Safety Instructions
This measuring equipment must not be used or utilized except by qualified
staff and in accord with its technical data in compliance with the safety
precautions and instructions set forth below. In addition, use of this
equipment requires compliance with the legal and safety instructions
pertaining to the specific application in question. Similar precautions apply to
the use of accessories.
When connecting this measuring instrument to electricity distribution supply
networks and test objects dangerous contact voltages may be present on the
connecting parts or occur during measurement. Therefore, pay particular
attention to all warnings indicated in the operating manual or displayed by the
instrument.
Fault-free and reliable operation of this instrument requires suitable transport and
storage, setting-up and assembly, as well as care in operation and maintenance.
If there is reason to believe that risk-free operation is no longer possible, the instrument
should be switched off immediately and protected against accidental restarting. Risk-
free operation shall be deemed to be no longer possible if and when the instrument
shows visual damage,
fails to work in spite of functioning batteries,
has been exposed for some time to unfavorable conditions (e.g. storage beyond the
permissible climatic limits without adaptation to the ambient climate, dewing etc.),
has been exposed to major strain during transport (e.g. been dropped from some
height without visible external damage etc.), or
shows „– E –“ on the display (see chapter 3.11 "Display symbols").
WARNING: No measurements must be performed unless measuring
circuits are protected by fuses.
When connecting to a supply network the overload capacity of the
instrument must be observed (600V AC max.).
For safety reasons, only those accessories listed with the order codes
may be used.

Qualified Staff
consists of persons familiar with the setting up, assembly, starting up and operation of
the product and possess the qualifications required for such activities, such as
• training, instruction and/or authorization to perform the following operations on
circuits and equipment according to safety engineering standards: switching on
and off,
• disconnecting, earthing/grounding, labelling;
• training or instructions according to safety engineering standards in the care and
maintenance of adequate safety equipment.
• training in rendering first aid.

1. INITIAL POWER-UP
Although this instrument is very easy to operate, we ask you both for
safety's sake and for optimum utilization of the instrument to read the
following operating instructions carefully.
1.1 Inserting the Batteries
To prevent damage the instrument is not delivered with built-in batteries. These
must be fit before the first use.
CAUTION! Before inserting the batteries, all measuring leads must be
disconnected and the instrument switched off and disconnected. It is not
necessary to remove the rubber holster. Now the two screws Aof the
battery cover can be loosened with a suitable coin or a suitable screwdriver
and the batteries can be included now.
When inserting the batteries, mind the correct polarity as stamped in
the recess.
Always insert a complete set of batteries!
Close battery cover orderly.
The instrument in now ready.

2. DESCRIPTION OF CONTROLS
1Central selector for selection of measuring functions and ranges
ON/OFF.
2Start-key for triggering the set measuring function = contact area for
checking the protective wire for voltage and continuity.
3Display-key for fetching the appropriate additional values.
4Selection of RCD-circuit breaker measurement with/without resolution
and activation of the automatic continuity check with alarm during
resistance measurement.
5Both test-key for selective RCD-circuit breakers and selection-key for
1x, 2x or 5x nominal fault current with tripping measurement as well
as for selecting the increasing fault current when determining the FI
tripping current.
6Display unit, LCD digits, 19 mm high with automatic decimal point

3. MEASURING
Operation is simple:
Set measuring function/range with central selector Q
Connect instrument,
trigger measurement with start key Rread measured value.
ATTENTION: Do not operate the central selector during measurement, from
pressing the start key to the display of the result!
Please observe the following instructions for optimum usage of the instrument:
3.1 General
CAUTION! In case of temperature changes from well below freezing to above
freezing, dewing may occur. In this case wait for at least 30 minutes in temperature
ranges > 0°C before putting the instrument into operation At temperatures below 0
°C use fresh batteries if possible because of reduced battery capacity.
3.2 POWER-ON Functions
After switching on the instrument, the display test (all LCD segments showing) will
appear for approx. 5 s. During this phase it is possible to obtain special operating
modes:
a) Normal Mode,
If the display test elapses without further key presses, the instrument will
automatically return to stand-by mode (display „---“) approx. 60 s after
completion of a measurement or key press or after operation of the rotary
selector, call up old measured values with key S„Display“ or perform a
measurement with key R„Start“.
b) Stand By Off
Simultaneous depression of the two keys „Display“ and „ “ after turning on
until the end of the display test prevents the changeover to stand-by. The
battery-saving stand-by mode can not be re-enabled until the central selector is
switched off.

c ) Extend display test
Keeping key S„Display“ depressed for approx. 6 s after switching on, the
display test can be extended at will. Return to normal mode by re-pressing key
S„Display“.
d) Software version number
By keeping key „ “, x5 depressed during the display test, the software
version number is shown on the display. Return to normal operation by pressing
key S„Display“.

