INTRODUCTION
SCALE FEATURES
♦Calculates and displays rates for almost all major postal services offered by United States Postal Services
♦With manual weight entry from 10 lb up to 70 lb in steps of 0.1 oz
♦Instant keys for Canada, Mexico, UK, China, and Japan destinations
♦Country/city code database and easy search feature – With over 500 countries and major cities in scale’s
memory for easy access. Input the 3-digit country code or first four letters of the country name and the scale
will automatically look up for the corresponding price group of the country and service selected.
♦Special services feature single key review and “self-check” – The scale is programmed only to allow user
entries for services available for the class of mail and destination selected (including international services to
all of the countries included in the Country/City Code List).
♦Zip/zone data programming which enables the user to program the “location” of the PS3000N USA scale and
after successful programming, the scale is able to compute for the correct postage rates according to the zip
code entered for domestic services.
♦Scale is able to display messages in English or in Spanish (default language during scale restart is English)

PREPARING THE SCALE FOR USE
1. Place the PS3000N USA scale on a flat surface.
2. Place the weighing platform on top of the scale with the platform posts positioned to slide into the 4 receptors on
the top of the main case (hinges to the back). Press down gently to secure.
3. Plug adapter (included) into the Scale (port at back of unit) and then into standard electrical outlet.
4. Press ON/OFF/TARE to turn on Scale. The display will read "Wait/Espara...". The Scale will then go through an
electronic self-test for about 2 to 5 seconds. If the NPS3000 is not stable, the display will not change. If excess
TARE or other LOAD is being applied, the display will read "Overload" and beep. The beep sound will continue until
the LOAD is removed.
To display the serial number of your scale, press Registered (REG) key while display is "Wait/Espara...".
5. When the Scale has passed its self-test and is ready for weighing, the display will read "1st Class Letter/0lb0oz
$0.42". The NPS3000 is now ready for weighing and calculating USPS rates up to 10 lb.
OPERATING THE PS3000N USA POSTAL SCALE
The PS3000N USA is easy to use and straight-forward in operation. First, establish which basic postal service you wish
to use (e.g., 1
st
Class, Packages, Global Express Mail, etc.). The 3-digit zip code, zone, destination country or country
code can be set (e.g. local zones, or for international services, set the country code or destination country). Finally,
decide whether you wish to utilize any of the supplementary services (e.g., Registered, Insured, Return Receipt, etc.)
and simply press the appropriate keys in turn. The display will guide you through displaying the services selected and
the total postage cost.
*NOTE: For zip code entries, the scale needs to be programmed with zip/zone data first. Refer to ZIP/ZONE
DATA PROGRAMMING section of this manual on how to program your scale’s zip/zone data.
KEYBOARD FUNCTIONS
BASIC SERVICES
The following services are available in the PS3000N USA scale. Refer to the section on List of Display Messages on how each of
these services is displayed on the scale.
1.
1ST CLASS MAIL/PRIORITY MAIL
Pressing this key selects and displays the cost of 1

