III. EMI/RFI
EMI/RFI WARNINGS
Laboratory tests performed by the Food a d Drug Admi istratio (FDA) have show that radio waves ca cause
u i te ded motio of electric mobility vehicles. Radio waves are a form of electromag etic e ergy (EM). Whe
electromag etic e ergy adversely affects the operatio of a electrical device, that adverse effect is called Electro-
magnetic Interference (EMI) or Radio Frequency Interference (RFI).
EMI/RFI FREQUENTLY ASKED QUESTIONS (FAQS)
The followi g FAQs summarize what you should k ow about EMI/RFI. Use this information to minimize the risk
that EMI/RFI will adversely affect your mobility vehicle.
Where do radio waves come from?
Radio waves are emitted from the a te as of cellular pho es, mobile two-way radios (such as walkie-talkies a d
CBs), radio statio s, TV statio s, amateur radio (HAM) tra smitters, wireless computer li ks, microwave sources,
a d pagi g tra smitters. Radio waves are a form of electromag etic e ergy (EM). EM is more i te se closer to
tra smitti g a te as, which are sources of emissio . The greater the tra smissio stre gth, the greater the co cer
to electric mobility vehicle users.
If E I/RFI affects my mobility vehicle, what kind of motion should I expect?
This is difficult to predict. The a swer would depe d o a umber of factors:
nThe stre gth of the radio waves.
nThe co structio of your particular mobility vehicle.
nThe locatio of your mobility vehicle (whether it is o the level grou d or o a i cli e).
nWhether or ot your mobility vehicle is i motio .
The motio of a y electric mobility vehicle affected by EMI/RFI ca be erratic. The mobility vehicle may come to
a sudde stop or move i a u co trolled ma er. Also, it is possible for EMI/RFI to release the brakes of a
electric mobility vehicle. Some i te se EMI/RFI ca eve damage the co trol system compo e ts of a electric
mobility vehicle.
Is there any way to know for certain whether or not radio waves are the cause of any unintended
mobility vehicle motion?
U fortu ately, EMI/RFI may be difficult to recog ize, because the sig als from radio sources are i visible a d may
be i termitte t. However, the FDA recomme ds that you report all i cide ts of u i te ded motio or u i te ded
brake release of your mobility vehicle to its ma ufacturer a d, if possible, determi e whether or ot there was a
radio wave source earby at the time of the i cide t.
O e precautio you ca take agai st u i te ded motio of your mobility vehicle is to make certai that you or
someo e else is ot the cause of the u i te ded motio .
nTur off your mobility vehicle by removi g the key from the key switch whe you are getti g o to or off of your
mobility vehicle.
nNever leave the key i the key switch of a u atte ded mobility vehicle.
nBy followi g these steps, you greatly reduce the risk of you or a yo e else i adverte tly bumpi g the throttle
co trol levers a d causi g the mobility vehicle to move u i te tio ally.
Has anyone been injured by the erratic, unintended motion of an electric mobility vehicle?
The FDA has reports of i juries that resulted from u co trolled motio of electric mobility vehicles, but it is ot
clear just how ma y of those i juries were actually caused by EMI/RFI.

16 Rally Shopper
III. EMI/RFI
Are all electric mobility vehicles susceptible to E I/RFI?
Each make a d model of electric mobility vehicle differs i its ability to resist EMI/RFI. Every mobility vehicle has
a particular level of resista ce to EMI/RFI. This resista ce is measured i volts per meter (V/m). A higher resis-
ta ce level offers greater protectio agai st EMI/RFI. I other words, a electric mobility vehicle with a high
resista ce level is less likely to be affected by a stro g radio source tha is a electric mobility vehicle with a low
resista ce level.
What is the FDA doing about the problem?
The FDA has writte to electric mobility vehicle ma ufacturers a d requested that those ma ufacturers test their
ew mobility vehicle models to be certai that they provide a reaso able degree of resista ce agai st EMI/RFI.
The FDA has stated that all ewly ma ufactured electric mobility vehicle models should have a resista ce level of
at least 20 V/m. This level of resista ce provides a reaso able degree of protectio agai st the commo sources of
EMI/RFI.
The FDA has also requested or recomme ded that:
nElectric mobility vehicle ma ufacturers clearly label ew products with their resista ce level or state that the
resista ce level is ot k ow .
nThe labeli g or i formatio al material supplied with ew electric mobility vehicles must explai what the resis-
ta ce level mea s a d war users about the possibility of EMI/RFI a d how to avoid it.
nElectric mobility vehicle ma ufacturers u dertake a educatio al program to i form electric mobility vehicle
users a d their caregivers about the problems associated with EMI/RFI a d about the actio s they ca take to
mi imize the risk of EMI/RFI.
nWhile there is o exact way to tell if your mobility vehicle is totally safe, a immu ity level of 20 V/m is ge erally
achievable a d useful. This product has bee tested a d passed at a immu ity level of 20 V/m.
What can I do to find out if my mobility vehicle is likely to be affected by E I/RFI?
If you have had your mobility vehicle for some time a d have ot experie ced a y u i te ded motio , it is ot likely
that you will have a problem i the future. However, it is always possible that EMI/RFI problems could arise if you
are close to a source of radio waves. Therefore, it is very importa t for you to be alert to this possibility. The
mobility vehicle meets or exceeds a resista ce level of at least 20 V/m.
What can I do to reduce the risk of my mobility vehicle being affected by E I/RFI?
Here are some precautio s you ca take:
nDo ot tur o or use ha d-held perso al commu icatio s devices, such as citize s ba d (CB) radios a d
cellular pho es, while your mobility vehicle is tur ed o .
nBe aware of earby radio wave tra smitters, such as radio or TV statio s a d ha d-held or mobile two-way
radios. Try ot to operate your mobility vehicle too close to those tra smitters. For example, if you are o a
electric mobility vehicle with a resista ce level of at least 20 V/m, you should remai at least three feet from a
ha d-held two-way radio a d at least te feet from a mobile two-way radio.
nBe aware that addi g accessories a d/or compo e ts, or modifyi g your mobility vehicle i a y way, may
cha ge its EMI/RFI resista ce level a d may make it more susceptible to i terfere ce from radio wave sources.
