Introduction
The purpose of this manual is to provide the user with recommendations on procedure for Commissioning of
INSPIRE Fire Alarm Control Panel based Fire Control System.

Commissioning
Commissioning
To bring the Notifier INSPIRE E10/E15 Control panel into an operational state ready for configuration, follow the
steps detailed below. Information on how to configure the panel is given in the Notifier INSPIRE E10/E15 Control
Panel Configuration Tool Manual.
The Notifier INSPIRE E10/E15 Control panel provides comprehensive fault monitoring and diagnostic routines
which will prove very useful during system commissioning. Any fault message displayed at the panel carry a
meaning and possible action that a trained engineer can take to remedy the fault, see section headed Messages
and their meaning.
The following must be remembered about FAULT conditions when commissioning the Notifier INSPIRE E10/E15
Control panel, faults can result from:
A configuration mismatch between the site design, installation of panel and wiring of external equipment, or
External conditions, such as the proximity of a strong RFI source, having an adverse effect on the panel, or
The failure of a panel module and / or the PSU.
PRELIMINARY CHECKS
Before initial power connection, check that:
01 All modules are correctly seated into the respective module carrier slots.
02 All internal wiring is properly connected.
03 Ensure the loop wiring and external circuits have NOT, at this stage, been connected with terminal blocks
fitted to respective terminal pins on module carrier.
04 The appropriate end-of-line devices are connected, such as to I/O channel circuit.

It is required that the Charger module is always fitted in Slot 1 of the module carrier and
CPU Module fitted in Slot 2 of Module Carrier.

SENSORS AND MODULES CHECKS
Each device has an associated instruction leaflet showing the correct interconnections for various applications.
Survey the site to check and ensure devices are installed in the location identified on 'As fitted system wiring
drawings' and according to the instructions.
The Notifier INSPIRE E10/E15 Control Panel support supports devices incorporating internal isolators, providing
the bases with the additional positive leg loop wiring connectors (type B501 AP) are used. However, devices will
work satisfactorily when used with bases without these additional wiring connectors except the internal isolator,
when fitted, cannot be operated.
The Notifier INSPIRE E10/E15 Control panel Dual Loop module Opal (HOP433100) has the capacity to
allows connection of up to 318 loop OPAL devices per analogue loop, consisting of up to 159 detectors and 159
modules.
A loop can operate in legacy CLIP mode which can be activated through a dedicated license. The capacity of a
CLIP loop is limited to 99 detectors + 99 other devices

LOOP WIRING TESTS
Refer to the module installation instructions to identify the terminals for cable connections.
NEVER use a high-voltage tester on the detection loop.
Once any loop devices are connected, no high-voltage testers, such as Megger may be used on the loop circuit;
low-voltage testers, such as multimeter, may be used.
With isolators in each device the positive conductor of the loop will be open circuit.
In general
Check the continuity of each leg of the loop and measure the end-to-end resistance. We recommend that the
system must be wired using 2-core cable only.
Check the continuity of the cable screen and measure end-to-end resistance, which must be a very low
resistance value .
Check also there is no continuity between cable screen and loop +ve and -ve wires of the loop.