Class and Priority Mail services. This key toggles with 1
st
Class Letters, 1
st
Class Flats, and 1
st
Class Parcels. When in 1
st
Class Letters and weight exceeds 3.5 ounces, it will automatically switch to 1
st
Class Flats. The maximum weight for 1
st
Class Flats and Parcels is 13 ounces. If mail exceeds this limit, it will automatically
switch to Priority Mail (default to Zone 1). To change zip code or zone, press ZIP/ZONE key and enter the first three digits of the
zip code or select the appropriate zone by pressing a number from 0 to 8. Press ENTER key to confirm the entry. For zip code
entries, you need to program your scale’s Zip/zone data first.
When in Priority Mail service, press FLAT RATE ENVELOPE/FLAT RATE BOX key once to show the rates of Priority Mail Flat
Rate Envelope. Next press of this key will show the rates of Priority Mail Flat Rate Regular Box.
2.
PACKAGES
Pressing this key selects and displays the cost of Package/Parcel Post services (default to Local zone or Zone 0). To change zip
code or zone, press ZIP/ZONE key and enter the first three digits of the zip code or select the appropriate zone by pressing a
number from 0 to 8. Press ENTER key to confirm the entry. For zip code entries, you need to program your scale’s zip/zone data
first.
3.
BOUND PRINTED MATTER (Parcels)
Pressing this key selects and displays the cost of Bound Printed Matter Parcels services (default to Zone 1). To change zip code
or zone, press ZIP/ZONE key and enter the first three digits of the zip code or select the appropriate zone by pressing a number
from 0 to 8. Press ENTER key to confirm the entry. For zip code entries, you need to program your scale’s Zip/zone data first.
This service is available to mailing items of up to 15 pounds only.
4.
BOUND PRINTED MATTER (Flats)
Pressing this key selects and displays the cost of Bound Printed Matter Flats services (default to Zone 1). To change zip code or
zone, press ZIP/ZONE key and enter the first three digits of the zip code or select the appropriate zone by pressing a number
from 0 to 8. Press ENTER key to confirm the entry. For zip code entries, you need to program your scale’s Zip/zone data first.
This service is available to mailing items of up to 15 pounds only.
5.
LIBRARY MAIL
Pressing this key selects and displays the cost of Library Mail services.
6.
EXPRESS MAIL
Pressing this key selects and displays the cost of Express Mail services (default to Local zone or Zone 0). To change zip code or
zone, press ZIP/ZONE key and enter the first three digits of the zip code or select the appropriate zone by pressing a number
from 0 to 8. Press ENTER key to confirm the entry. For zip code entries, you need to program your scale’s Zip/zone data first.
When in this service, press FLAT RATE ENVELOPE/FLAT RATE BOX key to show the rates of Express Mail Flat Rate Envelope.
7.
MEDIA MAIL
Pressing this key selects and displays the cost of Media Mail services.
8.
FIRST CLASS MAIL INTERNATIONAL
Pressing this key selects and displays the cost of 1

Class Mail International services. Refer to the Country Code/Country Input in
the latter part of this manual on how to enter or change the country of destination for this service.
This key toggles with 1

Class Mail Int’l Letters, 1

Class Mail Int’l Flats, and 1

This service is available to mailing items of up to 4 pounds (64 ounces) only.
9.
EXPRESS MAIL INTERNATIONAL
Pressing this key selects and displays the cost of Express Mail International services. This service is available to selected
countries only. Refer to the Country Code/Country Input in the latter part of this manual on how to enter or change the country of
