Chapter 2 Construction Methods
2.1 Pole Base Constructing and Requirements
2.1.1 Excavation Requirements
The depth and width of pole base must comply with the requirements in the drawing. If the actual
conditions do not meet the requirements, ensure that the volume of the pole base equals to that
in the design. Below is a table of Chinese specifications, for reference only.

2.1.2 Excavating Pole Base
1. Strictly follow the drawing to start excavation with either manual labor or excavator. Avoid
damaging underground pipeline and cables.

2. Construction waste must be removed and disposed of in specified locations in time.
3. When excavation is finished, clean the sludge and drain the underground water, if any.

2.1.3 Installing Grounding Stick
Drive the grounding stick and slab into the bottom of the base based on the drawing to ensure the
pole is entirely grounded. For details, see
Figure 2-3 Install Grounding Stick

2.1.4 Installing Reinforcement Cage
1. Place the cage at the center of the base, use level ruler to adjust its position.
2. Pay attention to the angle how the foundation bolts are placed to ensure the arm will be
perpendicular to the road.

3. If the cage cannot be placed at the center due to passing underground pipeline, relocate it to
a proper position otherwise. Change the location of the base as early as possible if it is not
suitable for the base.
4. Lay the pipelines through the base from underground to the pole, and the pipe should be
higher than the flange plate. The mouth of the pipe should be sealed and tied to the flange
plate with wire to prevent concrete from falling down and blocking the pipe.
2.1.5 Concreting Pole Base
1. Purchase the concrete specified in the drawing or mix on site. Do not spill concrete on to the
road. The concrete grade should match with that required in the drawing.
2. Pour a part of the concrete into the base pit and use the concrete vibrator to get rid of air
bubbles. Then pour the rest and repeat the process to ensure the concrete pours evenly and
is free of bubbles, as shown in Figure 2-5.

2.1.6 Base Surface Processing
1. After concreting is finished, trowel the surface even and flat.
2. Maintenance for concrete is at least 20 days. 28 days is best.

2.2 Constructing Cabinet Base
1. Excavate the pit for the cabinet base according to the drawing. Generally speaking, for a 600 ×

600 mm cabinet, the base pit should be 800 × 800 mm, and 600 mm deep.
2. Erect support plates around the pit and they should be 100 mm higher than the ground. Then
lay the pipeline properly. Generally, 6 ×φ50PVC pipes are recommended.
3. Use the vibrator to stir when concreting the pit to get rid of air bubbles. The finished cabinet
base is shown in Figure 2-7.
4. The maintenance period of the base should not be less than 14 days.

2.3 Constructing Handhole
1. Excavate the pit for handhole according to the drawing.
2. Brick the handhole and trowel the interior and surface of it.
3. Place the lid onto the handhole and finish surface processing.
2.4 Pipe Laying and Requirements
1. Lay the pipes according to the drawing. The pipes connect handhole, cabinet and pole.
2. The size of pipe grooves: 0.2 × 0.6 m (W × D) under sidewalk and 0.2 × 0.8 m (W × D) under
roadway. For special construction requirements, refer to the drawing for specifications. Steel
pipes are required when laid across the roadway.
3. Place the PE pipes or steel pipes in the bottom of the grooves, cover them with sands if
required. When burying the pipes, tamp the backfill every 15 cm. Recover the road surface to
finish.
4. The pipe base should be tamped to avoid deformation which is a result of sunk roadbed by
passing vehicles.

5. After the cables are laid, the remaining cross section of the pipes should be at least 40%.
6. Reserve galvanized wires in the pipes to lead the cables.
7. Restore the greenery.
8. Pipe jacking and overhead piping can also be used in addition to excavation, depending on the
actual environment.
2.5 Lightning Protection and Grounding System
Cameras are mounted outdoor, making them vulnerable to lightning strikes; their power supplies
are usually nearby thus prone to high voltage and surge caused by lightning. If necessary lightning
protections are not taken, the operation of cameras will not be ensured. Mass damage may be
caused among cameras which will result in system breakdown. Therefore, the pole, cabinet and
other relevant equipment should be well grounded.
1. The pole should be entirely grounded. Grounded lightning protector should be installed for the
power supply within the cabinet.
2. The grounding method is shown in Figure 2-8.

Lay 50 × 50 × 5 mm, 1.5 m galvanized angle steel in the bottom of the base pit and the angle steel
should be welded to the pole base with 40 × 40 mm galvanized flat steel, and corrosion prevention
method should be applied for the weld to ensure the pole will be entirely grounded.
After the galvanized flat steel is welded to the handhole, reserve the joint.

Lead the grounding wire from the flat steel into the cabinet. Use flexible stranded copper wire of
10 mm2cross section.
Make sure the ground resistance is under 4Ω. If the test result failed the standard, it is
recommended to expand the grounding net, as shown in Figure 2-11.

The distance between two angle steel should be more than 3 m and the two steel pieces should
be welded with flat steel.
The angle steel can be buried with PE pipes when digging the pipe groove, or the grounding stick
can be installed after the site is recovered. Avoid damaging underground pipes and apply corrosion
prevention measures to the meld with asphalt.
2.6 Installing the Pole
Installation procedure: prepare -> set up the site -> hoist the pole -> confirm location -> install the
pole -> secure and clean up the site.
Before hoisting the pole with sling wires, wrap the pole to avoid damage to the paint or coating
which may result in rust and corrosion.
Pole erecting is a risky and professional work. Everyone involved must follow the command and
collaborate closely. Before the hoist, a complete and thorough inspection is required for the site
setup and wire wrapping. The hoist system should be inspected by commander, and the rest parts
should be inspected by their operators. The hoist should only start when all the inspections are
finished.
When hoisting, the commander should stand in a proper position near the pole where all parts are
in sight and the deputy commander should stand in the center of the pulling anchor in order to
observe the load stress of the anchor and check whether the pole is erected properly.