POL 200 TOOL
If available use the POL200TS tool to check and test loop circuits. POL200 tool can be used to capture more
detailed diagnostics as it works in both Opal and Clip protocols.
TO PERFORM LOOP WIRING CHECKS, USING A MULTIMETER:
Note if a Clip device with isolators fitted is used then the positive conductor of the loop will be open circuit.
01 For Opal protocol-compatible sensor bases (B501 AP) remove the device from the base. These bases have +leg
terminals (+2 and +4) that connect automatically when the sensor is removed. The majority of Opal devices
are fitted with isolators. For Modules and MCPs where an isolator is used, link together terminals +2 and +4
(Modules) or terminals +3 and +4 (MCPs). For CLIP devices link out any isolators on the Loop by temporarily
shorting terminals 2 and 4 on each isolator. Check Notifier INSPIRE Installation manual for device types fitted
with internal isolators. The following tests should then be carried out using a multimeter.
02 Check the continuity of each leg of the loop and measure the end-to-end resistance.
Verify that the measured resistance is less than:
100 ohms to ensure correct communication on an Opal protocol loop.
With CLIP protocol loops verify that the resistance is less than:
40 ohms to allow dual device detection.
71 ohms if dual device detection is not required.
03 Using a meter with a diode test facility, connect the meter in ‘reversed polarity’ (+ve to loop -ve and -ve to loop
+ve). The meter must indicate the presence of a number of forward-biased diodes in parallel.
04 Connect the meter in ‘normal’ polarity (+ve to loop +ve and -ve to loop -ve). The meter must initially read low
resistance but this must increase as the capacitor in each of the loop devices charges. If the meter indicates
the presence of a forward-biased diode then it is probable that one or more of the loop devices is connected in
reversed polarity or the wiring is crossed.
05 If reversed device(s) are indicated in step 04, they may be located by successive halving of the loop (if the site
layout makes this difficult, the affected section of the loop can be identified from the panel fault messages

after the links in the isolators have been removed and the system has been configured).
06 Use a meter to check that there are no connections between each cable screen and:
the +ve conductor of the cable
the -ve conductor of the cable.
Note: It is recommended that the cable screen is earthed at the panel.
CONNECTING THE OPAL/CLIP LOOP WIRING TO THE PANEL
It is recommended that the loop cable screen is earthed at the panel to the Earth bar.
OPAL loop wiring
When the OPAL loop wiring has been checked and found to be satisfactory, then connect the loop wiring to the
panel selected loop terminal block.
CLIP loop wiring
When the CLIP loop wiring has been checked, and found to be satisfactory, do the following:
Remove the temporary links on the isolator units, modules and MCPs and then connect the loop wiring to the
panel's selected loop terminal block.
Once a loop circuit is connected to the panel and on initial power up of the panel it will check and indicate where
the problem may still be located on the loop.

INITIAL POWER UP
The Panel must only be powered up initially without the external wiring connected. Ensure adequate precautions
are taken to safe guard against inadvertent switching on of power to the panel and to the associated system
equipment during commissioning.
01 With power connected the display and indicators on the panel will momentarily turn on during the initial wake
up process. A fault free system will require LED indicators extinguished with the exception only the green
‘POWER’ LED is lit. However as the external wiring is gradually connected to the panel and tested there will be
other indications.
02 View the touch-screen display and observe a fault free system will show the SAFE screen. If faults are present
then the panel will indicate via LED indicators and display of fault messages. A trained engineer must remedy
each fault. For example, if the panel was only powered from the mains supply, then there are likely to be battery
disconnection failure events displayed and the remedy would be to connect the battery.
If the panel was previously power up and was already configured, then during such post power up there may
be messages relating to the external wiring, such as loop device faults. Details of such fault can be accessed
using the touch-screen controls to view date and time of events.
03 Power down the mains and battery supplies to the panel before any external wiring is connected or changed.
DEVICE LOOP WIRING AND CHECKS
When the loop wiring has been connected, do the following:
01 Re-connect the mains power to the panel.
02 Check the display for indications of any fault messages and possible causes and take appropriate action to
remedy the fault condition, see also section headed 'Messages and their meaning'.
RS485 CABLE CHECK
The RS485 communication cable used must be rated as suitable for up to 200mA in a short circuit condition.

OTHER EXTERNAL WIRING
Refer to the appropriate module wiring instructions to identify the terminals for cable connections.
Commissioning the external wiring comprises the following main steps:
01 Check the module external wiring for continuity, short circuits and open circuits.
02 Connect the external wiring to the panel.
03 Check for faults after the external wiring is connected to the powered-up panel. Rectify the indicated faults by
using the probable solution guidance.
You will need Access level 3 controls at the panel for which you will need a pass-code PIN “33”, which is the
current default PIN. Note during commissioning the Access level 3 pass-code PIN may have been changed to
a unique 4 digit PIN for additional security.
04 Repeat this process for the next module until all the modules are recognised by the panel and are working fault
free.
TEMPORARY PROCEDURE FOR POWERING UP AN INSPIRE NETWORK
When powering up a network of INSPIRE panels and to prevent 'Subsystem initialization' fault being displayed on
Master panel (usually panel 1) you must follow this sequence:
Turn on the power to Master panel and then Slave panel(s) in this sequence only.

