Th is equipment , LE4020/ LE 40 20 CF, is fixed and s hall be installed by Service Persons o nl y (Serv ice Person

po lluti on degree max 2 , over volt ages categ ory II, in non-hazardous, ind oo r lo cat ions onl y. Thi s manual
shall be used with the Instal lation Manual o f the rel evant alarm control pan el. All inst ructions specifi ed
wi thin th at manu al mus t be obs erv ed .
Th e performance of the LE4020/LE4020CF depends greatly on cel lular net wo rk coverag e. Therefore, i t
should not be mo un ted wi thout first perfo rming placement tes ts t o determi ne the best l ocation for recep tion
(mini mu m of one green LED ON). Op tional antenna kits – LTE-8 ANT, LTE-1 5ANT, LTE-25ANT, LTE-
50 ANT (8ft /2.4 m, 15ft/4 .6m, 25ft /7.6 m or 5 0ft /15.2m) – are avai lable.

Introduction
Th is manual cov ers two co mmun icator mo del s, the LE4020 and t he LE4020(CF). Th ey are referred to
throu ghout thi s manual as LE 40 20 /LE4020CF unless ot herwi se indi cat ed.
Th is LE4020/LE4020CF manages transmis sions to a cen tral st ation and can simulate the l andli ne in the
event of tro ub le (e.g., landlin e down) or even substit ute the landlin e completely i n areas where the 3G or
2G cellular servi ce is pro vi ded an d a landl ine is not available.
By connecting a t o a cont rol panel 's standard PSTN interface, t elephone-based Co nt act ID or SIA signals are
decoded and s eamlessl y routed t hrough the LTE or 3G network to any of the compatib le recei ver options .
Th e LE402 0/ LE4020CF are wi rel ess commu ni cat ors for UL commercial fire and/or burglary applications .
Bo th models s end alarm sys tem in format ion to a Sur-Gard System I-IP, II, III, IV or 5 receiver. The
LE 40 20 /LE4020CF uses the LTE o r 3G wireless net wo rk. The LE4020/LE4 02 0CF can be u sed with
UL/ULC Listed co mp at ibl e cont rol uni ts, as indicated in the man ufact urer's installation i nstru cti ons.
NOTE: These commu ni cat ors are designed to wo rk with the Con tact ID commu nicati on format as described
in the SIA DC-05 standard and t he SIA DC- 03 s tandard for 300 baud. Before co mplet ing the field ins tall-
ati on of the al arm mo nitoring system please ens ure communi cat ion wi th the supervis ing central station i s
successful by sen di ng sev eral events and getti ng confirmat ion th at they have been received.

provi ded by an external UL/ULC Listed po wer suppl y rated for t he application (external power-limited
source).
NOTE: The power suppl y must be Clas s 2, Power Limit ed. For resident ial app licati ons a su itable power
adaptor is model DSC ADP1310(W) -NAU or DSC ADP1320-NA U (for USA) and model DSC ADP131 0(W)-
NA (for Canada).

Installing the LE4020/LE4020CF
C24 Communications Enrollment
Th e LE402 0/ LE4020CF requires enro llmen t with C24 Communi cat ions t o o perat e. Fo r more i nformati on,

NOTE: Enrol lment wit h C24 Commu nicati ons shou ld be performed before turning on t he LE4020/ LE 40 20 CF
un it.
Before in serting o r removin g the SIM card, p lease ensure the uni t is turned off.
Step 1 - I niti al ize the LE40 20 /LE4 02 0C F with C24 Communicati ons
Th e LE 40 20/LE4020CF can be init ial ized with C24 Communi cat ions by:

To complete enroll ment, a C24 profi le, i ns taller ID/ PIN (or web credenti als ) and the 20-di git SIM number are
req ui red .
NOTE: The SIM activat ion process wit h the cell ular carrier typically takes between fi ve and ten min utes t o
compl ete.
Step 2 - D etermi ne the Bes t Si gnal Locati on
1. Detach the fron t cover by removi ng t he four screws.
2. Ap pl y power (DC an d/ or bat tery). The LE4020/LE4020CF i s now i n Placement Tes t mode.
Step 2a – SI M Card Is Activated.
Th e red LED is on solid, the blu e LED i s off and the signal strength LEDs dis play th e averag e signal
strength. In t his st ate, t he LE4020/LE4020CF is regi stered to th e network.
If the s ignal strength is t oo l ow (bo ttom signal LED off or fl ashin g), the LE4020/LE4 02 0CF wi ll pro ceed
to Step 3: scan for, and attach to, carriers with su ffi cient signal st ren gt h. If the LE4020/LE4020CF is con-
nected to a carrier wit h suffici ent sig nal strength (mi nimum of bot tom signal strength LED on so lid), i t pro-
ceeds t o Step 4 .
Step 2b – SI M Card Is Not Activated
Th e red LED fl ash es , t he blue LED is off and t he s ignal strength LEDs d isplay the av erage si gn al s trength.
In thi s state, th e LE4020/ LE 40 20 CF i s un abl e t o regis ter to the net work because i t is inactiv e. The signal
strength indicated is from any nearby cel l tower (inclu ding cellular towers belongi ng t o n on -ro aming part-
ners) and d oes no t necess ari ly reflect the signal st ren gt h of the int en ded network. The LE4020/LE4020CF
remain s in t his st ate until t he SIM is act ivated. Once the SIM i s act ivated, the LE4020/ LE40 20 CF pro ceeds
to Step 2a.
Step 3 – Carrier Sca nning Due To I ns uffici ent Signal Streng th
Th e LE40 20/LE4020CF scans t he surroundi ng network and con nects to th e carri er to provi de a s ignal
strength of at least 7 CSQ. Whil e this action is b ein g perfo rmed, all four LEDs act ivate to show a s can ni ng
sequence in prog res s. The LE Ds cycl e from top to bott om and t hen bottom t o top until the
LE 40 20 /LE4020CF connectes to a carri er wit h a si gn al s trength above 7 CSQ (mini mu m o f b ot tom si gnal
strength LED on sol id).
On ce thi s is co mp leted, th e LE4020/LE4020CF p roceed s t o Step 4.
Step 4 - A cquire C2 4 Communicati ons Programming
Th e red LED is on solid and t he b lue LE D flas hes. The flashi ng blue LED i ndicates that th e
3G 40 10 /LE4010 has req uested programming from C24 Commu ni cat ions and i s waiting for a response.
On ce remo te p rogramming is completed, t he b lue LED switches to s ol id and the LE4020/ LE 40 20CF p ro-
ceeds t o Step 5 .
Step 5 – Receiv er Initi aliza tio n
Th e red and blu e LED’s are bot h on solid and t he signal st ren gth LEDs are off.
When t he L E4 02 0/LE4020CF s ends a request t o communicate with the central statio n, the top signal
strength LED begins fl ashin g.
When t he central s tatio n communicates back to the 3G4010/LE4010 , t he top s ignal streng th LED tu rns on
solid.
When t he L E4 02 0/LE4020CF s ends a request t o communicate to the next cent ral s tat ion, the bot tom si gn al
strength LED begins fl ashin g...
...and turns on s ol id when it receives a commu ni cat ion back from the cent ral s tatio n.
If at least o ne o f th e central st ati ons does not res pond back to the communi cat or, th e signal st ren gt h LED
correspondi ng to that central station turns off. Once the i nit ialization s equence i s complete, t he
LE 40 20 /LE4020CF switches t o steady state op eratio n.
Step 6 - Mount the LE4020/ LE4020CF
1. Po wer down the L E4 02 0/ LE4020CF by remov ing the DC p ower s ource and bat tery leads .
2. Us ing the cabinet , mark the four screw l ocations. Drill t he anchor screw h ol es.
NOTE: Check for cable condui ts and water p ipes before drilling.
3. Us ing an chor screws (no t provided), mount t he cabi net to t he wal l.
4. Ru n the cables through the cabl e ent ry [13] or t hrough t he cabinet kn ockouts.
5. Co mplet e the connections on t he terminal b locks [11 ].
NOTE: Ensure that power and Tel co circuit con nections are mad e only after the cabinet has been s ecu red to
the build ing or s truct ure, and h as b een co nnect ed t o the protective earth gro un d. Descript ions of t he ter-
mi nals can be fou nd in t he ‘Co nnect ing the LE4020/L E4 02 0CF’ section.
6. Reattach the front cover [1] s ecu rel y to the cab inet.

PRIOR TO SERVICING
WARNING: Incorrect connections may result in PTC failure or improperoperation. Inspect wiring and ensure connectionsarecorrect before turning on.
All circuits areclassied for UL installations as Power Limited/Class II PowerLimited except for the batteryleads which are not Power Limited. Do not route any wiring over circuit
boards. Maintain at least 1”(25.4mm) separation. A minimum 1/4” (6.4mm) separation must be maintained at all points between Power Limited wiring and all other Non-Power
Limited wiring. Route wires as indicated in the diagram.
For UL Installations, the system shall be installed in accordance with chapter 2 of the ANSI/NFPA 72 and ANSI/NFPA70. Recommended locationsand wiring methodsshall be in
accordance with the National Electrical Code, ANSI/NFPA 70, the Standard for Installation and Classication of Burglarand Holdup Alarm Systems, UL 681, and the Standard for
Central-Station Alarm Services, UL 827.
For ULC Installations,the recommended locations and wiring methods shall be in accordance with CSA C22.1, Canadian Electrical Code, Part I,Safety Standard for Electrical Installa-
tions; CAN/ULC-S302, Installation and Classication of Burglar Alarm Systems for Financial and Commercial Premises, Safes and Vaults; and CAN/ULC-S301, Standard for Central and
Monitoring StationBurglar Alarm Systems and the Standard for the Installation of Residential Fire Warning Systems, CAN/ULC-S540. Do not install the equipment in places where the
signal strength does not meet the minium recommended signal strength level. Do not run zone inputs and T1/R1 wiring along AC wires or other circuits with high frequency signals
in order to reduce possibility of interference and false alarms.

For ULC Fire Monitoring installations re alarm signals shall be sent
simultaneously over POTS line (using the dialler) and over the
wireless network (using LE4020/LE4020CF). Connect alarm output
from control panel (PGM) to the input on the communicator that is
programmed as a Fire Alarm Input.
