•ShouldALWAYSkeepthephonemorethansixinches
fromtheirpacemakerwhenthephoneisturnedON;

1. Do wireless phones pose a health hazard?
Theavailablescientificevidencedoesnotshowthat
anyhealthproblemsareassociatedwithusingwireless
phones.Thereisnoproof,however,thatwirelessphones
areabsolutelysafe.Wirelessphonesemitlowlevelsof
radiofrequencyenergy(RF)inthemicrowaverangewhile
beingused.TheyalsoemitverylowlevelsofRFwhen
inthestandbymode.WhereashighlevelsofRFcan
producehealtheffects(byheatingtissue),exposureto
lowlevelRFthatdoesnotproduceheatingeffectscauses
noknownadversehealtheffects.Manystudiesoflow
levelRFexposureshavenotfoundanybiologicaleffects.
Somestudieshavesuggestedthatsomebiologicaleffects
mayoccur,butsuchfindingshavenotbeenconfirmed
byadditionalresearch.Insomecases,otherresearchers
havehaddifficultyinreproducingthosestudies,orin
determiningthereasonsforinconsistentresults.

2. What is the FDA’s role concerning the safety of wireless
phones?
Underthelaw,theFDAdoesnotreviewthesafetyof
radiationemittingconsumerproductssuchaswireless
phonesbeforetheycanbesold,asitdoeswithnewdrugs
ormedicaldevices.However,theagencyhasauthority
totakeactionifwirelessphonesareshowntoemit
radiofrequencyenergy(RF)atalevelthatishazardous
totheuser.Insuchacase,theFDAcouldrequirethe
manufacturersofwirelessphonestonotifyusersofthe
healthhazardandtorepair,replace,orrecallthephones
sothatthehazardnolongerexists.
AlthoughtheexistingscientificdatadonotjustifyFDA
regulatoryactions,theFDAhasurgedthewirelessphone
industrytotakeanumberofsteps,includingthefollowing:
•Supportneededresearchintopossiblebiologicaleffects
ofRFofthetypeemittedbywirelessphones;
•DesignwirelessphonesinawaythatminimizesanyRF
exposuretotheuserthatisnotnecessaryfordevice
function;and
•Cooperateinprovidingofwirelessphoneswiththebest
possibleinformationonpossibleeffectsofwireless
phoneuseonhumanhealth.
TheFDAbelongstoaninteragencyworkinggroupof
thefederalagenciesthathaveresponsibilityfordifferent
aspectsofRFsafetytoensurecoordinatedeffortsat
thefederallevel.Thefollowingagenciesbelongtothis