destination for this service.
When in this service, press FLAT RATE ENVELOPE/FLAT RATE BOX key to show the rates of Express Mail International Flat
Rate Envelope.
10.
PRIORITY MAIL INTERNATIONAL
Pressing this key selects and displays the cost of Priority Mail International services. This service is available to selected
countries only. Refer to the Country Code/Country Input in the latter part of this manual on how to enter or change the country of
destination for this service.
When in this service, press FLAT RATE ENVELOPE/FLAT RATE BOX key once to show the rates of Priority Mail International
Flat Rate Envelope. Next press of this key will show the rates of Priority Mail International Flat Regular Rate Box.
11.
GLOBAL EXPRESS GUARANTEED
Pressing this key selects and displays the cost of Global Express Guaranteed services. This service is available to selected
countries only. Refer to the Country Code/Country Input in the latter part of this manual on how to enter or change the country of
destination for this service.
12.
POSTCARD
Pressing this key selects and displays the cost of Postcard services. When in local or domestic services, the rate of local
postcard is displayed. When in international services, the rate of international postcard is displayed. Refer to the Country
Code/Country Input in the latter part of this manual on how to enter or change the country of destination for Postcard International
services.
SPECIAL SERVICES
The following special/add on services are available in the PS3000N USA scale. The scale is programmed only to allow user entries for
services available for the class of mail and destination selected (including international services to all of the countries included in the
Country Code List). Examples: REG is not available for Packages and Priority Mail Insurance is not available to the country MEXICO. If
a service is selected that is not available for the class and/or destination selected, the display will read "No Service" for approximately 1
second. The display will then return to the previously selected class and service. To clear all selected special services, press CE key.
Refer to the section on List of Display Messages on how each of these special services is displayed on the scale.
1. REGISTERED MAIL
Press this key to add on the cost of registered mail service. For 1
st
Class and Priority Mail, declared value (insurance) is required
to calculate the registered mail fee. User should enter a value not greater than US$50,000 (this is the limit for declared value of
registered mail in PS3000N USA scale, USPS allows greater values). If selecting registered without insurance, enter 0 as the
value and scale will automatically add on the fee for registered without insurance to the current postal rate. For First Class Mail
International services, a single charge applies which will be added on automatically.
This is available to 1
st
Class Mail (Letters, Flats, and Parcels), Priority Mail, Priority Mail Flat Rate Envelope, and First Class Mail
International (Letters, Flats, and Parcels) services. It may be combined with COD (for domestic services only) and return receipt
(for both domestic and international services) for additional fees.
2. CERTIFIED MAIL
Press this key to add on the cost of certified mail service.
This is available to 1
st
Class Mail (Letters, Flats, and Parcels) and Priority Mail and maybe combined with return receipt for an
additional fee.
3. COLLECT ON DELIVERY (COD)
Press this key to add on the cost of COD service for local or domestic mail. Enter the amount to be collected from the recipient.
This should not exceed US$1,000.
This is available to 1