Module firmware upgrade
USB METHOD OF MODULE SOFTWARE UPGRADE
You will need a blank memory stick, access to module software image and panel access level 2 PIN.
01 Format USB Stick with volume label HONEYWELL
02 Copy upgrade image files to USB-stick
03 Ensure that door on the INSPIRE panel is closed
04 Login to Access Level 2
05 Open door of panel and verify that Access Level has changed to Level 4
06 Insert the USBStick into the USB socket in the CPU module (illustration required)
07 Follow the instructions that is Displayed on the panel
08 The panel will automatically reboot
09 After the panel has re-booted check the intended firmware versions of each Module.

CONFIGURATION TOOL
The GLSS Notifier INSPIRE Configuration tool must be used to configure a an INSPIRE Fire detection and alarm
system to site specific requirements and to national and local regulations. Once a system is configured the
Configuration tool must be connected to an INSPIRE panel and system synchronised.
SYSTEM TEST
The configured Notifier INSPIRE system must be tested to ensure it meets site requirements as per project
specification.

Maintenance
A log book should be used for recording day to day events in the system, it should be used to record service and
maintenance work visits.
ROUTINE TESTING
In order to ensure that the system is fully operational it must be routinely tested in accordance with the
requirements of EN5414, national code of practice and local requirements.
BATTERIES
As a minimum, replace the panel batteries that provides power to the system every four years.
The battery units must always be disposed of in accordance with the battery manufacturer’s recommendations
and local regulations.
FAULT MONITORING AND RECTIFICATION
Where there is an active fault in the system which is displayed at the panel, then this fault can be interrogated by
a trained person. To assist in decision making as to the cause and solution, see section headed Messages and
their meaning.
CLEANING
The panel case may be cleaned periodically by wiping with a soft, damp lint-free cloth. Do not use any solvents.
Before cleaning the touch screen ensure the panel is at access level 1 and take care to use a clean cloth to clean
the touch screen.

appropriate.
Note: The list must only be used as reference to find the meaning of a message displayed at an INSPIRE panel
and for information on its meaning and possible remedial action.

or replacement of parts, this work must be done by a trained engineer.
FAULT EVENTS
GENERAL FAULTS
CLOCK NOT SET Time clock is not set.
Action: Set up the time and date.
EXTERNAL EQUIPMENT FAULT Indicates that the connected third-party equipment
has a fault.
Action: Investigate the cause of the fault at the
equipment and remedy it, follow the instructions
associated with the external equipment.
HARDWARE FAULT A hardware fault has been detected.
Action: Reboot and if the fault persists then replace the
affected hardware.
MAINTENANCE URGENT The sensor device is dirty or has reached the end of its
useful life.
Action: Replace the device.
MISMATCHED HARDWARE TYPE Hardware type encountered in panel/system is
different to the configuration, for example a device
on a loop at a particular address location is different.
Action: Check the configuration and ensure it matches
the system hardware.

or replacement of parts, this work must be done by a trained engineer.
NO CONFIRMATION SIGNAL RECEIVED Confirmation signal not received within time limit.
Action: TBA.
SELF TEST FAILED Self-test has failed, the loop device did not pass a
self test or did the self test which was not completed.
Action: Replace the device.
SUBSYSTEM INITIALIZATION IN PROGRESS Sub-system is still initializing and the system is not
ready to respond to command or request.
Action: Wait and let the sub-system initialise.
PROCESSOR RELATED FAULTS
CO PROCESSOR SYSTEM FAULT Indicates fault on the backup processor of ID2net or
PIC in S200 or an issue during communication with
FAT co-processor
Action: Reboot and if the fault persists then replace the
affected hardware.
FIRMWARE FAULT A problem has been found with the execution of the
firmware, for example a task monitoring problem.
Action: Check and ensure compatible firmware is
loaded on the panel build.
