1.0 General
1.1 The 3M™4990 Protected Entrance Terminals (PETs) provide for the protection and termination of
entrance and distribution cables. The terminals are available in 25, 50, 100, and 300 pair sizes and are
Underwriter Laboratories (UL) Listed.

1.2 All terminal sizes contain the following features and components:
a) A short stub with one end pre-connectorized to a flame retardant 3M™MS2™ modular connector or
a 3M™710 connector. The other end is pre-wired to the protector block.
b) Protector receptacle field
c) Self contained splice chamber
d) Strain relief components for the entrance cable
e) External 5 stud ground bar
f) Internal insulated ground strap
g) Wall hanger bracket
h) Distribution field terminated to an IDC block
i) Pair count log label

2.0 Accessories
2.1 4990-SK Skirt - The 4990-SK skirt is used with the 25, 50, and 100 pair terminals when physical
protection of incoming cable is preferred or when a separate splice location below the terminal is desired.
2.2 4788-SKW Skirt - The 4788-SKW skirt is used with the 300 pair terminal when physical protection of
incoming cable is preferred or when a separate splice location below the terminal is desired.
2.3 4990-CLR Stacking Collar - The 4990-CLR stacking collar is used when stacking two or more 25, 50, or
100 pair terminals. Stacking 300 pair terminals is not recommended.

4990-WB Wall Bracket - The 4990-WB wall bracket is used for necessary clearance when the mounting
surface contains parallel (vertical or horizontal) obstructions; such as electrical conduits, pipes, drains, etc.
The 4788-WBW is used with the 300 pair terminal.

3.0 Protector Specifications
3.1 To maintain UL Listing, only five pin arrestor devices that are UL Recognized or Listed may be used in
the terminals.
4.0 Tool Requirements
4.1 The following tools should be used to install 3M™terminals:
• standard hand tools
•3M
™MS2™ Modular Splicing Rig
•3M
™ 710 Splicing Rig
•3M
™Scotchlok™Crimping tools
5.0 Terminal Placement
Note: Protected Entrance Terminals are to be installed in accordance with Article 800, Section C of the
National Electrical Code (ANSI/NFPA 70).
5.1 Locate the terminal according to standard company practice, and,
a) Locate the terminal:
• where it will be mounted to a firm surface
• is accessible to technicians at all times
• can be reached without a ladder
• will not project in a hazardous manner
Note: Avoid locations near flammable materials, ignitable gases, dust, excessive moisture, temperature
extremes, moving machinery, electric light and power circuits, and electrical equipment.
b) Observe caution when exposing the terminal and components to chemicals in liquid or vapor form, as
they may damage the plastic components.
Note: If a 4990-SK, 4788-SKW, 4990-WB, or 4788-WBW is to be installed, these items should be installed
first and then proceed to section 6.0.
5.2 Open the terminal door using a 7/16" terminal wrench. Remove the door by lifting upward. Stow the
door in a safe place until installation is completed.
5.3 Remove the parts bag. Locate the hanger bracket. Open the bag and remove two of the #12 screws for
attaching the wall hanger bracket. Remove four of the #12 screws if installing the 300 pair terminal.
5.4 Place the hanger bracket in the desired location and mark
holes for screws. Make sure the bracket is level.
5.5 Attach the bracket to the mounting surface with the #12
screws provided or other appropriate fasteners.
5.6 Locate the overhanging lip on the top rear of the
terminal and position it over the hanger bracket. Lower
the terminal into place. Make sure the terminal is seated
correctly on the bracket.
5.7 Loosen the two screws on the hinged inner panel.
These are captive screws, DO NOT REMOVE THEM.
Open the inner panel and secure in the open position with
3M™88T Vinyl Tape. Install two #12 mounting screws,
or other appropriate fasteners, through the two lower slots
on the rear wall of the terminal. Fasten the terminal to
the mounting surface.