Class Mail (Letters, Flats, and Parcels), Priority Mail, Packages, Library Mail, Media Mail, Express Mail, and
Bound Printed Matter (Parcels and Flats). It may also be combined with registered mail (1
st
Class and Priority Mail only) and
return receipt for additional fees.
4. INSURED MAIL
Press this key to add on the cost of insured mail service. Enter the insurance value of the item. This should not exceed US$5,000.
For Priority Mail International services, it should not exceed the insurance limit set by USPS for the specified country.
This is available to 1
st
Class Mail (Letters, Flats, and Parcels), Priority Mail, Packages, Media Mail, Library Mail, Express Mail,
Bound Printed Matter (Parcels and Flats), Express Mail International, Priority Mail International (available to selected countries
only), and Global Express Guaranteed services. For Package services, it may be combined with return receipt for additional fee,
and for domestic services insurance value must exceed US$50 to combine with return receipt for an additional fee.
5. RETURN RECEIPT
Press this key to add on the cost of return receipt service. This is available in combination with any of the other special services
except for Express Mail Domestic services which can be selected without other special services. Return receipt is applicable to all
domestic services. For international services, return receipt is available only to registered or insured mail or packages and only to
selected countries. Return receipt is also available to Express Mail International to selected countries only at no additional cost.
6. RETURN RECEIPT FOR MERCHANDISE
Press this key to add on the cost of return receipt for merchandise service. This is available to Priority Mail, Packages, Media
Mail, Library Mail, and Bound Printed Matter (Parcels and Flats) services.
VALUE INPUT
Some of the special services as well as the additional postage function require value input from user. This value should not
exceed the maximum value for the selected special service set by USPS (displayed before value input) or should not exceed
US$9.99 for additional postage function. To input value, enter the digits successively (4-8-2 for US$482, etc.) and press ENTER
key to confirm. To clear previous digit input, press CE until the desired input is cleared.
COUNTRY CODE/COUNTRY INPUT
International services require the input of country of destination for the mailing item. This can be done by entering the 3-digit
country code or entering the name of the country of destination. When the scale prompts for country code input, enter the 3-digit
country code or press SEARCH key (this is the key for Return Receipt for Merchandise) and type in the first four letters of the
country or city name to manually search for it. Then the scale will automatically display the nearest match of country and city
names. Use or arrow keys to browse for other countries or cities. When the desired country or city is displayed, press
ENTER key to select it.
Press CHANGE COUNTRY key to change the current country or city of destination. There are also shortcut keys that can be
pressed for the following destinations: UK (4), China (5), Japan (6), Canada (7), and Mexico (8).
Refer to the Country Code List section of this manual for the country code assignment of each country or each major city in the
world.
MANUAL WEIGHT ENTRY
The scale has the special feature manual weight entry wherein it allows user to input weight of an item from 10 lb up to 70 lb and
calculate the postal rate for the selected service(s). Press MANUAL WEIGHT ENTRY key and enter the weight in pound units (xx)
followed by ounce units (xx.x) using the format specified in the parentheses. Press Enter key when entering 0 value for ounce
units. Press the CE key or MANUAL WEIGHT ENTRY to return to the normal weighing mode.
OTHER KEYBOARD FUNCTIONS
Aside from their function as special services key, letter or numeric key inputs, the following keys also have other functions as
described below.
* 1/i
Press this key to display information on the current selected service. The full name of the service, zone or country details, and
selected special services and their rates will be displayed.
* 2/
Press this key to disable or enable key beep sound.
* 3/PROGRAM ZIP/ZONE
Press this key to program the ZIP/ZONE data of the scale. This will overwrite any existing data of zip/zone that the scale already
has. Refer to the ZIP/ZONE DATA PROGRAMMING section on the latter part of this manual on how to do program zip/zone data
of your scales.
* 4/UK
Press this key to select UK destination when current service is for international destinations.
* 5/CHINA
Press this key to select CHINA destination when current service is for international destinations.
* 6/JAPAN
Press this key to select JAPAN destination when current service is for international destinations.
* 7/CANADA
Press this key to select CANADA destination when current service is for international destinations.
* 9/MEXICO
Press this key to select MEXICO destination when current service is for international destinations.
* 0/CHANGE COUNTRY
Press this key to change the current destination of the selected international mail service.
* +/ENTER
Press this key when you have completed keying in requested information like country code, three-digit zip code, destination
country, or a value required for a certain special service.
On the other hand, + function will add any user input value of up to US$9.99 at a time to the current postage rate of the selected
service. To clear the added value, press CE key. Refer to the section above on Value Input.
* CE
Pressing this key will de-select any add-on services already selected (e.g. Registered, Insured, COD, etc.), clear request for input
or act as a backspace key when entering information like country code or values for COD or insurance according to the mode the
scale is in. This will also switch the scale to normal weighing mode when it is in manual weight entry mode.
* ZIP/ZONE
Press this key to change the current zip code or zone for the current selected domestic service.
* ENGLISH/ESPAÑOL
Press this key to switch between English or Spanish scale message displays.
* FLAT RATE ENVELOPE/FLAT RATE BOX
Press this key to display the rates of Flat Rate Envelopes or Flat Rate Boxes. This is only available for the following services:
Priority Mail, Express Mail, Priority Mail International, and Express Mail International. Express Mail services only have rates for
Flat Rate Envelopes.
* ON/OFF/TARE
Pressing this key switches the scale on or off or enables tare function. This key will tare the weight on the platform (i.e. set it to
zero) if a weight is displayed. This is useful for weighing items with containers. To turn off scale, first remove any weight on the
platform and disable the tare function.
* INSD/

