WirelessTechnologyResearch.Personswithpacemakers:
•ShouldALWAYSkeepthephonemorethansixinches
fromtheirpacemakerwhenthephoneisturnedON;
•Shouldnotcarrythephoneinabreastpocket.

1. Do wireless phones pose a health hazard?
Theavailablescientificevidencedoesnotshowthat
anyhealthproblemsareassociatedwithusingwireless
phones.Thereisnoproof,however,thatwirelessphones
areabsolutelysafe.Wirelessphonesemitlowlevelsof
radiofrequencyenergy(RF)inthemicrowaverangewhile
beingused.TheyalsoemitverylowlevelsofRFwhen
inthestandbymode.WhereashighlevelsofRFcan
producehealtheffects(byheatingtissue),exposureto
lowlevelRFthatdoesnotproduceheatingeffectscauses
noknownadversehealtheffects.Manystudiesoflow
levelRFexposureshavenotfoundanybiologicaleffects.
Somestudieshavesuggestedthatsomebiologicaleffects
mayoccur,butsuchfindingshavenotbeenconfirmed
byadditionalresearch.Insomecases,otherresearchers
havehaddifficultyinreproducingthosestudies,orin
determiningthereasonsforinconsistentresults.

2. What is the FDA’s role concerning the safety of wireless
phones?
Underthelaw,theFDAdoesnotreviewthesafetyof
radiationemittingconsumerproductssuchaswireless
phonesbeforetheycanbesold,asitdoeswithnewdrugs
ormedicaldevices.However,theagencyhasauthority
totakeactionifwirelessphonesareshowntoemit
radiofrequencyenergy(RF)atalevelthatishazardous
totheuser.Insuchacase,theFDAcouldrequirethe
manufacturersofwirelessphonestonotifyusersofthe
healthhazardandtorepair,replace,orrecallthephones
sothatthehazardnolongerexists.
AlthoughtheexistingscientificdatadonotjustifyFDA
regulatoryactions,theFDAhasurgedthewirelessphone
industrytotakeanumberofsteps,includingthefollowing:
•Supportneededresearchintopossiblebiologicaleffects
ofRFofthetypeemittedbywirelessphones;
•DesignwirelessphonesinawaythatminimizesanyRF
exposuretotheuserthatisnotnecessaryfordevice
function;and
•Cooperateinprovidingofwirelessphoneswiththebest
possibleinformationonpossibleeffectsofwireless
phoneuseonhumanhealth.
TheFDAbelongstoaninteragencyworkinggroupof
thefederalagenciesthathaveresponsibilityfordifferent
aspectsofRFsafetytoensurecoordinatedeffortsat