6.0 Terminal Grounding
6.1 Fasten a #6 AWG ground wire to the ground lug located on
the bottom edge of the terminal panel. Route the other end of
the ground wire through the small grommet to a local ground
per company standards.
6.2 If stacking two housings, open the inner panel of both units.
In the upper unit, perform step in 6.1 and attach the other end
to the rear of the ground bar in the lower unit with a ground
lug. The ground lug is not provided with the terminal.
Note: Failure to properly bond and ground the terminal per
N.E.C. or equivalent local codes may render the
protection arrestors useless.
7.0 Entrance Cable Preparation and Termination
7.1 Cable Entrance Preparation - Extend the entrance cable at least 30" (762
mm) past the cable entry port and mark the cable jacket. Remove excess
cable.
7.2 Slide the 3M™Pull n’ Shrink Tubing (PST) over the cable sheath with the
pull tab facing away from the terminal. If installing a 25 or 50 pair cable,
slide both PST tubes on, sliding the larger one on first, then the smaller
one. Slide the plastic gland (without nut) over the cable sheath with the
fingers facing away from the terminal.
7.3 If top entry is being used, temporarily tape the PST and gland to the wall or
other suitable surface to keep it out of the way.
7.4 Remove knockout at the selected cable entry location.

7.5 Lay the cable against the housing and mark the sheath allowing for a
minimum of 2” (51mm) of cable sheath to extend past the cable entry port.
7.6 Remove the cable sheath leaving a minimum of 1/2” (13mm) of core wrap
to protect the pairs from the shield bond connector. Free conductor length
should be a minimum of 27” (686 mm).
7.7 Install an approved shield bond connector per standard procedure.
7.8 Identify and tape ends of binder groups.
7.9 Insert the cable through the entry port of the housing.
7.10 Slide the plastic gland toward the cable entry port and insert the threaded
portion through the hole. While holding the gland in place, slide the nut
over the free conductor end and install nut on the gland.
7.11 Attach provided ground wire to the shield bond connector.
7.12 If installing a terminal requiring two PST’s, place a double half-lapped
layer of 88T vinyl tape starting at the gland fingers to a point
approximately six inches down the sheath. Slide the smaller PST up
towards the gland as far as it will go and holding it firmly against the gland
remove the core completely.
7.13 Slide the PST over the gland assembly and butt it up against the terminal.
Slowly unwind the loose core tail by pulling it in a counterclockwise
direction while edging the PST toward the terminal as the core is removed.
Note:
The PST must be positioned a maximum of 3/8” (10 mm) away from the
terminal entry port. If this dimension is not achieved, remove the
collapsed PST carefully with a sharp knife. Remove the cable and gland
from the terminal. Repeat steps 7.2, 7.9, 7.10, 7.11, 7.12 and 7.13.
7.14 If the position of the PST is as close as possible to the terminal,
continue core removal to complete the collapse of the PST over
the gland. Be sure core is completely removed.

7.15 Cable Termination -
When splicing with 3M™MS2™ modules:
a. Attach the 3M™4045K splice rig to the bottom panel on
left hand side of the terminal. To prevent damage to the
painted surfaces, use shipping carton material between the
clamp and the terminal.
b. The base of the module and an adapter are included with
the terminal.
c. Using tie wraps, secure the cable groups to the slotted
bracket on the left hand side of the splice chamber while
maximizing slack and maintaining good housekeeping.
d. Splice the cable groups to the corresponding pre-
connectorized stubs in the terminal per company practice.
7.16 Cable Termination -
When splicing with 3M™710 connectors.
a. Attach the Tool Mounting Kit and Uni-presser to the
bottom panel on left hand side of the terminal. To prevent
damage to the painted surfaces, use shipping carton
material between the clamp and the terminal.
b. The other component(s) of the connector is included with
the terminal.
c. Using tie wraps, secure the cable groups to the slotted
bracket on the left hand side of the splice chamber while
maximizing slack and maintaining good housekeeping.
d. Splice the cable groups to the corresponding pre-
connectorized stubs in the terminal per company practice.
7.17 Cable Termination -
When splicing with discrete connectors such as 3M™Scotchlok™connectors:
a. Using tie wraps, secure the cable groups to the slotted bracket on the left
hand side of the splice chamber while maximizing slack and maintaining
good housekeeping.
b. Match the cable groups to the corresponding pre-connectorized stubs in
the terminal. Cut out one pair at a time, from the connectorized side and
splice them according to company practice.
7.18 Once all splicing is completed, bundle the connected groups together
and secure with tie wraps to the slotted bracket on the left hand side of
the splice chamber.
7.19 Close the inner panel and secure.
7.20 Install the terminal door by aligning it with the drop pin hinges and
lowering it into place.