Connecting the Specimen
In plant featuring three-pin outlets, the supplied measuring lead with three-pin plug
should always be used for measuring. This precludes mis-wiring and permits
optimum use of all measuring facilities and switch positions. The instrument will
automatically effect any required pole-changing of the connections in case the L
and N-wires are exchanged.
Note: To avoid spurious displays, use only the supplied three-pin-
plug measuring cable.
Measuring cables from any previous versions are not compatible and
must therefore not be used!
For resistance and continuity and rotary-field-direction measurement as well as
measurements in distribution boxes or with fixed connections, the supplied 3-wire
measuring lead should be used.
If measurements with probe are to be performed, connect the included measuring
lead to the jack „ Probe “ with the safety plug of 4 mm diameter. The other side of
the lead should be connected with the included earth-probe to earth/ground.
Correct connection, both on the instrument and at earth/ground, is automatically
checked and displayed. In RCD-circuit-breaker testing mode, the measuring
method is simultaneously switched from lowering of voltage to current-voltage
measurement. In function RLOOP the connection to the probe jack activates the
measurement of earth electrode voltage.
Prompting and Control of Measuring Sequence
Before each measurement, the instrument automatically checks the current
measuring conditions and prevents measurement while simultaneously displaying
the error if any of the following conditions applies:
– illegal mains voltage
– illegal mains frequency (< 46 Hz, > 65 Hz)
– excessive temperature inside the case (display flashes)
– low battery voltage (display „LO-BAT“)
– connection of an external voltage during insulation or resistance measurement
– excessive probe voltage
– mis-connection or incomplete connection
Voltage and frequency measurements can be performed at all times.
Any required corrections of measured values or zero compensations for voltage
fluctuations are performed automatically for all measurements.
If „- E - “ is displayed, a defect has been recognised in the instrument.
(see section 3.11 Display hints)
Display of Measured Value and Additional Values
All measured values are displayed with correct decimal point and with indication of
the unit and an abbreviation for the current measured value. In addition, the display
may show various
special characters for plant assessment, prompting and explanation of error
messages. With key S„Display“ it is possible, before triggering the measurement,

to call up the additional measured values of mains voltage measurements UN-PE,
frequency, etc., and after measurement the additional measured values for the
current measuring mode, in cyclical sequence. When ambient lighting is poor, the
display is automatically illuminated by a fluoreszent foil located behind it, the
duration of illumination depending on the duration of previous illumination under
ambient light.
To avoid unnecessary battery consumption, the instrument will switch to stand-by
mode approx. 60 s after the last touch of a key or a twist of the central selectors. All
measured values available before the switchover remain stored and may be called
up at any time and any number of times by means of S„Display“.

To start a new measurement, select function and press key R„Start“ (see

where from the complementary values can be called by pressing „DISPLAY“.

3.3 Protective Wire Test
This test serves to check the protective wire (PE) for dangerous contact voltage or
interruption. It is enabled in all marked positions RCD, RA and RLOOP (L-PE) of
the central selector.

Observe overload capacity and connect instrument as shown.
When using the 3-pole measuring lead, mind the correct connection of PE!
Turn central selector to RCD RAor RLOOP (L-PE) and touch both the START-
button R„ “ and an earthed/grounded point (water faucet etc.).
Now the voltage UL-PE and, for voltages between PE wire and contact electrode ≥
50 V, the flashing symbol „ PE “ are displayed.
If no interruption of the protective wire is detected, approx. half the mains voltage
and the flashing symbol „ PE “will be displayed after a switchover both in
position UL-PE and
UN-PE, after a switchover by pressing key.
Note:
To check the function, use the 3-pole measuring lead, connecting lead L3to live.
Touch START-button R„ “and simultaneously earthed/grounded part (water
faucet etc.). The display must now show „ PE “ .

3.4 Phase Connection Test
This mode serves for rapid location of the HI-potential in plug-and-socket systems,
rendering the traditional phase tester redundant. It is not active in switch
positions RISO, RLOOP (L-N) and R active.
Optimum comfort is obtained if the 3-pin measuring adapter is used.
ATTENTION: To avoid spurious displays, use only the supplied power
cord. Measuring cables from any previous models are not compatible
and must therefore not be used!

