
or . I the ma ual ra ge mode, press or to up ra ge or dow ra ge to the desired ra ge. For
more details o ra gi g, refer to “RANGING” i Sectio 3.
TAKING SOME BASIC MEASUREMENTS

These procedures are provided for the user who eeds to get started quickly, but dose ot wa t to
read the rest of the ma ual at this time. However, i order to take full adva tage of your meter, you
should read the remai der of this ma ual carefully a d completely.
WARNING
TO AVOID ELECTRICAL SHOCK OR DAMAGE TO THE METER, DO NOT APPLY MORE THAN
1000V (PEAK) BETWEEN ANY TERMINAL AND EARTH GROUND. THE METER IS PROTECTED
AGAINST OVERLOADS UP TO THE LIMITS SHOWN IN TABLE 3-1. EXCEEDING THESE LIMITS
POSES A HAZARD TO THE METER AND OPERATOR.
Measuring Voltage, Resistance, or Frequency
To measure voltage, resista ce, or freque cy, press the desired fu ctio butto a d co ect the test
leads as show i Figure 2-4. The meter will select the appropriate ra ge i the autora ge mode.
Measuring Current
To measure curre t, i sert the red test lead i the mA
i put termi al for curre ts up to 330mA or i the 10A i put
termi al for higher curre t, a d i sert the black test lead i the
COM termi al.
Co ect the test leads as show i Figure 2-5.
NOTE
After measuring high current using the 10A input, thermal
voltages are generated that may create errors when making low-
level dc measurements of volts, current, or ohms. To make the
most accurate measurements, allow up to ten minutes for the
thermals to settle out.

Diode/Continuity Testing
The co ti uity test determi es whether a circuit is i tact (i.e., has a resista ce less tha about
150Ω). To perform a co ti uity test, press , a d co ect the
test leads as show i Figure 2-6. The beeper emits a co ti uous
beep whe the i put drops below 150Ω (Beep co ditio ca be
cha ged, refer to “Cha gi g the Power-UP Co figuratio ” later i
Sectio 3), a d the readi gs for the test circuit are displayed.
The diode test measures the forward voltage of a semico ductor ju ctio

at approximately 0.8mA. Readi gs are displayed i the 3V ra ge at the fast measureme t rates. “OL” is
displayed for voltages above 2.0V. U der ormal measureme t co ditio , the positive pole of diode is
co ected with the black test lead.
To perform a diode or tra sistor ju ctio test, press to
select the diode fu ctio . The co ect the test leads across
the diode as show i Figure 2-7.
Notice how the test leads are placed. Reversi g the polarity will
reverse-bias the diode.
dBm (Decibels) measure
The decibels modifier takes a ac voltage measureme t, co verts it to dBm (measure of decibels
relative to o e milliwatt), a d displays the result o the primary display. Co ect the test leads as
show i Figure 2-4.
Press dBm to toggle i a d out of the decibels mode. Whe the decibels mode is selected, “dBm” is
show o the primary display, AC voltage value is show o the seco dary display.
Decibels ca be selected o ly whe ac voltage fu ctio is selected. Decibels are always displayed
i a si gle, fixed ra ge with 0.01 dB resolutio . Press the AUTO toggle i a d out autora ge, you
ca also press the . a d cha ge ra ge ma ually.
A voltage measureme t is co verted to dBm usi g the followi g formula:
dBm = 10*lg (1000*value2/refere ce impeda ce)
where “value” is the measureme t value, a d displayed o the seco dary display. The refere ce impeda ce
ca be cha ged. (Refer to “Cha gi g the Power-UP Co figuratio ” later i Sectio 3).
Communication Interface
The real time measured value ca be tra smitted to the computer by the devote USB cable a d the
VICTORVIEW_8145B software (refer to “usi g the commu icatio fu ctio ”i sectio 3).

Operating the Meter from the Front Panel

Autoranging
Whe you are i the autora ge mode, the “AUTO” a u ciator is lit.