8.0 Distribution Cable Termination
8.1 Cut an X shaped slit in the rubber grommet located in the lower right hand corner. Install terminal door.
8.2 Route the distribution pair(s) through the grommet and up to the distribution block and locate the desired
pair location on the block.
a. Trim the ends of the pair and form a 90°bend on the end
of the pair.
b. Make sure the assigned pair caps are in the positioned with the slot oriented vertically.
c. Insert the tip wire through the tip port until the wire is visible from the exit port underneath.
d. Insert a 1/2” wide slotted screwdriver blade into the slot in
the top of the cap and rotate 900clockwise until you feel
the cap come to rest against the stop. As the cap rotates, the
wire is simultaneously connected and trimmed off.
Note: Make sure the screwdriver blade is fully inserted into
the cap before rotating.

e. Always route the distribution wire below the connected
cap and across the pairs through the wire guides.
f. Record the location of the distribution pairs on the binding
post log located on the inside surface of the terminal door.
g. Install 4324 special circuit caps on appropriate pair
positions.
h. Close the terminal door and secure.
i. If additional security is required, remove the two security screws holding the lock hasp. Position the hasp
in the two rearward holes and secure with the special screws provided. Make a slit in the weather
stripping in the hasp slot of the terminal door. This will now allow an additional locking device to be
attached.

8.3 Testing
a. Align the 4327 single pair test probe as shown.
Note: The test probe may be attached to either jumpered
or non-jumpered caps. However, the presence of
special circuit caps prevent the test probe from
making contact with that specific pair.
b. Insert pins in the test ports. Depress the spring loaded
clamps enough to allow clearance over the cap heads.

c. Release and position fingers behind clamps. Push pair
probe forward until the clamps snap behind the cap
heads. Rotate 90°
9.0 Protector Installation and Testing
a. If the terminal is equipped with a cover over the protector field, loosen the captive screw(s) and open the
cover.
b. Fully insert the appropriate UL Recognized or Listed protection device into the protector receptacle field.
Refer to section 3.0
Important:
All protectors must be fully inserted during testing.
Standard protector jack field pin configurations are
used with the central grounding pin serving to
polarize the module. A pair of long pins on each
module connect TIP and RING to the entrance
cable side while shorter pins connect to line side.
Detents on the longer pins hold the protector in
place when it is pulled out to an intermediate
position to disconnect the line. When in this
position, the entrance cable side continues to be
protected.
c. Once all protectors are in place, close protector field cover and secure.

10.0 Multiple Terminal Installation
10.1 Any 25 pair, 50 pair or 100 pair terminal may be stacked one on top of another to increase a given pair
count at a location. No more than two terminals of any size should be stacked together. Stacking the 300
pair terminals is not recommended.
10.2 When stacking a second unit on top of an existing terminal, the additional entrance cable must enter the
upper terminal through the top entry port.
a. Remove the two upper keyhole shaped knockouts on the rear panel. Also remove the selected knockouts
for the feeder and distribution pairs, including the ground wire knockout in the top of existing housing.
Note: If wire work is to pass between the terminals, make sure all appropriate knockouts are removed and
install the plastic edging provided to eliminate
chafing of the wire insulation.
b. Place a 4990-CLR stacking collar on the top of the
first terminal. Make sure that it is fully seated and in
place.
c. Place the second terminal on top of the stacking collar making sure
that it is fully seated.
d. Attach the upper terminal with four #12 screws or
appropriate fasteners.
e. Install the ground wire and terminate the incoming
cable as outlined in sections 6.0 and 7.0.