When using the 3-pin plug, make sure that the red marking dot is seen from above
when the plug is inserted.
The following rules then apply if the display shows symbols as below:
HI-potential at left-hand plug pin as seen from the marker

For using the 3-pole measuring lead observe the following:
If the symbol „ “appears, L1is connected to the higher potential. If the display
shows „ “L2is connected to the wire with the higher voltage with respect to the
reference point PE wire. Versions CH/GB: L1, approx. L2.
ATTENTION! When using the 3-pole measuring lead, take care to have the
correct connection of the PE-wire to the mains, or else the specified
assignments are invalid! It must not be assumed that there is no risk in
touching the other wires. In position L-N no assignment is possible. In
combination with the display of the insulation resistance RISO this signal
indicates the rigidly assigned L wire!

3.5 Insulation Resistance (RISO)
This measuring mode serves for measuring insulation resistances up to 100 MOhm,
with automatic range selection. The measuring voltage used is a DC voltage of 500
V generated from the built-in batteries with a nominal current of 1 mA. For simple
measurement in single-phase systems, the power cord may be used, permitting
measurement of the insulation resistance between L – N – PE without replugging
the lines.
Note:
When measuring in systems with connected users, take care to disconnect the
users from the mains, at least for a single pole, e.g. by removing the built-in fuse or
turning off the mains switch. If after this the required insulation resistance values
are not met, the devices must be disconnected from the mains by all poles.
CAUTION! During measurement, voltages up to 520 V may occur,
which may be mortally dangerous in combination with high-
capacitance systems! Devices sensitive to over-voltages, e.g.
control circuits, microprocessor-controlled devices etc., should
be disconnected by all poles from the mains before measurement
for safety reasons.

Observe overload capacity and connect instrument as shown.
When using the 3-pole measuring lead, for a 2-pole measurement the unused
measuring lead L1 must be connected with the Line L3, measurements are only
possible in positions L-PE and L-N.
Turn central selector in function Riso to the desired position L-PE, N-PE or L-N. e. g.
L-N: Riso is measured between the Points of the 3-pin measuring adapter marked
L and N. The voltage „UL-PE“ or „UL-N“ is displayed (see also section 3.6).
Press key R„Start“ and keep depressed until the displayed value no longer
changes. To terminate release the measurement key. The measurement is
automatically interrupted after max. 5 s, in order to spare the batteries.
Read measured value.
Note: After an insulation resistance measurement, the symbol „ “ (approx. for
versions CH/GB appears with the RISO-value. It defines the wire, which is
considered to be the L line during measurement. This display is exclusively for
the local assignment to switch lettering and makes no statement about the
actual wiring of the installation.
To determine phase connection, proceed as per section 3.4.
By pressing key S„Display“, the applied residual DC voltage can be
displayed after performing the measurement. In the process all
capacitances charged by the measuring DC voltage are simultaneously
discharged. This measurement must be performed after every RISO-
measurement. Wait until the voltage has dropped to < 50 V.
For a new measurement press key R„Start“ again. To return to the original
measurement for displaying the mains voltage UL-PE, turn the central selector.
ATTENTION! Under Standards DIN VDE 0100 and ÖVE-EN1, insulation-resistance
measurement is only permitted in voltage-free systems. Therefore before
performing the measurement, the connection is checked for freedom from voltage.
If a voltage of > 50 V is found, no measurement is performed, and the voltage is
displayed. The insulation-resistance measurement between the wires L-PE, N-PE
and L-N is dependent on national regulations. Notice this regulations absolutely.
Error Messages:
Flashing symbols on the display generally signify illegal conditions or errors, for
further information see section 3.11 „Display hints“

3.6 Voltage, Frequency, Rotary-Field Direction
This measuring mode is enabled automatically in any position of the central
selector before
pressing key R„Start“ .
AC voltages from 0 to 500 V (46 to 65 Hz) may be displayed and frequencies from
15.3 Hz to 457 Hz. Voltages with < 46 Hz or > 65 Hz as well as DC voltages cannot
be measured (display „- - -“). The measured voltage is that between the lines L-PE
and N-PE, the higher of the two being displayed as „UL-PE“. In addition, in this
measuring mode it is possible to call up the voltage between lines N and PE. In the
modes Earth/ground-Connection Resistance, Fault-Current-Protection Circuit and
Loop Resistance / L-PE with connected probe also the voltage between PE and
probe as „US-PE“ (condition: „UL-PE“ must be present). If no protective-wire (PE)
connection is provided for the measurement, e.g. in mode Loop Resistance
Measurement in position L-N, only the voltage „UL-N“ between the measuring leads
L and N and the frequency can be measured and displayed..

By pressing keyS„Display“, the second voltage „UN-PE“ may also be
displayed. Another depression of the key „Display“ will measure the
frequency. For a double-pole-measurement, e.g. fault voltage measurement
between two points, measuring lead L1must be connected to line L3. The