MEASURING FREQUENCY ( FREQ )
Press the FREQ butto to select the freque cy fu ctio , the freque cy is displayed o the primary
display a d the selected ra ge is displayed o the seco dary display. Select the ra g ma ually or
automatically
Frequency Measurement Rates
The rate at which freque cy measureme ts are take is selected by the meter automatically, whe
the freque cy fu ctio has bee selected, press RATE has o effect o the freque cy update rate.
Frequency Sensitivity Selection
Before a freque cy measureme t is started, the amplitude of the i put sig al is sampled a d the
optimum ac voltage ra ge is selected automatically. For more i formatio refer to the Sectio 6 for ac
voltage se sitivity.
The i put sig al se sitivity is based o si e waveforms. If the i put sig al is below the required level,
the freque cy will be displayed as zero. If the measureme ts are u stable, the i put sig al may be
ear the threshold level.
SELECT A FUNCTION MODIFIER ( REL , HOLD , MNMX , COMP )
Selecti g a fu ctio modifier causes the meter to
perform a actio o a i put (e.g., co vert to
relative readi g mode or compare to a other
value) before a readi g is displayed. To use a
fu ctio modifier, press a fu ctio butto to
select a primary fu ctio , a d the press a
fu ctio modifier butto . See Figure 3-5
REL (Relative Readings) Modifier
Press REL to select the relative modifier. Whe the relative modifier is selected: the last valid readi g
is stored as the relative base a d displayed o the seco dary display. The readi g o the primary
display is always the differe ce betwee the relative base a d a i put measureme t, a d the “△”
a u ciator tur o .
REL=prese t readi g - relative base
For example, if the relative base is 15.000V, a d the prese t readi g is 14.100V, the display
will show -0.900V.
WARING
REMEMBER, A RELATIVE READING MAY NOT INDICATE THE PRESENCE OF DANGEROUS
VOLTAGES AT THE INPUT CONNECTORS OR TEST LEADS. USE CAUTION TO AVOID
ELECTRICAL SHOCK OR DAMAGE TO THE METER.
Press REL agai , the relative base is displayed o the seco dary display. The readi g o the primary
display is REL%, a d the “%” a u ciator tur o simulta eous.
For example, if the relative base is 15.000V, a d the prese t readi g is 14.100V, the display will
show -6%. Press REL agai to exit the relative modifier.
NOTE
The relative modifier cannot be selected if the display shows “OL” or is blank. (The display would be
blank, for example, because of range changes.)
Selecti g the relative modifier (REL) tur s off autora gi g a d locks i the prese t ra ge. Make sure
you are i the correct ra ge before selecti g the relative modifier. If you press other butto s after the
relative modifier has bee selected, you will automatically exit REL.

MN MX AVG (Minimum Maximum Average) Modifier
The MN MX modifier causes the meter to store the mi imum a d maximum i puts measured si ce
the MN MX AVG modifier was selected. Press MN MX to select the MN MX AVG modifier. Whe the
MN MX AVG modifier is first selected, the mi imum, maximum a d average values are set to the
displayed readi g a d the “MAX” a u ciator lights, o ce the maximum value showed o the primary
display, the beeper emits a si gle beep. Press MN MX agai to display the mi imum readi g a d the
“MIN” a u ciator lights, o ce the mi imum value showed o the primary display, the beeper emits a

The compare fu ctio (COMP) provides a easy way to determi e if a readi g falls withi a
desig ated ra ge of values. I the compare mode, the meter displays a readi g i the seco dary
display a d i dicates i the primary display if that value is lower (CO-LO) tha , higher (CO-HI) tha ,
or withi a ra ge (PASS) you selected, if the readi g lower or higher, the beeper emits a co ti uous

SELECTING A MEASUREMENT RATE (RATE)
The meter takes measureme ts at o e of two, user-selectable rates: slow a d fast. The rate selected is
i dicated by “S”, “F” o the display.
Press the RATE to cha ge the measureme t rates at “S” or “F”. The selected rate applies to DCV 、
DCA Ω、 、ACV、ACA、dBm.

refer to this Ma ual for complete mai te a ce, service.
CAUTION
TO AVOID ELECTRICAL SHOCK OR DAMAGING THE METER, NEVER GET WATER INSIDE
THE CASE. TO AVOID DAMAGING THE METER HOUSING, NEVER APPLY SOLVENTS TO
THE METER. IF THE METER REQUIRES CLEANING, WIPE IT DOWN WITH A CLOTH THAT IS
LIGHTLY DAMPENED WITH WATE OR A MILD DETERGENT. DO NOT USE AROMATIC
HYDROCARBONS, CHLORINATED SOLVENTS, OR METHANOL-BASED FLUIDS WHEN
WIPING DOWN THE METER.
THE LINE FUSE
CAUTION
OPENING THE CASE MAY EXPOSE HAZARDOUS VOLTAGES. ALWAYS DISCONNECT THE
POWER CORD AND MEASURING INPUTS BEFORE OPENING THE CASE.
1. Remove the screw o each side of the real bezel.
2. Remove the case from the meter. The fuse is visible at the fro t of the mai pri ted circuit