SPC
This key serves as left arrow key (move backward the list) when browsing country or city names and serves as a space (‘ ‘) during
input of country or city names for international services.
* RTRN RCPT/


This key serves as right arrow key (move forward the list) when browsing country or city names.
* RTRN RCPT Merchandise/SEARCH
This key enables searching of country or city names during input of country code for international services.
* MANUAL WEIGHT ENTRY
This key switches the scale in manual weight entry mode. Manual weights from 10 pounds up to 70 pounds can be entered to
compute for the postage rate of the selected service. Refer to the section on Manual Weight Entry above for more of this function.
OTHER DISPLAY
* Overload!
This appears when the weight on the platform exceeds the scale’s maximum capacity. Maximum capacity also includes tared
weight.
* Excess Weight
There are some postal services whose weight limit is less than the limit of the scale. “Excess Weight” appears to indicate that the
weight on the platform exceeds the weight allowed for that specific service.
* Invalid C. Code
This appears when user entered a country code that is not within the range (100-609 only).
* Domestic Service
This appears when user attempts to select a destination for international services that are considered as local destination.
* No Service
This appears when user attempts to select a special service or destination that is not available for the current basic service.
* Excess Value
This appears when user entered a value that exceeds the maximum limit set for the selected special service.
ZIP/ZONE DATA PROGRAMMING
The ZIP/Zone memory of the PS3000N USA scale should be programmed first to calculate postage fees of domestic services using
the 3-digit ZIP code as input for destination. Obtain from the Post Office a ZIP/Zone chart for the ZIP/Zone location from which the
scale will be used. Follow these instructions on how to program the scale’s ZIP/Zone scale memory.
1. Press 3/Program ZIP/Zone key. “Memory Empty” will be displayed for a while if the zip/zone data has not been programmed
before. Then “Zip/ 4 - ?” will be displayed. Type in the numbers based from the ZIP/Zone chart and as prompted by the
scale. The ZIP/Zone chart provides 3-digit ZIP codes followed by the corresponding zone number.
Example: 004….010 3
011….214 4
2. First type in 010 and press ENTER key. The display will now be “Zip 4-214/Zone?”. Then type in the zone number according
to the chart and press ENTER key (in the above example, type in 3).
3. The scale will then request for the next chart entry by displaying “Zip 011-?”. Type in the next ZIP range (214 in our example)
and press ENTER key. Type in the zone number according to the chart (4 in our example) and press ENTER key.
4. Ignore invalid ZIP codes during entry. These will be checked during input of ZIP/Zone for the selected domestic service in
normal weighing mode.
5. If there is only one ZIP in the entry, enter the same ZIP and press ENTER key (e.g. 227 4). Then enter the corresponding
zone.
Example: 227 4
Scale will display “Zip 227-?”. Press 227 and then ENTER key. Then type in 4 as the zone for this ZIP.
6. Follow procedures 2 and 3 for succeeding ZIP/zone entries until the last of the range in the chart is entered (i.e. up to ZIP
999). When the zone corresponding to 999 is entered, the ZIP/Zone data programming will exit automatically.
7. To exit this mode, just type in 999 as the ZIP and press ENTER key twice and all programmed data will be saved. Refer to
the section below on Reviewing ZIP/Zone Data Entry on how to accommodate ZIP/Zone data which were not entered.
8. If ZIP/Zone memory is already programmed and there is a need to change it (moving the scale to another location with
different ZIP code), press 3/Program ZIP/Zone key and the display will read “Rewrite Memory/Press ENTER/ZIP”. Press CE
key to exit or ENTER key to reprogram the ZIP/Zone memory using the same procedures as described above.
Note: It is important to follow the above procedures until the last ZIP (999) is entered. Failure to load memory up to 999
may result in a memory dump.
Reviewing ZIP/Zone Data Entry
1. To review data that were programmed into the scales ZIP/Zone memory, press 3/Program ZIP/Zone key. The display will
read “Rewrite Memory/Press ENTER/ZIP”.
2. Press ZIP/ZONE (W) key and the display will read:
Zip Zone
xxx – xxx x
3. You may now browse up and down the ZIP/Zone data by using /INSD and /RTRN RCPT keys.
4. To change the zone number during browsing, simply press the new zone assignment and it will be displayed. Then press
ENTER key to save. If no number key is pressed, pressing ENTER key will set the zone to 0.
5. To change the ZIP of the currently displayed entry, press ZIP/ZONE (W) key and type in the new ZIP. Press ENTER when
the desired ZIP is displayed. Check that the ZIP you enter is not greater than the next entry, otherwise you will need to
reprogram the entries again.
6. To exit this function, press CE key. All confirmed entries will be saved (i.e. entries that were confirmed using ENTER key).

your scale, please visit www.elane.net. You may also register your scales using http://www.elane.net/product_registration.php
page to receive notifications regarding product updates or availability of new rate chips.
COUNTRY/CITY CODE LISTING
The following pages enumerate the countries and cities that are in the PS3000N USA scale’s database. These are used in all
international services where a price group is needed. Just use the change country key to be able to enter the country code associated
with the destination and the scale will automatically fetch the rates from the price group. “Invalid C. Code” will be displayed if invalid
country code was entered (check that it ranges from 100-609). “No Service” will be displayed if the country or city you entered is not
allowed for that postal service (ex. IRAN whose country code is 297 is not allowed for Express Mail International services).
