Preface
The DVTel 9600 and 9700 Series of Internet Protocol (IP) Pan-Tilt-Zoom (PTZ) Cameras
(or Domes) feature a variety of PAL and NTSC models for both indoor and outdoor use.
The domes contain a built-in MPEG-4 encoder that converts analog video into one or two
MPEG-4 streams. The latter option is used to support viewing and recording at different
qualities (up to 4CIF, 30 ips NTSC or 25 ips PAL). The domes are powered using 24 VAC
current, delivered either through a Power over Ethernet (PoE) wiring accessory or directly.
PoE is not available for outdoor domes. Each dome also contains DIP switches for setting
the PTZ number, baud rate and protocol.
The DVTel Domes are designed to integrate seamlessly with Latitude NVMS. Most of the
devices’ configuration is typically performed through the Latitude AdminCenter.
Dome setup involves three principal tasks: encoder configuration, physical installation and
camera configuration.
The diagram below shows the dome’s dimensions, in millimeters.

Encoder Configuration
The dome’s built-in encoder should be configured in a lab before the camera is installed in
the field. Each dome comes with a default IP address, which is typically listed on a sticker
affixed to its housing (some early models of the dome do not have this sticker. In that case,
the default IP address is 192.168.0.1).
1. Install the DVTel ActiveX extensions on your computer. The application can be found
in the firmware folder of the installation CD under the name DVTELACX.exe.
2. Launch Internet Explorer and open
Internet Options from the Tools menu. Switch to
the Security tab and click Local intranet and then the Custom Level button. Change
all the ActiveX setting to either Prompt or Enable .
3. Go to http://www.java.com and download and install the latest version of the
Java Virtual Machine.
4. Power up the camera with 24 VAC using either the Power over Ethernet (PoE) wiring
accessory or, in the case of a dome without PoE, its power leads. The PoE wiring
accessory should be connected to a 24 VAC power source and to either your computer
or a network switch. If connecting directly to a computer, use the provided crossed
network cable to connect the wiring accessory’s female RJ45 connector to the camera’s
female RJ45 connector. Otherwise, use a straight-through cable.
5. Configure your computer’s network settings so that it can connect to devices with IP
addresses of the form 192.168.0.X. See your network administrator for information on
how to do this.
6. Enter the encoder’s IP address in Internet Explorer Address field and press Enter.

7. Click the Settings link at the top of the page. In the Settings page, click Configurator .
8. In the side bar, click
Service settings and Network settings . Enter the settings you
would like to assign your unit. Some of the fields may often be left blank, but you must
always assign the encoder an IP address and a subnet mask such that it is visible to the

Latitude system. Once you have modified the unit’s settings, click the
Set button, and then the link
labeled “Reboot after ‘set’ necessary!”

9. Once the new settings have been sent to the dome, exit the configuration page.
Assigning the Dome an RCP+ Extension
The encoder’s default RCP+ extension (or port) is 1800. It is recommended that this value
be change prior to using the camera with Latitude.
1. Go to Start>Programs>DVTel Latitude 3.0>Tools>Video Unit Search .

2. Choose RCP+ from the Unit type drop-down menu and click the Run button on the
top right corner of the screen.
3. Double click the encoder you have just configured. Assign it a port and click OK . You
may use the same port for other domes as well.
4. Exit Video Unit Search.

Assigning an RCP+ Extension to a Latitude Archiver
To use the dome with Latitude, you will need to associate its RCP+ port with one (or more,
in the case of fail-over or redundant archiving) of your Latitude Archivers.
1. On the server on which the Latitude Archiver resides, go to Start>Programs>DVTel
Latitude 3.0>Resource Administration Tool .
2. Right click Archiver in the Resources tree and choose Create>RCP+ Extension .
Click
Yes when asked whether you would like to restart the Archiver service.
3. Change the Discovery port to the same port you assigned your dome and click Apply .
4. Exit the Resource Administration Tool.

Physical Installation
The following instructions present the procedure for installing a bracket-mounted IP dome
using a pendant mount. Mounts are also available for installing the dome on a wall, corner,
roof or pole. The ceiling-mounted dome requires that a round hole be made in the ceiling tile.
Indoor Dome Installation
1. Place the pendant mount base against a firm ceiling and secure it with three expansion
bolts. Pull the wiring through the base hole.

2. Screw the suspender into the pendant mount base, and then the housing holder into the
suspender. Secure the connections with holding screws and pull the wiring through the
three connected accessories.

3. Screw the housing onto the housing holder and secure the connection with two holding
screws.

4. Connect your dome to power using either its power leads or the PoE wiring accessory
and a CAT5 cable of no more than 220 feet, depending on your model.
5. Connect the dome or PoE wiring accessory, depending on your model, to the network.
6. The dome’s PTZ number is set with the S1 DIP switch at the back of the dome drive.
DVTel recommends you leave at its default of 1. If you would like to change it, use the
key provided on the sticker below the S1 switch.
7. Push in on the two tabs located on the upper side of the dome drive, and line them up
with the corresponding grooves in the housing. Insert one tab into the groove and then
the other. Push on the ends of the tabs until both click into place.
8. To install the dome cover, line up its screws with the corresponding holes in the dome
housing, and secure the cover with the supplied pan-head screws.

9. Power on the dome. Once it completes its initialization process, it can be programmed.

Outdoor Dome Installation
1. Place the pendant mount base against a firm ceiling and secure it with three expansion
bolts. Pull the wiring through the base hole.

2. Screw the suspender into the pendant mount base, and then the housing holder into the
suspender. Secure the connections with holding screws and pull the wiring through the
three connected accessories.

3. Screw the housing onto the housing holder and secure the connection with two holding
screws. You may also want to apply thread compound to the threads on the housing.

4. Connect the dome to your network using a CAT5 cable.
5. Connect the dome to a 24 VAC power source. Do not use Power over Ethernet to power the
outdoor dome.
6. The dome’s PTZ number is set with the S1 DIP switch at the back of the dome drive.