assembly ear the power. The meter uses a 0.2A, 250V (Slow blow) li e fuse.
3. Carefully remove the fuse a d replace it with o e rated as listed above
4. Reverse the disassembly procedure to reassemble the meter.
CURRENT INPUT FUSES
300mA (i clude 300mA) a d 10A i puts are protected by user-replaceable fuses.
The 300mA i put is protected by a fuse rated at 500mA, 250V (Fast blow).
The 10A i put is protected by a fuse rated at 11A, 250V (Fast blow).
Testing Current Input Fuses
Perform the followi g procedure to test these fuses:
1. Short the VΩ i put termi al a d the mA termi al with a test lead.
2. Press Ω to select the ohms fu ctio . I sert the test lead probe i to the mA i put termi al. If the
fuse is good, the meter will read betwee 1Ω to 19Ω. If the fuse is blow , the meter will read
>10MΩ to OL.
3. Remove the test lead probe from the mA i put termi al a d i sert it i to the 10A i put termi al.
If the fuse is good, the meter will read betwee 0.00 a d 0.05Ω. If the fuse is blow , the meter
will read >10MΩ to OL.
Replacing the mA Input Fuse
CAUTION
FOR PROTECTION AGAINST FIRE, REPLACE A BLOWN FUSE ONLY WITH ONE OF
IDENTICAL
The mA i put fuse is mou ted i the fro t pa el i put jack (see Figure 3-2). To replace this fuse, first
u plug the li e cord. The press i o the i put jack a d tur it 90 degrees cou ter-clock wise, slide
out the fuse holder a d fuse.
Replace a blow fuse with o e of ide tical rati g a d rei sert the fuse a d holder i to the i put
termi al socket. Secure the fuse holder by pressi g i a d tur i g the holder 90 degrees clockwise.
Replacing the 10A Input Fuse
CAUTION

PERFORMANCE TESTS
The meter should be calibrated a d i operati g co ditio whe you receive it.
The followi g performa ce tests are provided to e sure that the meter is i proper operati g
co ditio . If the i strume t fails a y of the performa ce tests, the calibratio adjustme t a d/or
repair is eeded. To perform these tests, you will eed a 5520A Multifu ctio Calibrator or
equivale ts. Each of the measureme ts listed i the followi g steps assume the i strume t is bei g
tested after a o e-hour warmup, i a e viro me t with a ambie t temperature of 18 to 28℃, a d
a relative humidity of less tha 70%.
NOTE
All measurements listed in the performance test tables are made in the slow reading rate unless
otherwise noted.

a d COM co ectors o the meter (see Figure 4-1).

Frequency Calibration
1) Placed the sta dard equipme t i the “STBY” state, press the FREQ butto a d the meter default
e ter to 3KHz ra ge calibratio state.
2) Co ect the sta dard equipme t with the meter as show i Figure 5-1 referred before.
3) Applied the sta dard equipme t 3V of si e wave, 3KHz to the meter.
4) Press the SHIFT butto of the meter to calibrate the i dicated ra ge displayed o the meter.
5) Keep the meter at least 5 seco ds, press the REL butto to save the calibrated value, a d the “SAVE”
displayed o the LCD; if the “ERR” displayed, check the set value for the sta dard equipme t, a d i spect

Ohms calibration
1) Placed the sta dard equipme t i the “STBY” state, press the Ω butto a d the meter default e ter to
300Ω ra ge calibratio state.

3) Applied the sta dard equipme t 300Ω to the meter,
a d select 2-wire compe satio o .
4) Press the SHIFT butto of the meter to calibrate the

5) Keep the meter at least 10 seco ds, press the REL
butto to save the calibrated value, a d the “SAVE”
displayed o the LCD; if the “ERR” displayed, check
the set value for the sta dard equipme t, a d

6) Press the butto to cha ge ra g.
7) Applied the sta dard equipme t i dicated o the display to the meter, o ce the calibrated ra ge above
300KΩ, select 2-wire compe satio o , remove the li e co ected with the AUX termi al of the sta dard
equipme t.
